In Palestine, NRC provides humanitarian assistance and promotes respect for international law in one of the longest-running displacement crises in modern history. In the West Bank, including East Jerusalem, and Gaza, NRC’s work includes emergency preparedness and response, education, ICLA, protection, shelter, and WASH.

The purpose of the HSS Officer’s position is to support implementation of NRC activities in the Gaza Area Office of Palestine.

The HSS Officer supports the Area Office to ensure the safety and security of NRC staff and assets in Gaza, through the implementation of relevant policies and procedures, assist identifying risk management measures and putting them in place. 

Specific responsibilities

  1. Assist in conducting desk assessments and security risk assessments (SRA) workshops for the Gaza Strip.
  2. Advice NRC field staff on the implementation of NRC’s safety, and security risk management plans, policies, and procedures.
  3. Maintain strong networks with national and international stakeholders. 
  4. Maintains awareness to the political and military situation in the country.
  5. Reports and alerts the Area Manager and Country HSS Manager of important events, from monitoring the Internet and media.
  6. Completes and maintains safety and security training records/database including HEAT/HEIST training conducted by NRC staff.
  7. Prepares, schedules and, eventually, delivers in country HSS trainings to NRC staff, international and national in conjunction with the Country Office HR Department.
  8. Prepare the daily movement plans for Gaza Area office in coordination with AM.
  9. Manage, record and track NRC relevant incidents and assist provide analysis of key security trends. 
  10. Support in drafting the development of security and safety frameworks including security plans, safety procedures, relevant SOPs, evacuation, and medical plans for all locations of operations withing Gaza. 
  11. Update the phone communication tree in the Gaza Area Office.
  12. Process permits, in coordination with HSS and Logistics staff in CO. 
  13. Undertake any other reasonable task assigned by management. 

Our Ideal Candidate must have:

We are looking for a security professional with at least two years of experience working with international organizations to fill a position as an HSS Officer with NRC. The position is expected to assist in conducting security and risk assessments, provide advice on the implementation of NRC's safety and security frameworks and systems, assist in managing internal access and movement plans at operational levels, and be able to record occurring incidents and analyze key trends in the area of operations. We are looking for a profile with a specific set of skills such as communication skills, teamwork, the ability to work and deliver under pressure, analytical skills, and good IT skills.

Generic professional competencies:  

  • Experience working in a security and access role in a humanitarian/recovery context.
  • Previous experience working in complex and volatile contexts.
Professional competencies for this position: 

  • At least two years’ relevant experience in security with INGO or UN agencies
  • Relevant tertiary degree with excellent analytical skills.
  • Experience with security and safety management processes in a humanitarian INGO context
  • Excellent inter-personal and communication skills.
  • Ability to work under pressure and manage stress.
  • Fluency in both Arabic and English.

Additional Information:

  • Contract duration: 12 months.
  • Working hours: 40 hours/week, Sun-Thu (5 days per week)
  • Salary/benefits: According to NRC’s salary scale and terms and conditions
  • Duty station: Gaza (open to Gaza strip residents only)
  • Start Date: ASAP
