تعلن سلطة المياه الفلسطينية وحدة إدارة المشاريع/ غزه عن حاجتها للوظيفة المذكورة ادناه وذلك للعمل ضمن طاقم وحدة إدارة المشاريع وذلك حسب الشروط المبين ادناه:

The Palestinian Water Authority (PWA) ــ Project Management Unit in Gaza invites experienced & qualified Palestinians to apply for the following position in the Project Management Unit (PMU).

  • Position Title: Project Institutional and Agriculture Development Manager at the Project Management Unit.
  • Project Name: Water Banking and Adaptation of Agriculture to Climate Change in Gaza.

Project Background:


Introduction: The project will deliver infrastructures immediately downstream from the NGEST Wastewater Treatment Plant (WWTP) that will allow the recharge of the aquifer, using treated waste water (13 MCM/year), its recovery by a network of wells, its storage and its transfer to an irrigation scheme (1,500 ha of gross irrigated area).

Objectives of the project: The project’s goal is to develop an integrated low-carbon water management scheme to reduce the impact of warmer temperatures; decreasing rainfall and increasing aridity due to climate change and deliver additional amounts of water usable for sustaining agriculture and increasing the resilience of a highly vulnerable population in the Gaza Strip.

The intended results, with respect to the Project are:

  1. Objective 1: Reduce the vulnerability of Gaza’s coastal aquifer and secure sustainability of access to domestic and agricultural water.
  2. Objective 2: Promote climate resilient and water-efficient agriculture.
  3. Objective 3: Enhance the institutional and operational capabilities for integrated resilient water management.
Project Components:

  • Component 1: Production of additional quantities of water for agricultural use.
  • Component 2: Development of irrigation, water efficiency and climate resilient agriculture.
  • Component 3: Management of the water cycle and capacity building of stakeholders.
  • Project Management Component.

Responsibilities:

The tentative tasks of the Project Manager are outlines as follows:

  1. Supervise project team in the performance of their respective duties and ensure the efficient functioning of the unit.
  2. Lead the Planning, management, and coordination of the various project activities.
  3. Maintain and foster the link between PMU, its TA, MoA/FAO, and AFD during project implementation. The PMU Project Manager will liaise with the PMU Project Infrastructure Manager ensuring the supervision and follow up of the Engineer consultant and civil works contractors' activities.
  4. Follow up and supervise the tasks and duties related to Technical and Capacity Building Assignment of the PMU, based on the needs assessment made with the TA.
  5. Follow up and supervise the tasks and duties related to the Ministry of Agriculture and FAO related to the Water Banking Project.
  6. Follow up all the technical, financial, administrative as well as environmental and social safeguards, written instructions, communications and records as deemed necessary in the Project and Financing Agreements. He/she will make sure these tasks are initiated, issued and kept orderly and systematically.
  7. Follow up all the Implementation process of all project components and ensure the Monitoring and Evaluation system is functional and provide information on project outputs and outcomes indicators in due time.
  8. Keep the Director of the central PWA PMU-Gaza informed about the progress of works, the financial status of the project and other important issues and development for the PWA update.
  9. Prepare, with the assistance of the TA, brief monthly reports and comprehensive quarterly reports on work progress, the financial status of the projects and important issues and developments that arise in the course of project implementation.
  10. Revise and validate the consultant’s and coordinate the contractors’ invoices revision with the Project Manager for the infrastructure components and the financial manager.
  11. Assist to make available all necessary information to perform Senior Admin & Finance Control Specialist duties.
  12. Any other tasks as requested by the Director of the PWA PMU in relation to the proposed project.
The Project Manager will report to the Director of the PWA-PMU.

Essential Required Qualifications, Skills, knowledge and Competencies:

  1. Master’s degree in Project Management, Sociology, Agronomy, Business Administration, or comparable and equivalent fields
  2. At least 10 years of total professional experience, with at least 5 years of proven experience in rural development and/or agricultural projects.
  3. Ability to work in a team and act as team leader (with at least one previous experience as team leader or deputy team leader).
  4. Knowledge and/or experience in donors Guidelines and national rules and legislations in the field of project execution.
  5. Knowledge and/or experience in institutional reforms in public entities is an added value.
  6. Fluent in spoken and written English.
  7. High computer literacy mainly in Microsoft Office Package (Word, Excel Power Point and MS Project) and strong communication and reporting skills.
  8. Hold a valid Driving License
Time Frame and Contract

The duration of the assignment is two years. The contract is extendable as demand necessity. The assignment will be on a full-time basis.
