Position Title: Technical Officer- Pre Hospital Care

OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies (WHE) programme is to help countries coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
DESCRIPTION OF DUTIES
- . Assist in the planning, preparation, implementation, and monitoring of all emergency activities in pre-hospital settings, in particular Emergency Medical Services (PRCS and MOH including ambulances), Emergency Rooms in Primary Health Clinics, Emergency Medical Services and Trauma Stabilization Points (TSP), Emergency Operations Centre and Emergency Medical Teams (EMT) services.
- . Provide technical advice to health authorities and partners, aimed at establishing and/or improving high-quality pre-hospital-based and hospital-based emergency services and support strengthening coordination between levels of care.
- . Provide technical input and facilitate training and capacity building of health staff on the ground.
- . Support the development and implementation support of data assessments, to help improve the effective use of information systems for pre-hospital and hospital-based emergency services aimed at providing relevant data analysis.
- . Perform other related duties, as requested by supervisor, including provision of support to other areas of work and teams or program areas, as required.
REQUIRED QUALIFICATIONS
Education
- Essential: First level university degree in medicine, public health, health systems/services administration or related field.
- Desirable: Advanced University degree in emergency medicine, trauma care or other related discipline.
Experience
- Essential: At least one year of experience in emergency medicine field, public health, pre-hospital, hospitals, and health information management
- Desirable: Related experience in development and implementation of action plans in the health sector.
Skills
- Demonstrated skills in and knowledge of the health hospital activities and needs and/or in the context of Emergency response.
- Proven skills in coordination of activities and information between Programs.Knowledge of public health, medicine and health services.
- Good time and stress management in pressing situations and conflicting priorities.
- Knowledge of WHO rules, manuals, practices and procedures is an asset.
- Strong presentation skills
- Demonstrated ability to analyse data and statistics.

REMUNERATION
Remuneration comprises an annual base salary starting at ILS 176,621 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
