Expected duration
- The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
- Remuneration for this consultancy will be 1,600 USD, depending on the fund availability, qualifications, and relevant experience.
- The incumbent can be in any UNRWA field of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).
Duties and Responsibilities
Application Servers and Infrastructure Management
- . System design and implementation.
- . MS SQL Server configuration & SSIS configuration.
- . Documentum server configuration & maintenance in a globally distributed environment.
- . eRoom server configuration & maintenance.
- . MySQL server configuration & maintenance.
- . RealNetworks Helix server configuration & maintenance.
- . Adobe Flash server configuration & maintenance.
- . Microsoft SharePoint Server configuration & maintenance.
- . Configure and maintain various application environments, including DotNetNuke, Drupal, and Custom PHP applications.
- . Configure and maintain J2EE servers, including tomcat and jboss.
- . Standard Operating Procedures drafting, review & enhancement.
- . Research & Development.
Proactive Administration
- . Daily system health-check.
- . Scheduled applications backups.
- . Capacity planning.
- . Application services inventory management includes users' inventory and resource utilization inventory, e.g., I/O, storage, etc.
- . Web applications and services security audit.
- . Web applications and services recovery & business continuity planning, including routine failover tests.
Reactive Administration
- . Incident management includes the resolution of hardware & software faults, application process failures, end-user issues & inquiries, etc.
- . Problem management includes performance analysis, contention analysis, etc.
- . Request management includes creating new users, new applications, application updates, password management, backups & restores, website support and issues resolution, end-user requests, developers' requests, system administrators' requests, etc.
- . Disaster recovery management includes web services system failovers.
- . Release management and configuration management for Enterprise applications.
Availability and Performance Monitoring
- . System logs and Weblogs collect and analyze.
- . Monitor Performance and reviews against an established baseline.
- . Performance report data generation and interpretation.
- . Identify potential and actual performance bottlenecks caused by inappropriate system configuration and/or application design issues.
- . Analyze Root cause and resolution of application-related performance issues in collaboration with application owners and infrastructure teams.
- . Evaluating hosting web requests, including performance impact analysis & security analysis, confirms the appropriateness of hosting in the central farm vs. isolation on a dedicated server.
- . Troubleshoot web application performance issues.
- Perform other duties as may be required.
Qualifications/special skills
Academic Qualifications:
- A university degree or master’s degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines;
Experience:
- A minimum of 5 years of experience for a bachelor's degree and a minimum of 3 years for a master's degree in software application architecture design, maintenance, and support in an Enterprise Environment.
The following qualifications are required for this position
- • Experience managing .NET based web applications in a Windows environment, J2EE applications running on Tomcat or JBOSS in a Linux environment, PHP applications running on Apache in a Linux environment
- • Experience managing content management and collaboration systems such as Documentum, FileNet, SharePoint, and eRoom in an Enterprise Environment
- • Experience managing Excellent Knowledge of RealNetworks Helix and Adobe Flash streaming platforms in an Enterprise Environment
- • Experience in administering highly-available, mission-critical systems with established High Availability (HA) and Disaster Recovery (DR) services.
- • Experience in performance monitoring, performance tuning, and managing web services
- • Experience managing MS SQL Server 2005/2008/2012, MySQL, including Knowledge of SQL Server Integration Services (SSIS) in an Enterprise Environment
- • Must have Knowledge of PowerShell scripting
- • Must have Knowledge of MS Windows Server and Linux Server (Redhat or Centos preferred)
- • Must have an experience with SVN and GIT source control in an Enterprise environment
The following qualifications are additionally desired for this position:
- • Knowledge of using EMC Storage Area Network systems and NFS storage systems.
- • Knowledge of EMC virtualization technologies (VMware).
- • Have Knowledge of Local and Wide Area Networks concepts.
- • Knowledge of DNS services.
- • Have Knowledge of Continuous Integration build and deployment processes.
- • Knowledge of Information Technology Infrastructure Library (ITIL).
- • Have Knowledge of project management methodologies such as Prince2.

- UNRWA Information Management and Technology Department (IMTD) seeks Web Server Administrator to support projects by providing operational monitoring and support.
- The consultant will report administratively to the Head Information Technology Service Centre at Headquarters Gaza.
