تعتزم جمعية التنمية الزراعية (الإغاثة الزراعية) تنفيذ مشروع يركز على تعزيز صمود المجتمعات الأكثر عرضة للخطر في قطاع غزة ضد الأخطار الطبيعية التي من صنع الإنسان وآثار تغير المناخ. من خلال تعزيز استخدام مياه الأمطار في الزراعة. من المتوقع أن يتم تمويل المشروع من قبل BMZ من خلال Bread for the World. سيتم تنفيذ المشروع بالشراكة مع مؤسسة Diakonie Katasterophenhilfe. حيث يهدف المشروع إلى تعزيز صمود المجتمعات الأكثر عرضة للخطر في قطاع غزة ضد الأخطار الطبيعية التي من صنع الإنسان وآثار تغير المناخ.


تسعى الاغاثة الزراعية للحصول على مرشحين مؤهلين لشغل وظيفة: مهندس زراعي ميداني.

  • فترة المشروع:   17 شهراً.
  • فترة التعاقد:  12 شهراً قابلة للتجديد عند توفر التمويل.

دور المهندس الزراعي هو تنسيق / تطوير الخطط بالتعاون مع مدير المشروع والإشراف على تنفيذ الأنشطة المتعلقة بالزراعة / المياه. من المتوقع أن يشارك المهندس الزراعي بشكل كامل في الجزء الفني من المشروع بما في ذلك على سبيل المثال لا الحصر تصميم آلية اختيار مجموعات المزارعين، وإنشاء أنظمة الري، وزراعة المزارع، وإعداد التقارير الفنية، والتنسيق مع الشركاء وأصحاب المصلحة على مختلف المستويات. سيكون لدى المرشح المثالي خبرة في الإشراف على تقدم المشروع ومراقبته. سيكون لدى المرشح خبرة في الزراعة، والإدارة، والعمل الاجتماعي، ويفضل أن يكون ذلك في المشاريع المتعلقة بالمياه.


الواجبات والمسئوليات العامة:

  1. ضمان المشاركة القصوى لأفراد المجتمع المحلي والقادة والشركاء في المنظمات المجتمعية خلال المراحل المختلفة للمشروع.
  2. مساعدة في عملية تصميم وإعداد النماذج اللازمة لتنفيذ أنشطة المشروع المختلفة بما في ذلك اختيار المستفيدين والتقييم التقني لمواقع الأحواض ونوعها والمسح الأساسي وما إلى ذلك.
  3. تدريب المستفيدين على إدارة الموارد المائية في الزراعة.
  4. المساعدة في الرصد الفني (الإشراف على الموقع) إنشاء برك تجميع مياه الأمطار الجماعية تحت إشراف مدير المشروع والمنسق الفني للمشروع.
  5. المساعدة في وضع خطط العمل للمقاولين التي تضمن الانتهاء بنجاح وفي الوقت المناسب من أنشطة البناء للمشروع.
  6. عقد اجتماعات ومناقشات مع المجتمعات المستهدفة والمستفيدين لأغراض مختلفة.
  7. إجراء زيارات إرشادية لصالح المزارع وتقديم المشورة الفنية والإدارية الزراعية والمائية للمزارعين.
  8. التخطيط (اليومي والأسبوعي) للأنشطة المشروع الميدانية.
  9. التغذية الدائمة ووضع المسؤول المباشر في صورة الاعتداءات والإجراءات التي تؤثر على تحقيق مخرجات وغايات المشروع.


متطلبات الوظيفة

  • المؤهلات العلمية: درجة البكالوريوس في الهندسة الزراعية


الخبرة:

  1. خبرة في مجال العمل بما لا يقل عن سنتين.
  2. خبرات في مجال التخطيط وكتابة التقارير

المهارات السلوكية: اتقان مهارات الاتصال، ادارة المشاريع.

  • مهارات استخدام الكومبيوتر: القدرة على استخدام برامج ميكروسوفت والانترنت والبريد الالكتروني

2- Project Manager -PARC


The Palestinian Agricultural Relief Committees (PARC) is planning to implement aims at Enhancing Gaza farmers’ livelihood resilience against water quality deterioration, and inaccessibility to water in different locations around Gaza. The project is expected to be funded by BMZ through Bread for the World. The project will be implemented in partnership with Diakonie Katasterophenhilfe.

