1- Procurement Officer - Bayader



Background

SAWA II project background


Bayader received funding from Enabel for the implementation of project activities related to the livelihood component in the middle, Khan Younis and Rafah governorates. In collaboration with the European Union Delegation EUDEL and Belgium, the Belgian development agency Enabel is leading the implementation of the intervention "Enhance the Resilience of Micro-Businesses and Create Sustainable Livelihood Opportunities in the Gaza strip" SAWA II. In partnership with Enabel, Bayader is responsible to achieve the following results: Enhancing economic resilience for three right target groups in the Gaza Strip, Vulnerable youth and women established sustainable MSEs, owners of affected MSEs reviving their businesses and owners of existing MSEs scaled up their businesses that are viable, sustainable and innovative in their economies and generate sufficient income to meet their livelihood needs and improve their individual resilience. SAWA II will support the creation of viable and economically feasible livelihood micro businesses through providing capacity building, skills enhancement, seed funding, coaching, and mentoring to vulnerable and marginalized women and youth following the community-based and sustainable livelihood approach. 

Job Summary:

Bayader would like to hire a procurement officer to work with SAWA II and different projects implemented by Bayader.

Procurement officer responsible for assessing products, services, and suppliers and negotiating contract as per Bayader’s policies and internal regulations while ensuring compliance, quality, and cost efficiency.  The Procurement officer will act as the focal point for the procurement of services and supplies for Bayader Organization 

Responsibilities and Duties:

  1. Review and ensure receiving detailed technical specifications and quantities from requestors before issuing the purchasing activities.
  2. Provide a strategic, efficient, and flexible procurement process that will deliver optimum value for money, cost savings, and the best quality of service.
  3. Oversee the preparation of advertisements, Requests for Quotations/Proposals, Initiations to Bid, and coordination of their timely dispatch by hand, or email.
  4. Follow up with vendors regarding pricing, and product availability, and track orders to ensure timely delivery.
  5. Oversee and manage the purchasing of services, materials, and products in compliance with Bayader rules, regulations, policies, procedures, and best procurement practices.
  6. Oversee and follow up on all ongoing contracts, track their deadlines, and support in issuing admin, time, and cost modifications when needed.
  7. Coordinate and follow up on payments submission, and gather all related documents when needed.
  8. Manage the process of receiving, opening, and evaluating bids/quotations, preparing evaluation documents, and price analysis, in addition to contracts and agreements.
  9. Set up and lead negotiation meetings with suppliers to obtain the best value as necessary
  10. Conduct market research for potential vendors when needed.
  11. Coordinate with the finance department to avoid any discrepancies and to agree on the contract’s payment terms and other financial supportive documents.
  12. Interact with suppliers on a daily basis to resolve contractual and delivery issues, and create and maintain good relationships with vendors/suppliers.
  13. Make professional decisions in a fast-paced environment
  14. Follow up on VAT exemption documents as necessary and as requested by the procurement activities
  15. Maintain appropriate records (soft and hard copies) to ensure that the procurement process, decision, and contractual agreement are accurately documented for accountability and audit purposes.
  16. Assist in the development of internal procedures and documentation related to the procurement department and help to drive better procurement practices.
  17. Demonstrate professionalism towards sensitive and confidential information.
  18. Work with other team members to perform all assigned duties as needed
  19. Undertake such other duties as are commensurate with the grade of the post

Academic and Professional Qualifications and Experience:

  1. BA Degree in accounting, business administration or related business field from an accredited university.
  2. At least 3 years of experience working with local NGOs.
  3. At least 2 years of relevant procurement experience.
  4. Good knowledge of technical and operational aspects of procurement cycle.
  5. Excellent computer skills: Word, Excel, and PowerPoint.
  6. Ability to quickly learn and adapt to new systems.
  7. Excellent knowledge of the local procurement procedures;
  8. Very good knowledge of technical and operational aspects of procurement implementation.
  9. The ability to work under pressure within teamwork arrangements.
  10. Conscientious- detailed oriented, accurate, and precise attention to detail.

Job Summary:


Bayader would like to hire a MEAL monitor to be part of the MEAL staff at Bayader and to work with SAWA II and different projects implemented by Bayader.

The MEAL monitor, under the supervision of the Senior MEAL Coordinator, is responsible for carrying out and developing, monitoring, evaluation, accountability and learning activities in the organization.

