CONSULTANCY - TERMS OF REFERENCE


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.


Consultant – Web Windows Administrator, HQ Gaza (Local)

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. 
United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking Web Windows Administrator to work on UNICC as part of AWS Cloud Unit (OPDA) for delivering on-going administration and support for the Web Hosting Service. 

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES 

  1. Install, configure, and support Web services based on Microsoft technology.  
  2. Provide architecture & support to solutions in public Clouds (Azure, Amazon).
  3. Provides day-to-day operational support and maintenance of Web infrastructures and applications hosted at ICC including user service requests and service restorations.  
  4. Follow-up on problem management cases including problem detection, logging, categorization, investigation, diagnosis and complete resolution plans.  
  5. Assist in the evaluation, configuration and installation of new Web infrastructures and applications releases in accordance with established change management processes and configuration management standards.  
  6. Coordinate of maintenances and outages with infrastructure and business groups.  
  7. Support migrations of Web applications and consolidation of Web infrastructures.  
  8. Support deployment of tools and implementation of processes to assist in operational support and to align with industry standards and customer needs (i.e. scripts).  
  9. Document operating processes, procedures and installations including technical diagrams and infrastructure setup.  
  10. Identify key areas for automation and optimization, including improvements in system performance, processes, and deployments.  
  11. Install and configure of Web Traffic Analysis tools and management of Web statistics profiles.  
  12. Manage Web statistics profiles and develop custom reports on Webtrends.  
  13. Remain on stand-by to provide services during weekends, official holidays and outside business hours as required. 


MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. A university degree from an accredited educational institution in Computer Science, Information Technology or related discipline.
  2. A minimum of 5 years of Cloud platform environments or relevant; two years; of which two years working experience with significant exposure to Container and Orchestration technologies. 
  3. Experience in Microsoft Internet Information Services (IIS), ASP.Net, .NET framework and .NET Core. 
  4. Experience in Web compression and caching engines, performance tuning features (application initialization, multicore scaling, CPU throttling).  
  5. Web publishing extensions and synchronization protocols: (FTP, WebDAV, URL Rewrite, Web Deployment Tool, RepliWeb). 
  6. Experience with CI/CD deployment pipelines and related tooling (GIT, Jenkins, ADO, etc.)
  7. Knowledge of Web authentication mechanisms and security: authentication protocols, certificates, SSL/TLS encryption, SNI extensions, URL authorization, Request Filtering.
  8. Experience in Web applications request routing, load-balancing and proxy technologies and configurations.  
  9. Experience in DNS services and domain registration
  10. Knowledge of Microsoft Active Directory services and integration, Kerberos authentication and SSO.
  11. knowledge of Cloud-Based services (Azure, AWS, GCP)
  12. Database infrastructure skills with Microsoft SQL Server 2008R2, 2012, 2014, 2016, 2017 and higher. 
  13. Knowledge of Oracle database clients
  14. Experience in Web applications logging and diagnostics tools
  15. Good knowledge of Windows Operating Systems (Windows Server 2008, 2008R2, 2012, 2012R2)

  9. The resource shall have strong experience in designing identity and access management solution in large operational environments:

DESIRABLE QUALIFICATIONS

  1. Cloud certifications (Azure & AWS).
  2. Knowledge & Experience of the LAMP stack would be an advantage

CONDITIONS OF SERVICE

  1. The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  2. Remuneration for this consultancy will be equivalent to grade 15, $1,600 and will depend on the qualifications and experience of the consultant.
  3. The incumbent will be based in Gaza.