PARC is seeking qualified candidates to assume the following:

  • position:  Project Manager
  • Location: Gaza City.
  • Period: 23 Months
  • Salary: The salary is competitive and commensurate with the
  • Start up: The project may start at January 1st 2023.

Qualifications:

KNOWLEDGE, SKILLS, AND ABILITIES

  1. Planning the project activities as per the project proposal, agreement and the project wide action plan.
  2. Preparation of detailed and effective project’s action plans.
  3. Leading the implementation activities as per the project proposal, agreement, and action plans.
  4. Ensuring that all project activities are implemented in a timely manner and according to PARC’s and donor’s rules and regulations.
  5. Provision of proper administrative and technical supervision to make sure that the project activities are accomplished according to the highest standards.
  6. Making sure that the scope of the project is maintained at all phases and achieving planning.
  7. Supervising the technical and field staff involved in the project
  8. Managing the project budget under the supervision of the Program Coordinator according to PARC’s and donor’s rules and regulations.
  9. Developing managerial processes and procedures needed for achieving the projects’ activities, outputs and outcomes as per PARC’s, and its partners’ standards.
  10. Providing training on water resource management in agriculture to beneficiaries.
  11. Conducting regular field visits to ensure proper activities implementation on the ground.
  12. Liaising with the partners/donors of the project to ensure proper implementation of the project’s activities and timely submission of deliverables in coordination with the Program Coordinator.
  13. Preparing periodical reports as requested by PARC and its project’s partner/donor in consultation with the Programs Coordinator.
  14. Preparing technical and managerial reports as per the agreement with the partner/donor including close out reports in consultation with the Program Coordinator.
  15. Assisting the finance department in preparing periodic financial documents and reports.
  16. Ensuring that all activities of the project are properly documented and maintained an efficient project filing system.
  17. Reviewing the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.
  18. Leading the design and implementation of the Monitoring and Evaluation plan of the project in consultation with the Program Coordinator and PARC’s partners.
  19. Representing PARC in project’s related workshops, conferences or seminars
  20. Performing any other tasks related to the project.

EDUCATION/EXPERIENCE:

  1. Relevant university degree; preferably Bachelor or higher degree in Engineering, or any related project management related field.
  2. More than five years’ experience in direct project management in the field of agriculture or structural projects. Having experience in both is preferable.
  3. Proven reporting skills in English and Arabic.
  4. Proven experience in designing and supervising/implementing M&E processes
  5. Experience in site engineering and engineering project implementation is a plus
  6. Being Organized, paying attention to details and able to work independently.
  7. Ability to work under pressure, meet deadlines, prioritize workload and multi-task.

3- CBDRM Mobilizers - PARC

The project is expected to be funded by BMZ through Bread for the World. The project will be implemented in partnership with Diakonie Katasterophenhilfe.


PARC is seeking qualified candidates to assume the following:

  • position:  CBDRM Mobilizers (2 positions)
  • Location: Gaza City,
  • Period: 20 Months.
  • Salary: The salary is competitive and commensurate with the qualifications

Duties and responsibilities:

  1. Work with 17 most at-risk communities in the Gaza Strip;
  2. Work on daily basis including coordination, engagement and facilitation with the Community Protection Committees (CPCs) of 17 most at-risk communities in the Gaza Strip such support include engaging these committees at all stages of the project including implementation, M&E and closure in addition to other activities including advocacy, capacity building and community initiatives.
  3. Cofacilitate together with the CPCs various types of workshops and FGDs in the targeted communities.
  4. Support /Conduct the community-based activities of the disaster risk management and climate change impact mitigation assessments and planning in the targeted communities in cooperations with the CPCs.
  5. Support the data analysis and establishment of the CBDRM and climate change impact mitigation plans.
  6. Facilitate the establishment and operationalization of Community Emergency Preparedness and Response plans for the targeted communities.
  7. Resolve all challenges related to awareness interventions using community-based approaches.
  8. Prepare activities reports on regular basis and share it with management for reviews and input.
  9. Prepare periodical reports as requested by PARC and donor in consultation with the Programs Coordinator.
  10. Assist the finance department in preparing periodic financial documents and reports.
  11. To ensure that all activities of the project are well documented and maintained as part of an efficient project filing system including all project related documents.
  12. Perform any other tasks related.

