OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies
DESCRIPTION OF DUTIES
The incumbent will be required to perform all or part of the following duties:
- 1- Manage the WHE emergency response in Gaza and directly oversees the WHO's emergency response programme at subnational level.
- 2- Provide technical guidance to the Ministry of Health (MoH), local health authorities and partners on the establishment/strengthening of a sub-national Emergency Management System /Emergency Operation Cell (IMS/EOC) for multi-sectoral emergency management that includes staffing, defined roles/responsibilities and resources for key functional areas.
- 3- Support national and local health authorities, partner with UN agencies, international, governmental and nongovernmental organizations/institutions, to: Assess and map existing and emerging health risks in the Gaza Strip and prepare the Gazan sub-national risk profile based on a risk assessment. Assess health needs of affected populations incooperation with technical units at WCO and RO level. Assess sub-national capacities for emergency management, including preparedness, and support the development of a national andif needed a sub-national Health Emergency Response Plan. Review the Health Plan/ Health Emergency Response Plan as needed (when these already exist), take additional action, including the development of contingency plans for specific high priority risks. Mobilize and coordinate resources, oversee the operational and strategic planning of the health response plans in Gaza, identify resource needs and funding gaps; encourage donors to fund the overall health sector response to affected populations.
- 4- Coordinate the development, implementation, monitoring and evaluation of strategies, operational and HR plans for the WHO oPt 's emergency information management, Country preparedness and International Health Regulations (2005), risk assessments and Infectious hazard management related activities in Gaza in collaboration with WHE Team Lead and IHR Officer.
- 5- In coordination with the senior levels of WHO oPt, validate the related information, communications, advocacy products and statements before release to internal and external partners as well as to the public.
- 6- Collaborate with other agencies and I/NGOs, including through the Health Cluster approach and directly as operational implementing partners.
- 7- Co-develop a detailed task-based work plan and budget for implementation of priority activities identified in the National Health Emergency Response Plan with regard to Gaza. Help to ensure the programme has accessible contingency funds for immediate response to emergencies, including, outbreaks in the designated sites.
- 8- Identify WHO oPt response team staffing needs, and provide guidance, and performance management of staff and experts, take concrete measures to ensure the safety and wellbeing of all WHO responders in Gaza.
- 9- Represent WHO oPt to MoH and the health authorities, including donors and partners, with respect to the operations in Gaza.
- 10- Monitor WHO oPt's health response and operational readiness activities in Gaza, and adjust if new needs arise and/or the situation changes requiring a revision of the operational plan
- 11- Facilitate and if need coordinate other WHO oPt supported Health activities in Gaza.
- 12- Manage the Gaza sub-office administrative services including safety, security, finance and assets. Represent WHO oPt in Gaza in external meetings with MoH-health authorities, donors, UN agencies, NGOs, Private Sector and other partners with respect to planning and the management of key health activities within the various levels of the health system in Gaza.
REQUIRED QUALIFICATIONS
Education
- Essential: Master's degree in health-related field, management, emergency, humanitarian, disaster management or related field.
- Desirable: Specialized training in emergency and outbreak management; specific training in humanitarian response. Medical degree.
Experience
- Essential: At least 7 years of related experience in emergency management and operations, with proven experience in emergency response and outbreak response. Substantial experience with proven international exposure in managing humanitarian programme cycle, capacity-building and multi-sectoral coordination. Substantial experience in efficient human and financial resource management, as well as managing and coordinating field based projects.
- Desirable: Relevant work experience in outbreaks and/health emergency management and related strategy development with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental or humanitarian organizations.
Skills
- Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational staff.
- Excellent skills in the assessment, monitoring, analysis and evaluation of emergency situations, with the ability to conceptualize and implement innovative strategies and advocate their implementation.
- Authoritative and comprehensive knowledge of the theory, principles, methods and techniques in international emergency incident management system.
- Strong strategic thinking, with the ability to quickly comprehend strategic and tactical objectives and to formulate comprehensive plans to address challenges/risks.
- Comprehensive knowledge and experience of the Humanitarian & Development & Peace nexus, international humanitarian law, right to health and equity of access.
- Comprehensive knowledge of and experience with general Public Health, Health Systems strengthening, including Primary Health Care.

Use of Language Skills
- Essential: Expert knowledge of English.
- Desirable: Intermediate knowledge of arabic. Intermediate knowledge of other UN language .
REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4382 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
