1- Compliance Officer

  • International Medical corps is currently looking for: Compliance Officer (1)
  • Capaciy: Full Time Contract
  • Duration: 1 year with the potential for extension depending on available funding
  • Location: Gaza City.

Scope of Work/Deliverables:


The Compliance Officer will provide support to effectively conduct the tasks and requirements of International Medical Corps field-based compliance department in the country of operation.

Field Compliance is independent of all country program management and the Compliance Officer is expected to maintain a professional and ethical demeanor beyond reproach and to always protect confidentiality.

  1. Update and follow and update, if necessary, the agreed upon the compliance work plan
  2. Cascade International Medical Corps Code of Conduct to various key stakeholders through trainings and/or other means. In collaboration with other departments facilitate training on fraud awareness and major donor compliance rules and regulation as necessary.
  3. Assist management to effectively identify, document and mitigate compliance risks associated with program and operations activities.
  4. Assist in investigations upon request and approval of the Regional Compliance Coordinator.
  5. Develop an Issue Log for management agreed upon action plan that includes compliance recommendations to track their timely implementation. Exemplify the role model behavior when it comes to ethics and organizational values.
  6. In collaboration with the country program management team, assist in conducting periodic reviews of applicable local laws (i.e labor law, taxes, registration, etc.) to ensure compliance.
  7. Periodic review of International Medical Corps warehouses to ensure compliance with stock, storage, receiving and exiting procedures.
  8. Sample review of procurement transactions to ensure compliance with organizational policies and procedures and donor regulations.
  9. Sample review of payroll transactions to ensure compliance with organizational policies and procedures.
  10. Review of budget vs. actual for projects.
  11. Sample review of recruitments, onboarding, separations, performance appraisals and local handbook manuals to ensure their compliance with organizational policies and procedures, local laws and donor regulations as applicable.
  12. Communicate periodically with management in order to verify progress made with regards to the compliance recommendations.                                       
  13. Assist in investigations upon request and approval of the Regional Compliance Coordinator.
  14. Any other task as required by the Regional Compliance Coordinator and the Global Director of Field Compliance.
  15. Update the existing trackers in the e-binder.
  16. Participate in the virtual regional compliance meetings in the absence of the compliance manager.

Qualifications and Skills:

  1. 2-3 years of experience, preferably in a similar position.
  2. Strong time management and follow up skills.
  3. Audit, Risk and/or Compliance experience is a plus.
  4. Good know-how with Excel, Word and Power Point.
  5. Familiarity with the different types of instruments (Grants, Contracts, sub-awards, etc.)
  6. Familiarity various business controls (HR, Finance, Procurement, Logs, I.T, Program)
  7. Familiarity with various donor rules and regulations is a plus.
  8. Education: University degree, preferably in Business Administration and/or Audit.
  9. Language Skills: Local language and English with solid communication and writing skills.

2- GBV Case Manager Supervisor


  • International Medical corps is currently looking for: GBV Case Manager Supervisor (1). 
  • Capacity: Full Time Contract
  • Duration: 1 year with the potential for extension depending on available funding

Scope of Work/Deliverables:

In collaboration with the GBV Coordinator and the GBV Manager, the Case Management Supervisor will be responsible for the following tasks, including the supervision of the GBV team, including the Community Outreach workers

  1. Regularly assess the capacity and attitudes of IMC GBV Case Managers, and develop tailored capacity building plans as needed
  2. Prepare an initial package of trainings for every new GBV Case Manager joining IMC team, in line with the GBV Inter Agency Case Management Guidelines
  3. Leading the development or adaptation of GBV Case Management training material
  4. Provide, in collaboration with the GBV Trainer, trainings as needed to the GBV Case Managers and other actors providing support to GBV survivors.
  5. Ensure regular mentoring and supervision of the GBV case management though both group discussion and individual support session
  6. Ensure staff care support to GBV Case Managers
  7. Support GBV case managers in establishing or contribute to GBV Referral Pathways, and promoting a general ethical referral of GBV survivors, in line with a survivor centered approach.
  8. Work constructively within a team
  9. Ensure ethical data collection, storage, analysis and sharing of GBV cases, and input in internal and external reports, in line with best practices.
  10. Develop, implement, and promote effective team communication techniques and systems, including regular senior staff meetings.

Coordination

  1. Develop and maintain effective working relationships with all relevant stakeholders
  2. Mobilize stakeholders to participate in GBV case management coordination meetings.
  3. Promote a survivor centered approach in all internal and external coordination meetings.
  4. Represents IMC in all relevant meetings to address issues of survivor access to services.

Qualifications and Skills:

  1. University degree in Social Work or related fields (BA or Masters)
  2. Minimum 5 years in the field of social work.
  3. Good understanding of Protection principles, must demonstrate survivor- centred, respectful attitudes and a strong believe in gender equality
  4. Good understanding of survivor cantered approach
  5. Previous experience working with GBV survivors
  6. Previous training and mentoring experience
  7. Knowledge of, respect and empathy for the communities we are working with
  8. Commitment to championing survivors and community points of view
  9. Good interpersonal and influencing skills
  10. Very good listening and facilitation skills – capable of managing and facilitating group discussions with program participants, local officials, partners and all levels of staff
  11. Fluency in Arabic is required, fluency in English is desirable

3- WGSS Supervisor

Scope of Work/Deliverables:

In collaboration with the GBV Manager, the WGSS Manager (Women and Girls Safe Space) will be responsible for the following tasks, including the supervision of the GBV team, including the Community Outreach workers.