KNOWLEDGE, SKILLS AND ABILITIES

  1. Proven experience and ability to work with a wide range of people: children, youth, and adults.
  2. Proven workshop and FGD facilitation skills.
  3. Proven reporting skills including data collection and entry.
  4. Good communication and interpersonal skills.
  5. Ability to manage a complex and diverse workload and to work to tight deadlines.
  6. Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
  7. Good and proven analytical skills.
  8. Having proven trainer and workshop facilitation skills is mandatory.

EDUCATION/EXPERIENCE:

  1. Relevant university degree; bachelor in disaster risk management, Business Administration, Project Management; international development, engineering or any related field.
  2. More than 3 years of relevant experience in Community mobilization.
  3. Prior experience working with Disaster Risk Reduction is preferable.
  4. Prior emergency response experience and/or experience of emergency preparedness work/plans is preferable.
  5. Experience with communications and advocacy work is a plus.
  6. Good experiences in GIS applications are preferable.
  7. Fluency in spoken and written Arabic &English.

4- CBDRM Assessment team leader - PARC

The project is expected to be funded by BMZ through Bread for the World. The project will be implemented in partnership with Diakonie Katasterophenhilfe.


PARC is seeking qualified candidates to assume the following:

  • position: CBDRM Assessment team leader
  • Location: Gaza City,
  • Period: 22 Months
  • Salary: The salary is competitive and commensurate with the qualifications

Duties and responsibilities:

  1. Lead the activities related to the community-based disaster risk management (CBDRM) as part the above-mentioned projects. These activities include heave engagement with the Local Protection Committees in the targeted communities, leading a team of CBDRM mobilizers and conducting CBDRM planning and climate change impact mitigation assessments in those communities to compare to a baseline CBDRM planning assessment that was conducted in these communities two years ago.
  2. Specifically, the CBDRM Team leader is expected to:
  3. Provide leadership technical supervision, monitor and implement the CBDRM activities and interventions;
  4. Ensure all CBDRM activities are implemented in a timely manner and according to PARC’s and donor rules and regulations.
  5. Engage and facilitate the active participation of Community Protection Committees in the various components of the project.
  6. Lead the process of preparing and testing the emergency response and preparedness plans for the targeted communities with the CPCs.
  7. Lead the CBDRM planning and climate change adaptation assessment in the targeted communities including finalizing the assessment tools, training the CBDRM mobilizer, and leading the assessment activities assisted by the CBDRM Mobilizers. The CBDRM will be responsible for Analyze the data collected so far using the CBDRM Assessment approach including communities FGDs.
  8. Finalize the CBDRM/ climate impact mitigation plans with the Community Protection Committees and provide feedback to the communities including hazards maps, risk and climate change assessments and CBDRM/climate change mitigation plans.
  9. Develop a high quality CBDRM assessment and planning report in English and Arabic.
  10. Develop publishable brief reports on the CBDRM assessment and planning results.
  11. Follow up the publication development and dissemination of assessment’s results.
  12. Prepare periodical reports as requested by PARC and donor in consultation with the Project Manager.
  13. Participate in the representation of PARC in workshops, conferences or seminars commissioned by Programs Manager.
  14. Ensure relevant target groups are identified and informed of the planned events/sessions in advance.
  15. Resolve all challenges related to awareness interventions using community-based approach.
  16. Prepare activities reports on regular basis and share it with management for reviews and input.
  17. Support M&E activities in the field.
  18. Perform any other tasks related.

KNOWLEDGE, SKILLS AND ABILITIES

  2. Strong research methodology knowledge and skills.

  3. Proven research skills including technical writing in English.
  4. Prior experience/knowledge working with the Disaster Risk Reduction approach.
  5. Prior emergency response experience and/or experience of emergency preparedness work/plans.
  6. Experience with communications and advocacy work a plus.
  7. Strong knowledge of project management techniques and tools.
  8. Fluency in spoken and written English & Arabic.
