Head of Meal Unit - Action Against Hunger "Hebron"

Action Against Hunger is a humanitarian, non-governmental, non-political, non-denominational, and non-profit making organization working in the Palestinian Territory since 2002.

Head of MEAL Unit


(Re-advertisement)


For a period of 12 months renewable 


The overall responsibility is to develop the MEAL system, tools, and plans, and support the office team in data analysis, processing, marketing of data, and reporting.  


Objective 1: Monitoring, implementation, and data                 

  1. Lead the development and oversee the roll-out of the MEAL system, and ensure appropriate implementation according to the objectives and indicators in the log frame of each project. 
  2. Lead the development of M&E tools and plans.          
  3. Take the lead on designing and outlining the M&E reporting through the database and other tools.       
  4. Work closely with the program teams to ensure that MEAL becomes an integral element of project implementation.
  5. Analyze data extracted from the database and present results that allow the Program and Heads of Projects to recommend adjustment of specific project elements
  6. Oversee the process of data collection, analysis, and reporting in cooperation with the MEAL officer, HoP, and field officers.             
  7. Ensure projects’ activities including direct implementation are monitored on a regular basis for quality standards through scheduled visits, data quality audits, and spot check/verification visits against reports.               
  8. Manage and report on the Income Generation Activities (IGA)   monitoring tools 
  9. Support and participate in the preparation of analytical reports, visualization work, and data dashboards that support project progress and implementation.       
  10. Design M&E plan and other activities subcontracted to counterparts if any.         
  11. Manage the database and follow up on any future improvements that might be needed (database model, design, dashboards, etc).     
  12. Ensure functional, reliable, and comprehensive database is in place and ready to be used as a reference for all relevant information.        
  13. Plan and support field visits carried out by technical and MEAL staff for activities’ identification, implementation, and monitoring.         
  14. Report and present data and technical quality issues including data quality assessment measures, means of verification, etc. to ensure data collected for the project are accurate and reliable.          
  15. Permanent information gathering from other NGOs, institutions, local authorities, and other key actors about WASH, Shelter, and FSL situations.           
  16. Develop the tools for loading/transferring GIS data between different systems.   
  17. Visit relevant organizations like PWA, OCHA, relevant cluster leads, and NGOs involved in existing databases in order to get a good overview of which indicator sets already exist and how the AAH database can feed into these databases.      
  18. Produce visual documents (map layouts, graphs) to be used for external communication (donor relations, proposals, reports, cluster support, advocacy support, etc).        
  19. Provide recommendations on how to disseminate information externally and on how to best integrate data with existing mechanisms      

Objective 2: Evaluations, Humanitarian accountability, and Learning       

  1. Oversee the execution of AAH beneficiary feedback and complaint mechanism.   
  2. Ensure beneficiaries and partners have constant information about AAH programs and feedback mechanisms.
  3. Ensure documentation of lessons learned and generation of best practices in cooperation with HoP and field officers.    
  4. Ensure appropriate dissemination of project evaluation findings.                
  5. Participate/facilitate in internal project evaluations that are intended deriving lessons learned and operational decision-making.                   
  6. Integrate protection and gender perspectives in all areas of work, to ensure equal participation.    

Objective 3: Reporting                      

  • Prepare regular monitoring reports including ongoing data analysis with the status of implementation progress. Verify the reported information in the Indicators & Beneficiaries Progress Report (IBPR) and International Strategic Plan (ISP) report.          
  • Verify and participate in preparing the monthly activity progress report in case needed        

Qualifications

  1. Bachelor’s degree in social sciences, information technology, education, economics, or relevant field with at least five years of experience. 
  2. Evidence-based knowledge in principles, tools, and practices of monitoring and evaluation programs. 
  3. Knowledge in statistics / ME activities & design
  4. Knowledge of commonly used probability and purposive sampling techniques
  5. At least five years of experience in emergency, humanitarian, or development context; monitoring, and evaluation.
  6. Strong results orientation, and analysis skills.
  7. Ability to present complex monitoring information 
  8. Highly developed communication skills including influencing, negotiation, and experience in working with and coordinating with international and national NGOs.
  9. Experience in data analysis (qualitative and quantitative) and reporting skills.
  10. Previous field experience in assessments, data gathering, interviews, and information triangulation/verification
  11. Previous experience conducting focus group discussions would be an asset
  12. Experience with hardware, software such as ODK, KOBO, POWER BI, etc.…, and computer systems and processes.
  13. Very good in reading, writing, and speaking both Arabic and English
  14. Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  15. Valid driving license and proven driving skills.
