Finance Manager - PCRF "Ramallah"

Job Objectives: 


The Finance Manager is the leader of the Accounting and Finance Department team, including all accountants, and fundraising data entry staff.  The position coordinates the financial activity with the offices in the West Bank, Lebanon, the Gaza Strip, Jordan, and the US. This is a hands-on position that requires strict staff supervision, diligence, treasury and controllership functions for a global humanitarian organization. The position will report to the Treasurer regarding financial reporting and to the CEO regarding management of staff.

Detailed Tasks & Responsibilities: 

  1. Lead all day-to-day accounting operations which includes responsibility over accounting, accounts payable, accounts receivable, payroll, and budgeting.
  2. Supervise the Donor Database function, and the fundraising systems; NEON, Bluepay, Paypal and other platforms. 
  3. Perform the consolidation of financial results of the various international sites.
  4. Responsible for financial policies and procedures in accordance with International Financial Reporting Standards (IFRSs) and US GAAP as needed.
  5. Coordinate activity with the firm handling day to day accounting in the US.
  6. Prepare monthly, quarterly and annual financial reports and plans.
  7. Maintain the general ledger, review and approve journal entries.
  8. Oversee treasury activity for the organization.
  9. Liaison with tax preparers in Palestine, Jordan and US to file proper tax forms. 
  10. Supervise and manage accounting staff across various offices.
  11. Financial statement review including detailed variance analysis to budget.
  12. Reconcile balance sheet accounts and investigate/resolve reconciling items.
  13. Serve in management advisory capacity to management and the board.
  14. Preparation and monitoring of the annual operating budgets.
  15. Prepare and support the external and internal audits and tax filings.
  16. Supervise the procurement team and ensure compliance with PCRF internal policies and procedures, as requested by the PCRF management. 
  17. Any additional tasks, as needed.

Skills/Qualifications: 

  1. EDUCATION: Master’s Degree in Accountancy required. Certified Public Accountant preferred.
  2. ACCOUNTING EXPERIENCE: Minimum of 15 years of experience, in which at least 5 of them in a managerial position.
  3. LANGUAGE: Proficient in English.
  4. Experience in overseeing accounting operations in a global organization including consolidations and foreign currency translation adjustments.
  5. Strong organizational and project management skills.
  6. Must possess strong analytical and conceptual skills.
  7. Excellent verbal and written communication skills are necessary to discuss/articulate the accounting issues, document the accounting issues, and document the recommended accounting treatment and conclusions.
  8. Individual must have competent presentation skills (experience preparing materials and presenting).
  9. Advanced knowledge of Accounting Systems, Excel, and/or 3rd Party integration tools. 
  10. Ability to travel locally and internationally, including Lebanon, Jordan, and the U.S.
