CONSULTANCY - TERMS OF REFERENCE


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant – Cloud Platform Administrator, HQ Gaza (Local)

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. 
United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking Cloud Platform administrator to work on UNICC as part of AWS Cloud Unit (OPDA) for delivering on-going container platform administration and support.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES 


  1. Administer the Container Orchestration platforms based on Kubernetes and Openshift/OKD.
  2. Administer the Cloud Platform. 
  3. Operation of Application release orchestration platforms including CI/CD orchestration.
  4. Infrastructure as Code technologies and related processes.
  5. Document and improve upon processes, procedures, and best practices to align with industry standards and customer needs
  6. Provide proactive recommendations on improvements.
  7. Analyze and identify key areas for automation and optimization, including improvements in system performance, processes, and deployments.
  8. Maintain and update/upgrade the container platforms.
  9. Coordinate maintenances with infrastructure and business groups 
  10. Deploy, manage and maintain container orchestration technologies including Kubernetes (required) and Openshift, both on-premises and cloud
  11. Build and operation of CI/CD infrastructure pipelines


MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. A university degree from an accredited educational institution in Computer Science, Information Technology or related discipline.
  2. A minimum of 5 years of Cloud platform environments or relevant; two years; of which two years working experience with significant exposure to Container and Orchestration technologies.
  3. Relevant experience working with containers (Docker or any other container runtime)
  4. Experience with Cloud-Based container solutions (IaaS & PaaS) in AWS, Azure & GCP
  5. Experience in the monitoring and advanced troubleshooting of container-based infrastructure. 
  6. Experience in Linux & Virtualization Administration skills
  7. Experience in Scripting with Python, Bash, Go or similar languages and source code control like Git.
  8. Experience of Infrastructure as code (IaC) Terraform and configuration management tooling like Ansible/Puppet/Chef
  9. Knowledge of ITIL service management methodology
  10. Fluency in spoken and written English.

  9. The resource shall have strong experience in designing identity and access management solution in large operational environments:

DESIRABLE QUALIFICATIONS

  • Certification in major cloud providers (AWS, Azure and/or GCP).

CONDITIONS OF SERVICE

  • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  • Remuneration for this consultancy will be equivalent to grade 15, $1,600 and will depend on the qualifications and experience of the consultant.
  • The incumbent will be based in Gaza.
