Physiotherapy and Rehabilitation Officer - Gaza

Background:

The Physiotherapy and Rehabilitation Officer works under the direct supervision and the general guidance of the relevant Programme or Technical Officer or in small Country Offices under the WHO Representative directly; and in this case it will be directly under the supervision of the WHO’s Hospital Component Technical Responsible Officer. The incumbent will be responsible for supporting the WHO ‘Trauma and Emergency Care’ Programme by providing physiotherapy and rehabilitation technical expertise to the new limb reconstruction Centre (LRC) in Nasser Hospital, in close coordination with the key stakeholders. This includes key elements, such as networking, information, coordination of training, planning, adaptation of guidelines and reporting.  The mission of the incumbent is to establish and ensure the highest standards of physiotherapy and rehabilitation for all patients treated at this dedicated limb reconstruction unit, in line with WHO global standards.

Description of Responsibilities:

FUNCTION 1 (INCL. EXPECTED RESULTS)

Provide Quality Technical Assistance and Support for LRC:
This includes achieving the following outcomes:

1. • Develop/adapt tools needed to provide quality physiotherapy and rehabilitation care in line with best practices.
2. • Ensure that the physiotherapy and rehabilitation practices of the unit are in line with WHO global standards and take corrective actions if the unit falls short.
3. • Define priorities and realistic, context specific plans for rehabilitation and service provision in the LRC.
4. • Liaise closely with partners that will indirectly contribute to the health service delivery of the Limb Reconstruction Centre.

FUNCTION 2 (INCL. EXPECTED RESULTS)

Training and Capacity Building:
This will include achieving the following outcomes:

1. • Liaise with international limb reconstruction specialists and the MoH to identify key training components that need to be developed.
2. • Design activities / training packages to meet the training needs and oversee / deliver them to the target groups.

FUNCTION 3 (INCL. EXPECTED RESULTS)

Coordination, Monitoring, and Planning:
This will include achieving the following outcomes:

1. • Identify referral pathways for LRC patients and work with the MoH to establish clear lines of referral.
2. • Develop a basic monitoring assessment tool including a set of key monitoring indicators to assess the performance of the interventions, analyse the indicators and give recommendations for improvement.
3. • Develop a Gantt chart listing clear activities and contributions within a set timeframe. Agree the milestones and communicate effectively to the Trauma & Emergency Care Manager.
4. • Support and monitor all procurement and logistics related to physiotherapy and rehabilitation, identify bottlenecks and take corrective measures.
5. • Support any assessments of needs, gaps and resources regarding the health sector in the country, in particular in the field of physiotherapy and rehabilitation

WORK RELATIONS AND PARTNERSHIPS

The incumbent will be managed by the Hospital Component Technical Officer and the Trauma and Emergency Care Manager. He/she will be expected to develop a good and positive collegial relationship with all WHO team members in Gaza and Jerusalem offices as well as those work at Nasser’s Limb Reconstruction Unit. For example, the incumbent is expected to have day to day interactions with different WHO team members including The Field Information Officer, the Patient Administrator, Project Management Officer, the Emergency Care Technical Officer, the admin team, different consultants and others as needed and advised by the supervisor(s). In terms of external contacts that need to be maintained includes but not limited to: MoH’s designated head of the unit, the medical and non-medical staff at the LRU at Nasser hospital, other Physiotherapy and Rehabilitation specialists from different organizations and entities, and key stakeholders.

IMPACT OF FUNCTIONS

The functions would have direct impact on ensuring the highest standards of physiotherapy and rehabilitation services for all patients treated the LRC in line with WHO’s standards and protocols, in addition to enhancing the capacity and skills of existing physiotherapy and rehabilitation specialists which would enhance the overall performance of the service provided to patients. Finally, by addressing the gaps and needs in this speciality in the country, there will be a better future planning and more room for enhancement and knowledge exchange.

Qualifications :

EDUCATIONAL BACKGROUND

• A first level University degree in physiotherapy/occupational therapy, or related field, from an accredited institution is required.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

1. A minimum of two years of experience working in physical rehabilitation in humanitarian environments, including provision of technical advice to field teams.
2. Previous work experience in low- and middle-income countries.
3. A minimum of two years of experience of working as a physiotherapist in emergency international medical teams.
4. Experience of working with limb reconstruction, or osteomyelitis patients.
5. Previous teaching or training experience.
6. Experience designing and delivering training and implementing capacity building plans.

LANGUAGE SKILLS

• Fluency in oral and written English and Arabic is required. Knowledge of another official United Nations language is an advantage.
