Duties and Responsibilities

Staff Management:

  1. In consultation with his/her supervisor, provides guidance and analysis on employee relations issues; drafts responses to routine cases or issues and participates in the analysis of more complex issues; participates in providing information and advice on labor relations issues, maintains historical records, communications, and statistics on staff relations; manages the online database/repository of all related documents.
  2. Carries out research and gathers and compiles information on regional labor relations practices, collective bargaining and human resources in the agency and its areas of operation; conducts research on existing policies, drafts standard operating procedures and other documents of a similar nature,
  3. Prepares documents and records required for meetings, and negotiations with staff members, staff unions and other parties.

Compensation:

  1. Conducts research and reviews of data pertinent to salaries, allowances, and benefits for the Area staff category in conformity with the Agency’s Pay Policy and related rules and directives; prepares analysis and statistics, identifies discrepancies and drafts related reports and recommendations.
  2. Provides support in preparing cost projections for pay changes and different scenarios; assists in analyzing data, making appropriate computations and drafting related reports.
  3. Participates in conducting market research, salary and benefits surveys and studies, collecting information related to salaries, allowances, and conditions of service from local market comparators in all Fields.

Organizational Design and Classification:

  1. Conducts and participates in individual management reviews and other studies, as assigned, and assists the Senior HR Officers (Organization Design & Classification) in Agency-wide structural reviews and reform projects.
  2. Prepares all documents related to management reviews as requested by the responsible SHRO; attends to requests and queries raised by the Fields and HQs and prepares historical background of posts as needed to ensure availability and completeness of necessary information for the proper conduct of management reviews.
  3. Reviews and amends job descriptions, norms and standards for International and Area posts ensuring the application of established guidelines and procedures as well as the adopted processes and best practices in the area of work; applies existing job classification method.
  4. Under the supervision of the Chief, Organizational Design, Compensation and Staff Relations, assists in the management and maintenance of available systems in the division by following up on work assignments to staff in the division, monitoring the delivery of assignments, identifying backlogs, and producing reports.
  5. Maintains up to date knowledge and understanding of policies related as they pertain to ODCSR in the agency and its areas of operation.

Qualifications:

  • A university degree from an accredited educational institution in public or business administration, economics, human resources management, industrial engineering with a major in management, industrial or employee relations or a related field.

Experience:

  1. At least five years of progressively responsible relevant experience in in human resources management and or HR administration, preferably in more than one of the following areas: compensation and benefits, organizational design and classification or employee relations. Experience in IT and ERP systems is required.
  2. Understanding of UN regulations, rules and other issuances concerning labor relation, compensation and benefits and organizational design is desirable.
  3. Proven record of excellent drafting skills is desirable.

Contract Conditions:

  • Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need.
  • - Grade and Salary, Grade 15 (Jordan): Monthly basic salary JD 997.30 plus special occupational allowance (SOA) of 25% of the basic salary (SOA may change from time to time).
  • - Grade and Salary, Grade 15 (Gaza): Monthly basic salary $ 1,592.60. Other benefits: Other benefits include monthly Provident
  • Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and
  • dependency allowance (if applicable).
This vacancy notice is open to internal and external candidates. Only candidates residing in Jordan, and Gaza and within commuting distance of the duty station with authorization to work in the duty station at the time of application are eligible to apply.
