M&E Officer مسؤول متابعة وتقييم - PFI 


PFI was established in 1999 as a private sector institution, as well as national institution that represents the industrial sector in Palestine through specialized industrial federations. The PFI follows the law of the Palestinian Federation of Industries and specialized industrial unions No (2) for the year 2006. The main role of the General Union is to qualify and train members, represent them effectively and defend their interests, develop effective policies to promote the industrial sector and developing the local economy. PFI has a mission to support the Palestinian national industries and protect them against dumping and unfair competition through the following tools: Development of the national industries by orienting domestic and foreign investments and introducing modern industrial systems. Regulating of industrial activity in accordance with the type of industrial production through specialized unions and provide them with the necessary support. Endeavor to raise the competitiveness of the national industrial products.

PFI, in partnership with UNDP, will start a project entitled "Path to Economic Resilience: Facilitating Decent Jobs in the Gaza Strip" on the first of May 2023 for 10 months. The project aims to empower youth, women, and marginalized groups in the Gaza Strip by supporting them with greater access to decent productive jobs and contributing to sustainable and inclusive economic development. The interventions will create short-term job opportunities linked to longer-term sustainable employment.

Therefore, PFI is looking for a competent and experienced M&E Officer to work on the project. The M&E Officer should work in compliance with PFI values, rules, and regulations. He/she will work under the direct supervision of PFI Executive manager. 

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

  1. Follow up the implementation project activities to ensure the project is completed in a timely and accountable manner 
  2. Follow up with local partners on implementation of project activities and ensure smooth delivery of activities and support the selection, capacity assessment, contracting, monitoring, evaluation of local partners
  3. Coordinate with project Coordinators and M&E team to prepare and implement project monitoring and evaluation plans.
  4. Set up plan, supervise and monitor the project at the field level to ensure the successful implementation of all project’s activities, the generation of planned outputs and attainment of key project objectives.
  5. Help in development and updating of monthly and quarterly reports to ensure smooth tracking of the assigned projects
  6. Periodically monitor and update all related system.
  7. Ensure all activities undertaken are appropriately documented (agreement/MOUs attendance sheets, beneficiary Registration lists, work plans and agreements when relevant etc.)
  8. Coordinate with Country Manger in alerting on all planned monitoring activities of the projects and troubleshoot problems
  9. Liaise with project Coordinating in providing necessary technical support in reporting and implementation of project activities
  10. Support on procurement and other needs for project implementation
Monitoring and Evaluation
  1. Responsible for an up-to-date registration in our M&E dashboards of all the related tasks and figures.
  2. Review and verify local partner's narrative reports and conducting a thorough verification of results 
  3. Support on writing quarterly and annual progress and narrative reports for the projects;
  4. ME&R field monitoring and visits to the areas of projects operation in GAZA strip
  5. Monitoring and evaluation for PFI/UNDP Project
  6. Other tasks as required.
Other

  • Participate in internal office coordination and planning meetings
  • Other assigned tasks, as necessary.

Requirements and Skills

  1. Bachelor Degree in Business management, Information technology or any related field
  2. Minimum of 3 years of work experience in a similar position, ideally for an NGO
  3. Fluency in written and spoken English
  4. Proven coordination & organization skills
  5. A hands-on and pragmatic attitude
  6. Excellent communication skills
  7. Flexibility, integrity, result – oriented
  8. Experience with networking and communication
  9. Having a network in the target communities is a plus.
  10. Understanding of Industrial Sectors empowerment Programme