Responsibilities and Duties:

  1. Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the MEAL focal points/project managers;
  2. Support the staff in data collection process using the organization system;
  3. Assist the project manager/ coordinator in monitoring and evaluating the program by reporting to donor on the program deliverables.
  4. Ensure quality data collection for participants’ verification and monitoring activities;
  5. Participate in MEAL meetings and events;
  6. Conduct data cleaning and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send it on a monthly basis;
  7. Advise the data collectors on data management and storage in the field;
  8. Ensure the project beneficiaries/stakeholders are aware with the project feedback and complaint mechanisms;
  9. Monitor overall project implementation and provide feedback to the project staff;
  10. Ensure relevant, timely, and quality support on monitoring and evaluation activities;
  11. Provide documentation and dissemination of key findings stemming from monitoring, evaluation, and other learning activities;
  12. Track and ensure organized, comprehensive electronic filing of documented findings/analyses;
  13. Perform any other tasks required by the Senior MEAL Coordinator.
  • Documentation, Learning and Reporting

  1. Ensure submit timely, complete and accurate reports.
  2. Document best practices, lessons learned and success stories.
  3. Support prepares narrative reports.

Job Requirements

 Academic and Professional Qualifications and Experience:

  1. Bachelor’s degree in business administration, statistics, economics, sociology or another related field with at least good grade;
  2. At least two-year experience of working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E in both emergency and development contexts and humanitarian and development programs;
  3. Three year of experience projects coordination and project management with NGOs or INGOs.
  4. MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software;
  5. Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods;
  6. Understanding of donor expectations and trends for M&E;
  7. Knowledge and/or experience of working on accountability initiatives, information sharing and complaints response mechanisms;
  8. Highly developed communication skills including influencing, negotiation and coaching;
  9. Knowledge of qualitative and quantitative research methods;
  10. Professional level in both Arabic and English language skills;
  11. Excellent reporting and formal writing skills in both English and Arabic;
  12. Ability to handle multiple assignments and meet deadlines;
  13. Ability to work under pressure and within a team.
  14. Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation.
  15. Excellent English verbal and written communication skills.
  16. Strong team play and collaboration skills.

Job Summary:

Under the supervision of the project Manager at Bayader, the Business Development specialist (BDS) will be fully responsible for providing business development services including (and not limited to vulnerability mapping, promising sectors prioritization, sensitization sessions, training, coaching/mentoring, curriculum development, and business plans selection) and will support the implementation of livelihoods activities and under the designated result. 

Responsibilities and Duties:

  1. Represent the project to the local community and stakeholders.
  2. Plan and implement community mobilization, outreach, and sensitization activities
  3. Conduct field visits to project applicants and beneficiaries.
  4. Conduct verification activities for project applicants to identify potential project beneficiaries.
  5. Select training participants.
  6. Plan, coordinate, and supervise capacity-building activities.
  7. Develop pieces of training curriculum including materials, guides, tools, and templates that will be used in the capacity-building program for project beneficiaries.
  8. Provide life skill and micro-business management training for project beneficiaries.
  9. Train and support project beneficiaries to develop economically viable and technically sound business plans
  10. Evaluate submitted business plans and select seed funds recipients.
  11. Conduct field verification activities for seed funds recipients or supported micro-businesses to ensure receiving grants installment, efficient use of seed funds, and collect supportive documents.
  12. Provide coaching support, conduct on-site mentorship sessions, and develop mentorship reports.
  13. Facilitate marketing, linkages, and networking activities for project beneficiaries.
  14. Support PM in developing selection criteria and a scoring system to select project beneficiaries.
  15. Support the implementation of MEAL activities.
  16. Responsibilities of the BDS may include other tasks and duties as necessary throughout the life of the project.
Documentation, Learning and Reporting

  1. Ensure submit timely, complete and accurate reports.
  2. Document best practices, lessons learned and success stories.
  3. Support prepares narrative reports.

 Academic and Professional Qualifications and Experience:

  1. Bachelor degree with at least good grade in business administration, Engineering, Social Science or a relevant field. (Or equivalent combination of formal training and experience e.g. in marketing, economics, management, business development etc.) .
  2. Three years of directly related experience in the fields of marketing, business planning, pricing analysis, consultation, business coaching/mentorship, micro/small business (MSEs) experience, economic empowerment, livelihood, entrepreneurship projects.
  3. Extensive experience in capacity building and implementing micro-business management trainings/workshops targeting vulnerable youth and women in vulnerable communities.
  4. Proven track record of delivering coaching and mentoring services to vulnerable youth and women.
  5. Good knowledge of potential market linkages; (exploring marketing channels, facilitating linkages between produces and market chains).
  6. Considerable knowledge of sound business procedures including business planning and marketing.
  7. Understanding of financing options for business start-ups and business expansions.
  8. Practicing the empowerment of MSEs to improve their livelihood.
  9. Showcase and demonstrate his/ her knowledge and experience relating to gender mainstreaming.
  10. Sound experience in skills development/community development or related fields.
  11. Strong knowledge in the social/ cultural and economic context of Gaza.
  12. Proven track record working collaboratively with communities, local NGO partners, MSEs and government officials.
Other requirements:

  1. Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation.
  2. Excellent English verbal and written communication skills.
  3. Advanced skills in using office package as (MS Word, MS Project, PowerPoint, Excel).
  4. Strong team play and collaboration skills.
