OSC seeks well-qualified, dynamic, and collaborative specialists in Communication Development and Media Training for the USAID-West Bank/Gaza Active Citizenry Activity (ACA). The purpose of ACA is to empower Palestinian citizens and civil society actors to hold public institutions accountable, foster social and political advancement, and improve overall living conditions and prosperity. ACA will enhance governance and the
institutional capacity of CSOs, increase participatory community development and civic participation,
promote dialogue and advocacy on key priorities and strengthen public and private institutions' accountability and citizens’ oversight. Working directly to address Palestinians’ issues and building civil society capacities will contribute to USAID/WBG efforts toward enhancing governance, democracy, and human rights for Palestinian citizens. Furthermore, ACA provides timely, much needed financial and technical support to interested and eligible Palestinian civil society organizations to equip them to fulfill their service delivery and advocacy roles, which have been severely impacted in the past few years due to multiple reasons including COVID. The activity has an anticipated period of performance of 5 years.
 

Position Description

The specialists will be responsible for leading the capacity building of grant receiving CSOs, CBOs, and media organizations on strategic communications and advocacy. This may include assessing communications capacity, designing curriculum, implementing workshops, courses, and other learning modalities, and providing ongoing mentoring, and coaching support to the organizations as they implement their communications strategies. They will work with ACA partner organizations to develop and implement communications strategies and the needed communications tools to strengthen the organization’s participatory and advocacy efforts. The specialists will support the development of citizen/constituency engagement plans for these organizations which seek to increase citizen’s participation in decision-making. Additional communications and capacity building tasks will be developed over the course of the project based on the needs and priorities of the partner organizations. One position will be based in the West Bank and one in Gaza City.

Qualifications

  1. Bachelor’s degree or higher in communications or other relevant areas
  2. At least five years of experience related to strategic communications and capacity building
  3. Experience working with media and media organizations
  4. Experience in preparing communications and media related materials and delivering training and/or providing coaching and mentoring to partner organizations.
  5. At least three years of experience with international development projects (preferred)
  6. Experience working with a multicultural team of local and expatriate staff
  7. Exceptional problem solving, writing, and communications skills
  8. Fluent in English and Arabic
  9. Resident of either West Bank or Gaza
