1- Project Accountant - TFS


Al-Tawasol Forum Society (TFS) is an NGO, registered by the Palestinian Interior Ministry and holds a certificate of registration number 7536. TFS was established in 2006 to activate the role of women, youth, children, and the elderly and to integrate them into their societies.


TFS is implementing a 3-year project in partnership with Islamic Relief Palestine with generous fund from Islamic Relief Canada. The project aims to Improved interdependence, connectedness, and productivity of Russol-enrolled children in the Gaza Strip. TFS is recruiting a qualified candidate for the following position:

  • Position Title: Project Accountant 
  • Position Type: Full time (100 %)
  • Location: Al-Tawasol Forum Society (TFS) Office, El- Nuseirat, Middle Area
  • Duration:  12 months subject to be extended based of fund availability and performance evaluation
  • Starting Date: Based on fund secure, Expected: November 2023
  • Reports to:  Finance Manager

Key Responsibilities:

  1. Managing the projects budget-by-budget formulation, controlling allocations, monitoring expenditures, and preparing revisions according to the needs of the projects.
  2. Analyze, evaluate, and process all financial data of the project's activities.
  3. Recording and bookkeeping of financial transactions includes payments, receipts and another journal entries.
  4. Prepare payment requests and get the needed approvals with checking for correctness of expenditure lines and budget project codes against which the payment requests are issued.
  5. Timely and accurate preparation of financial reports, in compliance with the financial obligations stated in the signed partnership agreement.
  6. Work closely with the financial manager and Project Coordinator and under financial supervision of financial manager, for budget follow up, proposed budget reallocations, cash forecast and other issues related to purchases.
  7. Prepare Monthly Cash flow forecasts and the bank reconciliation.
  8. Ensures the effective recording and reporting system, internal control and audit follow-up and processes administrative and financial transactions in an accurate and timely way.
  9. Assist the project team in developing and tracking the project procurement through facilitating timely communication of procurement/purchase needs, status updates on the progress of all orders, and effective and efficient service delivery.
  10. Prepare monthly payroll sheets for staff salaries and maintain records of their income tax and insured that staff gets their salaries in time.
  11. Review the invoices, purchase requests and other supporting documents before prepare payment process.
  12. Make sure all accounting vouchers are reviewed and approved before entering data in Golden Asseal software program.
  13. Follow up the Bank account, payables, Receivables and donor's budgets on daily basis.
  14. Support the members of admin, project and procurement team in the follow up and implementation of current accounting regulations and ensure all admin staff adhere to organization procedures.
  15. Provide Logistic support and conduct procurements (obtain validated purchase requests, collect quotations, prepare summary bid analysis, and issue purchase orders) in accordance to established policies and procedures.
  16. Attend Tender opening committees to ensure competitiveness and quality in the submissions and document findings and monitor tendering processed in coordination with the procurement coordinator to ensure that tendering occur in accordance with the cooperation agreement and local laws.
  17. Interacted with external auditors in completing audits, and work with them closely upon request.
  18. Manage petty cash and make cash count every month according to Organization guidelines.
  19. Prepare checks and bank transfers for Organization according to Organization financial procedures and sign it by the authorized persons on timely basis.
  20. Support in coordinating with the finance department to avoid any discrepancy and to agree on the contract’s payment terms and supporting documents.
  21. Ensure procurement & financial files are accurate and records are in compliance to TFS procurement policies, the filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable.
  22. Ensure that all payments are reviewed and signed by the relevant staff/beneficiaries and submitted, recorded.
  23. Handling all the fixed assets related tasks including the physical counting and updating all related records.
  24. Maintain appropriate records (soft and hard copies) to ensure that the Payments and Receivables process, and contractual agreements are accurately documented for accountability and audit purposes.
  25. Maintain up to date archiving system for the financial reports, and staff work contracts. (Both soft and hard copies).
  26. Any other tasks requested by direct supervisor.

Qualifications and Experience:

  1. A Bachelor degree from an accredited university in accounting or English accounting or Banking and Financial Sciences.
  2. At least 3 years of experience in accounting with NGOs.
  3. Experience in using the accounting system (Golden Asseal).
  4. Excellent reporting and formal writing skills in both English & Arabic.
  5. Proficiency in computer applications (MS Word, Excel).
  6. Understanding of protection in humanitarian context.
  7. Ability to work under pressure and within a team.
  8. Good interpersonal communication, negotiating and analytical skills;
  9. The applicant prefers live in Middle Area.

