Logistics Officer
CONTEXT AND BACKGROUND

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.

ROLE IN THE ORGANIZATION

The Logistics Officer is under the supervision of Logistics Manager, responsible for the operational aspects of Logistics Department, and s/he will work in close cooperation with SIF teams as following:-

Procurement:

  1. Has a full understanding of Secours Islamique France (SIF) procurement policies and formats.
  2. Assist, as needed in training staff on procurement policies;
  3. Assists staff as needed on creating clear and understandable purchase requests and other documentations;
  4. Prepare requests of quotations, carry out bids and tenders analysis, undertake quotations as well as preparing purchase order, in timely manner as SIF procedures;
  5. Prepare calls for tenders for PRs as assigned by Head of Mission (HoM) Gaza Strip – as per SIF standards and formats and follow-up obtaining the validation from HQ;
  6. Check the received goods and services from suppliers and facilitate transportation of them to the field;
  7. Interact with contractors and suppliers, in coordination with the Head of Mission (HoM) Gaza Strip;
  8. Prepare the required documentation of supplies and transactions, ensuring that they are completed as per SIF standards;
  9. Assist in the maintenance of through procurement files as outlined in the SIF procurement policy;
  10. Maintain the update of the suppliers and vendors database;
  11. Ensure tracking of all procurement processes up to delivery, validation and payment; and follow up with requesting divisions on their procurement requisitions, ensuring that all requirements are met;
  12. Prepare contract agreement with the relevant services provider/s;
  13. Coordinate daily procurement activities;
Assets and Property Follow-up:

  1. Assist Finance Officer with asset management;
  2. Ensure proper management & maintenance of all SIF vehicles, generators, stores and warehouses;
Fleet Follow-up:

  1. Check the fuel consumption & storage and prepare bills as per the credit slips;
  2. Participate in following up insurance of all SIF vehicles, assets, properties & to meet up emergency requirements of SIF;
Procedures and Reporting:

  1. Prepare and submit monthly logistics reports on all logistics activities to HQ Log Desk;
  2. Perform any other duties related as may be assigned.

QUALIFICATIONS AND EXPERIENCES

  1. A Bachelor degree from an accredited university or its equivalent in Business Administration, Accounting or related fields and equivalent work experience;
  2. Minimum 3 years’ experience relevant to monitoring and evaluation work and experience;
  3. Experience in implementing market research and procurement activities;
  4. Experience in and commitment to ethical practices in the execution of various procurement activities;
  5. Very good written and spoken English (essential);
  6. Excellent communication skills and flexibility;
  7. Very good computer skills: (Word, Excel, internet and E-mail).

Taking initiative, capacity to prioritize, sense of responsibility and coordination skills, good interpersonal skills, patient and ready to listen to people, open-minded and have collective approach and strong humanitarian motivation.

 WORKING CONDITIONS  

  • Location: Gaza Strip
  • Duration: 1 year (renewable)
  • Starting Date: As Soon As Possible
