WHO Health Promotion Officer - Gaza


Background:

The Health Promotion Officer works under the direct supervision and the general guidance of the relevant Programme or Technical Officer or in small Country Offices under the WHO Representative directly; and in this case it will be directly under the supervision of the WHO’s Hospital Component Technical Responsible Officer. The incumbent will be responsible for supporting the WHO ‘Trauma and Emergency Care’ Programme by providing Health awareness and assist in the development of strategies to address a variety of Health issues, working in the Limb Reconstruction Centre (LRC) in Nasser Hospital, in close coordination with the key stakeholders. This includes key elements, such as networking, information, coordination of training, planning, adaptation of guidelines and reporting.  The mission of the incumbent is to establish and ensure the proper dissemination of health and disease prevention policies, for all patients treated at this dedicated limb reconstruction unit, in line with WHO global standards.

Description of Responsibilities:


FUNCTION 1 (INCL. EXPECTED RESULTS)

  1. Prepare, organize and conduct health promotion to the LRC patients and their companions.
  2. This includes achieving the following outcomes:
  3. • Prepare, organize and assist in the preparation of the health promotion actions, organization, tools and materials.
  4. • To develop topics & messages related to the scope of intervention in coordination with the LRC Manager and the Hospital Component Technical Officer, that the essential requirements are available in the health structures.
  5. • Conduct health training and awareness to the LRC patients & their companions.
  6. • To actively contribute to planning of the contents and the organization of health education & promotion activities in field.
  7. • Support the WHO IPC Officer & the local designated focal point in establishing, maintaining and improving surveillance systems for health care associated infections in the facility.

FUNCTION 2 (INCL. EXPECTED RESULTS)

Be the liaison officer responsible for a good organization of the referrals and counter-referrals pathways between different health stakeholders for effective and complete case management:
This will include achieving the following outcomes:
  1. • Assist in preparation & assistance of meetings with key persons of the stakeholders (MSF-Fr. MSF-B, MAP-UK, ICRC…).
  2. • Responsible of scheduling follow up case management on their referrals and counter-referrals pathways.

WORK RELATIONS AND PARTNERSHIPS

The incumbent will be managed by the Trauma and Emergency Care Manager. He/she will be expected to develop a good and positive collegial relationship with all WHO team members in Gaza and Jerusalem offices as well as those work at Nasser’s Limb Reconstruction Centre. For example, the incumbent is expected to have day to day interactions with different WHO team members including the WHO IPC Officer, the Communications Officer, the Field Information Officer, the Patient Administrator, Project Management Officer, the Emergency Care Technical Officer, the admin team, different consultants and others as needed and advised by the supervisor(s). In terms of external contacts that need to be maintained includes but not limited to: the Hospital Facilities Manager, the LRC Manager, and local designated focal point in IPC and other related fields with different local and international partners and organizations (including MSF-Fr, MAP-UK, ICRC …).

IMPACT OF FUNCTIONS

The functions would have direct impact on ensuring the highest standards in providing quality health education and promotion to the new Limb Reconstruction Centre within the context of the WHO Health Emergencies Incident Management System.

Qualifications :

EDUCATIONAL BACKGROUND


  • A first level University Degree in Nursing, Paramedic staff, and/or other health related field from an accredited institution.


PROFESSIONAL EXPERIENCE AND KNOWLEDGE


  1. Minimum of 1 year-experience working in the health promotion/education.
  2. Previous experience working with NGOs, would be an asset.
  3. Experience designing and delivering training and implementing capacity building plans, would be an asset.

LANGUAGE SKILLS


  1. Fluency in oral and written English and Arabic is required. Knowledge of another official United Nations language is an advantage.