  1. Identify specific needs or gaps within the program of the WGSSs she is responsible for and discuss with the GBV Manager possible solutions to address such needs or gaps.
  2. Assist in the development of weekly work plans, monitoring of activities and support WGSS staff in the completion of planned activities.
  3. Supervise, monitor, and conduct weekly exercises, discussions, coordinate group discussion sessions with community leaders, students, and youth to educate and mobilize communities to appropriately prevent and respond to GBV incidences occurring in the community
  4. Assist in compiling statistics and weekly activity reports for each WGSS as per the program target objectives with guidance from GBV manager
  5. Assist in supervising and provide training, leadership, mentorship, and other technical support to GBV WGSS staff to ensure all activities meet best practice standards.
  6. Assist the WGSS staff in strengthening and maintain networks with community leaders and groups to ensure that survivors receive compassionate support from the community and encourage greater communication, and coordination with partners (protection, health, legal, and psychosocial sectors).
  7. Participate in awareness-raising and/or sensitization campaigns on IMC’s programming and other GBV services
  8. Work constructively within a team
  9. Ensure timely submission of all program reports including weekly, monthly, quarterly, interim, and yearly based on agreed deadlines and ensure proper filing.
  10. Develop, implement, and promote effective team communication techniques and systems, including regular senior staff meetings.
  11. Coordination

  15. Represents IMC in all relevant meetings to address issues of GBV and IMC’s interventions

Qualifications and Skills:

  1. Bachelor’s degree, or relevant level of experience required. Advanced degree an advantage, particularly in related fields including Social Work, Public Health, International Development or Gender Studies.
  2. Minimum three years related experience, preferably direct experience with GBV programming
  3. Experience working in emergency response required
  4. Demonstrated application of GBV core competencies and commitment to core principles of GBV programming
  5. Familiarity with humanitarian architecture and the mandates/roles of donors, UN agencies, and other NGOs
  6. Strong knowledge of standards and guidelines for GBV programming, coordination, and data management
  7. Knowledge of standards and guidance related to protection from SEA (Sexual Exploitation and Abuse)
  8. Experience with, or strong knowledge of, GBV case management services
  9. Assessment experience
  10. Facilitation experience
  11. Commitment to supportive supervision
  12. Experience working with local partners and community mobilization preferred
  13. Ability to exercise sound judgment, remain flexible, and apply experience and guidance to evolving challenges
  14. Strong communication skills, both oral and written, in both Arabic and English

4- GBV Case Manager

Scope of Work/Deliverables:

Individual Support

  1. Receive cases referred by other departments of IMC, service providers and agencies as per the GBV sub-Sector’s Standard Operational Procedures and Referral Pathways.
  2. During the interview, collect quantitative and qualitative data to analyze the situation and needs in order to define the most appropriate responses.
  3. Prioritize cases according to risk level and based on vulnerability criteria.
  4. Provide age appropriate GBV Case Management to survivors of GBV, in line with the Inter Agency GBV Case Management Guidelines, including assessment of survivor’s needs; basic crisis counselling; supporting survivors in developing and implement a care plan to address their individual needs and safely implementing this plan; support to survivors in pursuing services from other service providers as per clients’ wishes
  5. Provide services to adolescent girl survivors of GBV, including individual support, age-appropriate engagement and decision-making by survivors, Do No Harm analysis, and safety planning
  6. Provide essential information on available services and support survivors in navigating the referral pathways and accessing services
  7. Identify concerns related to and support adherence to GBV referral protocols and GBV guiding principles and bring these concerns to the GBV Manager.
  8. Always protect the privacy and the confidentiality of the case and of the survivor, adhering to the data protection standards of IMC.
  9. Provide beneficiaries with information about IMC and other services available for beneficiaries in the north.
  10. Conduct regular contacts of the selected beneficiaries to follow up on the progress and facilitate the good referral when needed.
  11. Ensure that progress is regularly reviewed.
  12. During the whole process, the Case Manager manages cases in line with Inter-Agency GBV Case Management Guidelines, SOP, adheres to standard documentation process and follows best practices guidance.

Assessment

  • Participate when needed in project assessments: surveys, data collection, filling questionnaires and forms, data entry, conducting interviews, FGD, etc.

Monitoring and Reporting

  1. Regularly ask the feedback and the level of satisfaction of the beneficiaries to adapt the support.
  2. Follow up the external referrals to other service providers and ensure that the takeover is done as fast as possible.
  3. Organize post distribution monitoring report to evaluate the satisfaction with the distribution, assistance process and to analyse the adequacy of the support.
  4. Update the GBV documentation regularly and ensure appropriate follow up and action.

Coordination, Meeting & Representation

  1. Develop and maintain effective working relationships with relevant stakeholders including community leaders and other humanitarian partners and service providers.
  2. Participate in case-discussion meetings with the GBV Case Management Supervisor and, when necessary, involve other IMC departments or agencies.
  3. Liaise with other NGOs for events, campaign and services available in the area.
  4. Ensure communication and coordination with other departments / team about internal referrals.