2- Project Assistant - TFS

Key Responsibilities:

  1. Assisting the project coordinator in implementing the project work plan to meet the project objectives.
  2. Providing administrative support to project managers, including scheduling meetings, taking minutes, and preparing reports
  3. Follow up implementing of activities with partners through trainings, meetings, workshops, campaigns, open days and other project activities.
  4. Organize meetings, workshops, and trainings as requested.
  5. Participation of the project coordinator in the effective coordination of project activities in line with the various components of the project, and with the relevant stakeholders.
  6. Follow up the implementation of workshops for children in partnership with various partners.
  7. Commitment to attend all trainings and meetings related to the project and submit reports to project coordinator.
  8. Preparing all administrative papers and weekly plans for the team and handing them over to the supervisor.
  9. Follow up on project financial statement, payments and financial reports with the participation of the project and finance officer.
  10. Participate in procurement in terms of planning, commissions and reports.
  11. Maintain effectively project participant’s database and produce reader-friendly presentations.
  12. Participate in feeding the project reports, sharing field challenges, complaints, success & best practices.
  13. Maintain efficient project documentation and archiving system of project.
  14. Assisting in preparing the success stories, case studies and media coverage.
  15. Support the implementation of MEAL activities in coordination with the MEAL Coordinator at Carrying out any other works assigned to him/her related to the project activities.
  16. Conduct field visits to clubs to monitor work.
  17. Participating in identifying the needs of clubs.
  18. Participating in selecting the beneficiary.
  19. Perform any other tasks and duties as necessary throughout the project period.

Qualifications and Experience:

  1. A Bachelor degree from an accredited university in Social Sciences, Business Administration, Development or related field.
  2. At least 3 years of experience in similar projects with NGOs or INGOs.
  3. Ability to work under pressure, independently and with minimum supervision, and as part of a team.
  4. Excellent interpersonal and communication skills.
  5. Good writing and communication skills in both English and Arabic.
  6. Proficiency in computer applications (MS Word, Excel).
Overall, a Project Assistant plays a critical role in supporting the successful completion of projects, ensuring that project teams are organized, on schedule, and meeting their objectives

3- Project Coordinator - TFS


Al-Tawasol Forum Society (TFS) is an NGO, registered by the Palestinian Interior Ministry and holds a certificate of registration number 7536. TFS was established in 2006 to activate the role of women, youth, children, and the elderly and to integrate them into their societies.

TFS is implementing a 30-month project from March 2023 to August 2025 in partnership with Islamic Relief Palestine with generous fund from Islamic Relief Canada. The project aims to contribute to improving the social justice and resilience of citizens in Al Zawayda village through implementing inter-related & multi-dimensional interventions at duty-bearer level and the right-holder level. TFS is recruiting a qualified candidate for the following position:

Position Title: Project Coordinator (Re-Advertisement)

The project coordinator will be responsible for the planning, implementation & management of the project activities and stakeholders of the cash interventions, contribute in economic & vulnerability assessments and capacity building.

  • Position Type: Full time (100 %)
  • Location: Al-Tawasol Forum Society (TFS) Office, El-Nasserite, Middle Area
  • Position Current Duration:  5 months during the first year of the project (ends in February 2023), subjected to extension based on performance evaluation
  • Project Duration: 23 months (ends in August 2025)
  • Starting Date: Mid of October 2023
  • Reports to:  Project Manager

Under the supervision of the project manager, the Project coordinator is expected to perform the following tasks

  • Technical tasks:

  1. Lead the implementation of the cash interventions in accordance with the project proposal and budget.
  2. Influence rights-based, participatory implementation methodologies as well as gender mainstreaming and Inclusion throughout all project phases
  3. Ensure the implementation of activities in a timely manner and according to donor’s rules and regulations.
  4. Present Tawasol in the Cash Working groups and related coordination platforms

Manage the external consultancies and cash intervention’s stakeholders

  1. Supervise junior team, build their capacities and ensure effective coordination with other organization departments
  2. Ensure productive coordination with other project team members towards complementary model of work and long-lasting impact.

  Finance & Administration tasks:

  1. Prepare budget forecasts as well as following up on the project cash flow with and through the Finance Department.
  2. Maintain efficient expenditure tracking and responsible budget controlling
  3. Preparing procurement plan, quotations, tenders, and terms of reference (TOR) with and follow up with the Finance Department.

  • Visibility, Documentation & Reporting tasks:

  1. Maintain project well documentation and efficient project filing system
  2. Participate in developing the project’s narrative reports as per project agreement i.e Monthly tracking, Interim and annual reports.
  3. Ensure visibility and media coverage of the cash interventions including photo, video, success stories & case studies

MEAL tasks:

  1. Fulfill the project MEAL requirements as per the approved MEAL framework
  2. Coordinate the implementation of MEAL activities as needed and in accordance to the MEAL plan in support to MEAL department
  3. Conduct field visits to supervise and monitor activities.
  4. Maintain project consolidated learning log, and complaints register
  5. Demonstrate integrated and transparent accountability system
  6. Lead the learning activities, community feedback sessions and maintain updated learning log
  7. Demonstrate transparent human-centered accountability system

Qualifications and Experience:

  1. Bachelor's Degree in a relevant field, is
  2. At least 4 years of experience in projects coordination and management with NGOs or INGOs.
  3. At least 2 years’ experience in the Cash programing.
  4. Ability to work under pressure, independently and with minimum supervision, and as part of a team.
  5. Excellent interpersonal and communication skills.
  6. Good writing and communication skills in both English and Arabic.
  7. Proficiency in computer applications (MS Word, Excel).
