Org. Setting and Reporting

1.Supervisor:
The incumbent of this post reports directly to the Senior Field Security Officer (SFSO), P4 who has the overall responsibility to coordinate security risk management functions.
2.Supervisees:
The incumbent of this post directly supervises three professional security posts and up to 55 guard force personnel. In the absence of the SFSO, the incumbent supervises 5 additional staff
members.

Responsibilities

  1. Assists Senior Field Security Officer (SFSO) in managing GFO security matters, and monitoring and evaluating the Field’s performance to determine compliance with established policies and procedures and security risk management measures; assists SFSO in managing a security risk management system in coordination with the United Nations Department of Safety and Security (UNDSS) and a parallel security system mutually supporting area personnel; assists SFSO in managing all instances of non-compliance with security policies, procedures, and practices; meets with local security authorities to establish line of communications for all security-related matter including the security of personnel, assets and operations;
  2. Assists the SFSO in developing and coordinating training and staff development through the Security Training Officer; assists in the development of a wide variety of security related training as required by the Security Risk Management (SRM) and the ad hoc SRM; ensures the Security Training Officer maintains a database of personnel trained, prepares a training plan based on the SRM and ad hoc SRM implementation plan, conducts training research, and assists in adapting other UN organizations training and learning practices to UNRWA;
  3. Oversees the performance of the National Security Officer (NSO) in the Field in order to improve the efficiency and effectiveness of service delivery; coordinates with NSO and Guards to incorporate new work methods, examine and update technical instructions, and follows up on quality assurance and quality control;
  4. Assists the NSO in the implementation and delivery of Guard Force induction and other training activities; conducts ad hoc SRM and SRMs for premises, installations, missions, senior UNRWA officials, hotels, routes, and locations as required by the Field Office and under the supervision of the SFSO;
  5. Assists the SFSO in the development and implementation of the ad hoc SRM process and security plans, and other routine documents, such as, but not limited to, security contingency plans and analytical products highlighting events that affect UNRWA personnel, assets, and/or programmes; Assists in the implementation of security policy, and the development of security guidelines and Standard Operating Procedures (SOPs) to ensure security compliance;
  6. Act as a deputy to the SFSO during his/her absence and therefore is appointed as Officer in Charge during the SFSO absence;
  7. Conducts research and coordination with all appropriate UN entities, internal and external to UNRWA, with the goal of mainstreaming security into all relevant organizational activities; establishes and maintains effective working relationships with local security authorities; monitors the local security situation through local media and professional networks providing regular updates to the SFSO on any emerging security issues that may affect UNRWA.
  8. Assists with the preparation and management of security division budget, expenditure and finance related issues in coordination with the appropriate Finance Department personnel;
  9. Performs other duties as may be assigned by the supervisor.

Education

  • Advanced university degree from an accredited educational institution in security and risk management, business or public administration, political/social science, psychology, criminal justice, law, international relations, or other related fields.
  • Job - Specific Qualification
Possession of a valid driving license is required.

Work Experience

  1. A minimum of seven years of progressively responsible and relevant experience in security, risk, disaster or emergency settings, with security responsibilities in the public or private service areas, such as the private sector or corporate environment.
  2. Three years of professional experience at a senior management level within the UN, international organizations, private or cooperate sector is required.
  3. Good working knowledge or familiarity of the UN security system. (Desirable)
  4. Good background in training development and presentation. (Desirable)
  5. Good working knowledge of computer/IT systems, with a demonstrated willingness to develop the knowledge. (Desirable)
  6. Prior experience in the UN system or international NGO. (Desirable)

Languages

  • Excellent command of written and spoken English and Arabic.

Special Notice

  • Type of Contract: Fixed Term Appointment
  • Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

Conditions of service:

  • Basic Salary: Monthly basic salary from $1,825.40; plus monthly senior professional officer allowance 35% of the basic salary and monthly dependency allowance up to $123.25.
  • Leave: 36 days of annual leave for staff attending UNRWA duty stations with six-day working week. 30 days of annual leave for staff attending UNRWA duty stations with five-day working week.
  • Pension: Provident Fund contribution (15.2% of basic salary paid by the Agency)
