Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:

 Reporting to the Logistics Manager, the procurement officer ensures the efficient management of procurement and services for the country under his /her responsibility.


He /she is the point person for the logistics manager and as such informs him or her of any problems that fall within his / her remit and suggests solutions.


He /she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development.


Responsibilities:

Responsibility 1: Procurement and Supply Chain Management

  1. Analyse and ensure local market surveys and keep a local suppliers database updated corresponding to the HI needs and criteria (quality, price, service, ethics etc.)
  2. Make sure to always consider value for money having in mind quality and sustainability of the goods, Cost saving budgeting and targeting.
  3. Implement procurement procedures for HI and organize different stages in the local purchasing of goods and services (market, surveys, ordering, monitoring, receipt, conformity checks etc.),
  4. Evaluate suppliers Maintain good relationships with suppliers and renegotiate prices on a regular basis, approving products, and ensuring the cost-effective procurement of materials, or goods
  5. Process the orders and ensure their follow-up, provide feedback to the applicant and inform his/her manager in case of problem.
  6. Monitor and follow up Purchase and service requests submitted on Logistics System “Link”
  7. Follow the local transport of materials: choice of transport methods and packaging, planning and monitoring of dispatches, administrative formalities.
  8. Follow up the Supply plan to maximize the most efficient logistics support to the mission project.
  9. Helps adjust the procurement plan after every project review
  10. Ensure the adequate filling of purchases files: signatures, presence and validity of the documents
  11. Ensure all Procurement Files are scanned and uploaded on the server
  12. Ensure payment to the suppliers in link with finance department according to the invoice brought by the purchaser and suppliers.
  13. Ensure proper follow up of services contracts

Responsibility 2: Emergency Preparedness and Response Responsibilities

  1. Contributes to the program's emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Responsibility 3: Provide Logistical Support

 Support in Fleet Management File (HI movement and transport management procedure.)

  • Support in Equipment and IT Management Policy
  • Support in overall maintenance of the Office.
  • Support in travel, and accommodation arrangement of the project team according to the travel plan
  • Support the project team in organizing seminars and workshop arrangements (set up of the meeting room, meals, office supplies) and ensure travel arrangement and accommodation for each attendant
  • Assist his/her line manager during the absence of the Site logistics Officer upon request.

Note that this job description must remain flexible, to respond to additional tasks or changes not included as identified by the line manager.

Job profile requirements:

  1. Bachelor’s degree in Business Administration/Logistics Administration/ Supply Management.
  2. Previous experience in INGO (At least 3 Years in the logistics field)
  3. Fluent in English, French is a plus
  4. Good capacity in team work
  5. Strong organizational skills and Time management skills
  6. Strong communication and interpersonal skills.
  7. Proficiency in Microsoft Office and data entry software.
  8. Problem-solving skills.
  9. Having Driving License is a must
  10. IT Technical Skills
  11. Good negotiation skills.
  12. Reporting skills and ability to analyze Information
