1- Financial Specialist - PWA





Responsibilities:


The Financial Specialist will be responsible for the following duties:
  1. Establish the books and accounting formats for the project
  2. Participate in updating the project financial Planning, budgeting, reporting procedures and formats.
  3. Review Contractor and Consultant invoices, payments and prepare disbursement applications.
  4. Provide annual accounting statements. 
  5. Maintain the financial records pertaining to all aspects of the project.
  6. Provide financial accounting expertise and support to the project.
  7. Perform other financial and record keeping support as may be required to complete the project.
  8. Provide financial projections, including disbursement regarding the Project.
  9. Provide the PMU director with financial analysis for all the Grants to provide sufficient financial information for monitoring project activities. 
  10. Prepare the withdrawal applications.
  11. Prepare the Financial progress reports as per the donors Requirements “FMR”.
  12. Follow up the daily financial transaction of the project, including payroll and the withdrawal applications.

Qualification Requirements:


The following are minimum qualifications:

  1. Minimum university degree in Financial Management / Accounting with minimum experience of 5 years in Projects’ Financial Management / accounting.
  2. Have solid experience with external donors Financial and accounting management requirements, preferably with knowledge of World Bank regulations and guidelines. 
  3. Capability of communicating both orally & writing in both English and Arabic.
  4. High degree of PC literacy and capability of operating relevant accounting soft wares

2- Monitoring & Evaluation (M&E) Specialist -PWA




Responsibilities:


The Monitoring and Evaluation Specialist will be responsible for designing and implementing the monitoring and evaluation activities of the project, monitoring the project activities and indicators on regular basis, and reporting against the project’s monitoring plan. The M&E specialist will be responsible for developing and maintaining the MIS of the project, also contribute to ensuring that all project reports include sufficient impact data and analysis. In Particular;

  1. Develop, design scope and implement a sound and appropriate monitoring and evaluation (M&E); in line with donor requirements and needs of the project
  2. Review the existing logical framework approach and recommend further impact oriented improvements;
  3. Develop intermediate monitoring and impact indicators in line with the theory of change and M&E plan for the project success; 
  4. Monitor all project activities, to ensure expenditures are in line with budget allocations and progress towards achieving the project results;
  5. Monitor the sustainability of the project's results;
  6. Conduct regular field visits to the project sites to; monitor the projects’ activities and ensure project M&E objectives are met.
  7. Provide feedback to the Project Manager on project strategies and activities; as well as support for an accurate and timely response to requests from senior management or donors.
  8. Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  9. Report monthly, quarterly, half-yearly and annual progress on all project activities to the PMU- General Director/Project Manager; and as per donors’ requirements;
  10. Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
  11. Support monitoring and evaluation of the effects and impact of the project;
  12. Assist in coordinating across the available components of the Project to ensure effective implementation of M&E system;
  13. Work closely with the Project technical team to track project progress, and support them in their use of the M&E tools; to ensure that monitoring data is collected correctly and on time
  14. Perform other duties as required.

Job Requirements:

  1. Minimum of a Bachelor’s degree in Engineering, Business Administration, Project Management, or any other field related to M&E;
  2. 5 years’ Experience in supporting project management; experience in water sector projects would be an asset;
  3. Having a minimum 3 years of professional work experience in developing, implementing M&E systems for development projects by international/National organizations;
  4. Experience in designing tools and strategies for data collection, analysis and production of reports;
  5. Excellent computer skills: Proven ICT skills, Expertise in analyzing data using statistical software. particularly with one or more types of data analysis and management software (e.g., Excel, SPSS);
  6. Having a sound knowledge and sensitivity in the gender/social/ environmental context of the Gaza Strip;
  7. Excellent interpersonal and communications skills;
  8. Fluency in English and excellent report writing.

3- Site Manager / Civil Engineer -PWA


Responsibilities:


The Site Manager will be responsible for the following duties:

