Mercy Corps has recently received a fund award from the Humanitarian Fund in the oPt (oPt HF) to implement a livelihoods’ recovery project “Enhancing Gazan Farmers’ Ability to Recover Livelihoods Through Cash Assistance” that aims to urgently respond to the current emerging basic needs among acutely vulnerable farmers (agricultural and poultry), in order to help them sustain their livelihood assets, recover their production capacity, meet their food security needs, and reduce the use of negative coping strategies. Through this project, Mercy Corps and Foukhary Association for Country Development (local partner NGO) will support 351 farmer households (approx. 1,966 individuals) of the most vulnerable and weather-affected farmers and breeders from Khan Younis and Rafah until the end of February 2024.

General Position Summary

The Cash and Livelihoods - Program Coordinator (PC) will work under the supervision of the Senior Cash and Livelihoods Program Officer, and closely with the other Cash and Livelihoods Program Team members and the Monitoring, Evaluation, and Learning (MEL) unit. The (PC) will be responsible for managing and following up on the oPt HF-funded project implementation in the Gaza Strip including field and office work duties, coordination with partner NGO teams, training and technical guidance to field enumerators and local partner agricultural engineers, field mass participants data collection, home visits verification, baseline surveys, technical assessments, regular data collection from beneficiates including Post Distribution Monitoring (PDM), participants direct orientation sessions, identification of participants in need for referral to other non-cash/livelihoods services, all required filed coordination, all field M&E activities, and addressing activities’ filed issues.

Responsibilities and Duties

  1. Be fully responsible for the management and supervision of the Cash program field activities in the spirit of providing the best possible value for Mercy Corps, program participants, and the community at large.
  2. Ensure all interventions adhere to Mercy Corps’ Program Management Standards (PM@MC), Cash Minimum Standards Policy, program-related Standard Operating Procedures (SOPs), program plans and timelines, Protection Principles, Mercy Corps’ Accountability to Participants Standards, or any other Mercy Corps policies and procedures.
  3. Contribute to program startup activity, including setting up plans for specific target localities identifications, action plans for participant identification, data collection plans, and ongoing program management and administration of field teams across various field locations.
  4. Actively contribute to the participant’s identification, verification, cross-checking, and final selection in line with program plans, selection processes, and standards.
  5. Supervise the field work and oversee the day-to-day efforts of local NGOs team and enumerators in order to ensure the work is done in a systemic way and according to plans and quality standards.
  6. Ensure the project’s activities in the field are implemented in accordance with technical, and timely requirements to the highest standards delivering the maximum possible quality and in line with program plans and in compliance with Mercy Corps’ standards and donors’ requirements.
  7. Develop, and maintain up-to-date program implementation action plans, timelines, participant’s forms, participants tracking sheets, cash transfer tracking sheets, referral tracking sheets, and any program-related documents in both soft and hard copies in accordance with Mercy Corps’ Program Files standards are needed.
  8. Work closely with the local partner NGO team to identify beneficiary cases in need of referral to other non-cash/livelihoods services. This includes providing relevant technical training to agricultural engineers, and sharing information with management.
  9. Ensure that participants are effectively targeted according to established vulnerability targeting approaches and criteria.
  10. Patriciate in planning baseline as well as end line data collection in line with the established evaluation strategy.
  11. Collaborate with the program teams and the Monitoring & Evaluation department to and actively participate in conducting relevant assessments, data collection, and other related monitoring and evaluation activities as needed.
  12. Provide periodic (weekly, monthly, and quarterly) and ad hoc high-quality reports and up-dates on the status of the Cash program implementation.
  13. Identity, track, and write success stories and produce other communications and impact evidence written material as required.
  14. Ensure timely and effective coordination with local partners including partner NGOs, and any other field-relevant actors and bodies.
  15. Ensure active engagement, timely communication, and proper coordination and liaison with all Mercy Corps support departments including Finance & Compliance, Monitoring & Evaluation, Procurement, and Human Resources & Admin.
  16. Adhere to all Mercy Corps policies including Code of Conduct Policy and Safeguarding Policy.

Job specification

  1. Bachelor’s degree, or equivalent, in engineering (preferably in agriculture), development studies, projects management, or other related field or other relevant degree.
  2. 3+ years of direct field experience in livelihoods and CVA programs.
  3. Experience in the Palestinian humanitarian sector. Excellent familiarity with, and understanding of, the Gaza humanitarian context.
  4. Previous experience working in managing field activities with a focus on agriculture recovery and CVA.
  5. Previous experience building the capacity of field staff and local partners.
  6. Demonstrated success working effectively and respectfully with the country government, private sector, INGO, NGO partners and other stakeholders.
  7. Successful and proven communication and organizational skills.
  8. Excellent Computer skills.
  9. Excellent oral and written English skills required.
