CONSULTANCY - TERMS OF REFERENCE


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.


Consultant – Cloud Administrator AWS GCP, HQ Gaza (Local)

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. 
United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking Cloud administrator AWS GCP to work on UNICC as part of AWS Cloud Unit (OPDA) responsible for delivering AWS technical expertise within the Cloud Services Section, including the implementation and on-going support of AWS and GCP services for ICC and its clients.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES 

  1. Design, build, implementation, and delivery of scalable AWS and GCP solutions, with a focus on IaaS and PaaS;
  2. Review and manage technical requirements and business functional requirements to establish new cloud platforms and infrastructures.
  3. Execute assessment, migration and implementation plans to deploy AWS infrastructures and move workloads to AWS using native AWS migration or third-party tools.
  4. Support the evolution of the AWS and GCP services through the design and implementation of new service features.
  5. Work in close collaboration with other ICC technical teams including Information Security, Architecture, Service Management, etc. 
  6. Improve internal efficiency and customers satisfaction by finding opportunities to optimize existing processes and tools.
  7. Prepare technical documentation and related procedures and operations.
  8. Produce documentation for Agile delivery


MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. A university degree from an accredited educational institution in Computer Science, Information Technology or related discipline.
  2. A minimum of 5 years of public Cloud environments or relevant. 
  3. Knowledge of Public Cloud technologies, i.e. GCP and AWS.
  4. Proficient on core IaaA and PaaS AWS and GCP services
  5. Proven experience in System Administration and operating systems (Linux/Windows).
  6. Experience with Open Source RDBMS - MySQL, MariaDB, PostgreSQL
  7. Experience of cloud-based metering and monitoring tools
  8. Knowledge of container architectures and deployments in cloud environments (Docker, Kubernetes, etc.). 
  9. Experience in Scripting with Python, Bash, Go or similar languages and source code control like Git.
  10. Knowledge of ITIL service management methodology
  11. Fluency in spoken and written English.

  9. The resource shall have strong experience in designing identity and access management solution in large operational environments:

DESIRABLE QUALIFICATIONS

  1. Certification is major cloud providers (AWS, Azure and/or GCP). Certification in GCP and/or AWS (professional level preferred).
  2. Understanding of automation technologies such as Terraform and configuration management such as Ansible.
  3. Solid understanding of AWS Account Structure, Core Organization Services and IAM;
  4. Knowledge of CI/CD infrastructure pipelines.

CONDITIONS OF SERVICE

  • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  • Remuneration for this consultancy will be equivalent to grade 15, $1,600 and will depend on the qualifications and experience of the consultant.
  • The incumbent will be based in Gaza.
