DUTIES AND RESPONSIBILITIES

  1. Coordinate the development of the Humanitarian Programme Cycle Protection in Gaza, including the Humanitarian Needs Overview and Response Plan - in consultation with partners, other clusters/ ICCG and the National Protection Coordinator.
  2. Assist in the day-to-day coordination of the Protection response in Gaza, and maintain effective coordination of sub-groups.
  3. Work closely with representatives of international, Palestinian and Israeli NGOs and civil society at large and individuals on matters concerning the promotion and the protection of human rights, including on specific individual cases and on the use of international human rights mechanisms.
  4. Inter-agency liaison for co-ordination of the human rights and humanitarian work of the UN Country Team and the Humanitarian Country Team, including support to advocacy initiatives.
  5. Assist in the design, implementation, monitoring and evaluation of training and other activities in relation to Human Rights Education and international human rights standards and mechanisms for a broad range of beneficiaries.
  6. Provide analysis of key protection and human rights trends, based on international human rights and humanitarian law. Draft reports and communications as required; contribute to periodic reports; provide ad hoc briefing notes and oral briefings on the situation of human rights and protection in the oPt.
  7. Gather information and document specific cases of human rights and international humanitarian law violations committed by all duty bearers in the occupied Palestinian territory, including interviewing victims and witnesses and compiling evidence of violations.
  8. Contribute to effective information management and sharing.
  9. Assist in providing adequate support to visits to the region by independent human rights experts and OHCHR missions.
  10. Contribute to the mainstreaming of protection, human rights and international humanitarian law in the work of other humanitarian clusters/sectors in the oPt.
  11. Ensure the integration of gender perspectives and attention to specific women’s rights issues in all activities
  12. Perform additional tasks as required.

REQUIRED SKILLS AND EXPERIENCE

Education:

  1. Advanced University degree preferably in law, political science, international relations or other disciplines related to human rights or development.
  2. A combination of a Bachelor’s degree and two years of relevant work experience may be accepted in lieu of the advanced university degree.
  3. Legal training would be a strong asset

Experience:

  1. Two years of progressive responsibility in related work experience.
  2. Excellent knowledge of humanitarian protection and of human rights is required.
  3. Demonstrated skills in carrying out complex coordination functions with the UN in a humanitarian setting is required.
  4. Experience in applying international human rights law, gathering information on, or monitoring and documenting human rights violations and broader human rights and protection trends is desirable.
  5. Good analytical and drafting skills is desirable.

Desired skills 


  • Good command of operational systems and office applications (Microsoft Word, Excel and Outlook) is desirable.

Language Requirements:

Excellent Arabic and English (written and spoken) is required