  1. Participate in evaluation of the technical and financial documents submitted by the bidders;
  2. Follow-up and evaluate the Quality for the performance of the construction Supervision Consultant Team to ensure that all the facilities inside the sites are carried out according to the specifications and requirements;
  3. monitoring the work progress at the contracted packages under Component 1 to ensure that the Contracts are delivered on time and within the component allocated budget;
  4. review the critical submittals related construction works Contracts (e.g., time schedule, method statement related to safeguards, cost breakdown, and long lead procurement approval, etc; 
  5. Reviewing and approving the payments submitted by the contractors and consultants;
  6. Crosscheck the quality control procedures at the construction sites under component 1;
  7. Participating in preparation of any reports requested by donors;
  8.  Crosscheck the materials and equipment delivered to the construction sites under Component 1 and ensuring its proper utilization for the project;
  9. Coordinating with other authorities /municipalities and other agencies to solve any outstanding problems or obstacles that might hinder the progress of the works;
  10. Provide any technical assistance and advise to the supervision of construction work for unexpected problems that may occur during the construction works;
  11. Reporting to the project manager any change orders, verbal instructions, problems, delay may be caused or asked by the engineer;
  12. Prepares monthly reports and other required documents as requested by the PM.
  13. Maintaining correspondence and documentation related to contracts  

Qualifications

The following are minimum qualifications:

  1. Bachelor Degree in Civil Engineering or Construction Management; 
  2. Five (5) years of relevant general experience, with at least 2 years in supervising water infrastructure projects implementation; 
  3. Excellent verbal and written command of English language;
  4. Computer proficient (Microsoft Word, Excel, PowerPoint and MS Project);
  5. Good communication skills;
  6. Problem-solving skills;
  7. Decision-making ability;
  8. Knowledge of construction processes;
  9. Hold a valid Driving License.

4- Bulk Water Supply Unit Manager -PWA


Job Description:


  1. Overall responsible for planning, organizing, directing and reviewing all activities related to the establishment of the BWSU.
  2. Follow up and implement activities related to institutional setup, tariff setting, etc. in line with PWA policies. 
  3.  Establish and follow up the communications and partnerships with the CMWU and municipalities – including the MOUs with the 16 municipalities  
  4. Supervise the Bulk Water Supply Unit in Gaza; oversee daily work schedules; the inspection, operation, testing, and maintenance of the water quality and sampling program; Cross-Connection Control Program; potable and recycled water well and pumping equipment; potable water treatment plants; potable and recycled water storage facilities, including pumps, air compressors, disinfection equipment, automatic actuating equipment, emergency systems, pipe systems, and the Supervisory Control and Data Acquisition (SCADA) system.
  5. Maintain and ensure the adequate supply of water in the District's potable and recovered water and treated effluent storage tanks; ensure water supplied to service providers and meets Primary and Secondary Drinking Water Standards; ensure compliance with state, and local regulations involving potable and recycled water. 
  6. Respond to water services and/or end customer water quality complaints; coordinate with staff working in the Recovery and Irrigation Scheme in scheduling recovered water deliveries to the Water User Associations and other entities; requisition parts and supplies. 
  7. Oversee the operation of emergency-power generation equipment. 
  8.  Plan and direct a variety of related welding, carpentry, pipefitting, valve repair, and cement work. 
  9.  Compile and log a variety of readings. 
  10.  Provide information and respond either orally or in writing to the Relevant Department of Health and other entities regarding water quality, treatment, and distribution issues. 
  11.  Prepare and present a variety of reports including quarterly progress, monthly water quality and O&M Progress. 
  12. Assist in the preparation of the annual budget for the Bulk Water Supply Unit and maintain accountability throughout the year; and coordinates contract work. 
  13. Oversees the working schedules for operating bulk water facilities under the project including the STLVs, maintenance and repair works, all according to the Operations and Maintenance Manuals.
  14. Develops and supervises the application of techniques and methods in various process controls to increase the efficiency of the facilities operation. 
  15. Reviews comprehensive reports and provides detailed information and recommendations to PWA and where required, other public bodies/agencies when necessary. 
  16. Prepares the annual operation budget for current operating facilities, and reviews all plans for upgrades. 
  17. Directs research and development in the areas of new processes or techniques.
  18. Prepares comprehensive reports necessary to provide information as required by local or national regulatory agencies as needed. 
  19. During the establishment phase, develop the institutional setup of the unit and defines models for sustainability of the unit , etc. in line with PWA policies, and in full coordination with the CEO for the NWC 
  20. Participate in the recruitment process of key staff for the  BWSU
  21. Coordinate and follow up the development of agreements with the Service providers for supplying the bulk water 
  22. Support in hiring key personal for the yet with gender sensitivity 

Key Qualifications:


  1. Proven managerial record preferably with a Master’s Degree in a field of engineering, or business management or equivalent.
  2. Preferably, fifteen (15) years of prior experience in the field of execution of for public utility and private companies at senior level 
  3. Computer proficient (Microsoft Word and Excel etc.).
  4. Proficiency in English language
  5. Strong communication skills, leadership to make change.
