Background:

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals:  Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

To build evidence on the impact of its own humanitarian programming, UN Women had applied the “Gender Sensitive resilience capacity Index (GS-RCI)” tool in 2022 to assess the impact of conditional and unconditional cash on women’s resilience using a multidimensional assessment approach. In 2023, UN Women will work closely with other actors to apply/utilize the Gender Sensitive resilience capacity Index (GS-RCI) tool and will combine it with other elements/tools that capture existing gender norms, power relations and intra-household dynamics (i.e., of food security, nutrition and controls on individual household member food consumption (taking into account sex, age and disability)). UN Women will also continue to monitor the impact of its projects that focus on supporting women’s participation in humanitarian action, peacebuilding and conflict prevention.

In the framework of UN Women’s Women, Peace and Security (WPS) and humanitarian portfolio and informed by its Monitoring and Evaluation system, UN Women plans to recruit a Field Monitoring and Evaluation Officer in Gaza to support implementing M&E plans of UN Women’s WPS and Humanitarian Projects in the Gaza Strip. The main objective of the assignment is to support in the routine collection and analysis of information to track progress against the approved plans and to provide systematic, consistent and reliable information about actual progress, measured against the planned results, indicators, and activities described in the Annual Work Plan.

Duties and Responsibilities:

Under the overall guidance of UN Women Special Representative and direct supervision of the UN Women Programme Management Specialist, the consultant is expected to provide the Gaza Sub-office and team with monitoring & evaluation (M&E) support. Specifically, the consultant’s responsibilities will include:

  1. Provide substantive inputs to UN Women’s annual planning and reporting exercises.
  2. Lead the exercise of applying the Gender Sensitive resilience capacity Index (GS-RCI) tool to assess the impact of humanitarian projects on women’s resilience and participation.
  3. Build the capacity of partners on UN Women’s monitoring tools and on the gender equality resilience index.
  4. Lead the exercise of collecting information to feed into projects monitoring efforts against projects’ Monitoring & Evaluation Plans, including the selection of indicators, effectiveness of data collection methods, and frequency in line with the Country Office Annual Work Plan.
  5. Establish project-level baselines, conduct pre and post assessments and ensure that data is collected on a quarterly basis. 
  6. Work closely with projects team to design quantitative and qualitative data collection tools, test them and apply them in line with Country Office methods and tools.
  7. Work closely with projects team to develop data tracking tools, in line with Country Office requirements, to be used by projects team and responsible parties.
  8. Work closely with projects team to develop monitoring activity plans.
  9. Develop case studies that highlight the impact of projects on the affected populations. 
  10. Implement monitoring activity plans to track progress against approved plans, including but not limited to, interviews, focus groups session, direct observations, field visits, case studies, stories, and other monitoring activities as indicated in the Monitoring and Evaluation Plans.
  11. Facilitate lessons learned and best practices workshops to capture qualitative impact of project subject areas includes recommendations to improve future performance on projects
  12. Support responsible parties in developing tracking tools in line with Country Office M&E reporting requirements.
  13. Conduct partners meetings and field visits to project sites and UN Women’s partners in Gaza (as needed and applicable) to ensure compliance with reporting requirements including but not limited to tracking tools for activities and beneficiaries.
  14. Support in reviewing responsible parties progress reports and in providing support and advice to improve their reporting.
  15. Support projects team in developing Donor Reports.
  16. Regular meetings with projects team for sharing the progress, challenges, way forward and relevant experiences from the field.
  17. Any other duties as requested from supervisor.

Qualifications:


Education: Bachelor’s degree in business administration, social studies, gender studies or other relevant fields.

Experience: 

  • At least 4 years of work experience in designing, implementing, and operating project M&E systems, from project initiation to closeout stages
  • At least 3 years of work experience in women’s empowerment and gender equality programming
  • Previous experience working with the UN in Palestine would be an added value.
Language Requirements: 

  • Fluency in English and Arabic is required

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to the shortlisted candidates, who will be invited for an interview.

Evaluation of applicants:

Candidates will be evaluated based on the applicants’ qualifications mentioned above and the cumulative results of the technical evaluation, including the interview. A contract will be awarded to the individual consultant who scores the highest score out of 100. Only shortlisted candidate will be invited for an interview. Below the scores for evaluation:

Technical evaluation: 100/100

  1. Bachelor’s degree in business administration, social studies, gender studies or other relevant fields. (10 points).
  2.  At least 4 years of work experience in designing, implementing, and operating project M&E systems, from project initiation to closeout stages (30 points).
  3.  At least 3 years of professional work experience in women’s empowerment and gender equality programming (25 points)
  4.   Previous work experience in monitoring and evaluation with the UN in Palestine is an asset (15 points).
  5. Interview (20 points)
