The Social Development Specialist reports to the Chief Relief and Social Services, HQ (Amman).

Responsibilities

  1. - Provides substantive support to all the technical aspects of the social services programmes Agency-wide to ensure that the programme objectives and strategies are met;
  2. - Contributes to the formulation of the Social Services strategies and objectives in compliance with UNRWA’s overall policies and the development and periodic update of the Social Services Policy and Guidelines and monitors adherence by the concerned staff in the fields;
  3. - Provides technical guidance to the Field Relief and Social Services Officers responsible for the implementation of the social services programmes to ensure proper implementation of all services and activities in terms of planning, managing, monitoring and evaluation, with a special focus on mentoring and coaching social work staff and field counselors engaged in the provision of psycho-social support and case management;
  4. - Identifies the human resources and technical skills required for the Relief and Social Services staff, related to his/her domain, in coordination with Field Offices and advises on staffing structure; manages their technical development, identifies training needs and delivers specialized training, as required;
  5. - Contributes to the annual programme of work, including developing key performance indicators (KPIs) and budget preparation; reviews and technically analyses the Fields’ reports, provides feedback and makes appropriate recommendations; prepares periodic and Ad-hoc reports for internal and external use; plans and conducts the annual meetings for Programme Officers;
  6. - Provides the Fields’ Relief and Social Services (RSS) staff with information and consultation regarding partnership initiatives network with other UNRWA programmes and local/national and international NGOs in promoting a multi-disciplinary and participatory approach to community development;
  7. - Reviews projects related to social services programmes prepared by the Fields and provides technical input, making sure that the strategic interventions are covered;

Education

  • Advanced university degree (Master's or equivalent) from an accredited educational institution in sociology, social work, psychology, community development and counseling or other related field.

Work Experience

  1. At least seven years of progressively responsible relevant experience in social work, psychotherapy and counseling, community development, or closely related discipline (Required);
  2. Three years of professional experience in social work or psychological counseling field also covering area of policy and guideline development, planning, monitoring and evaluation, supervising, training of technical staff; networking and building technical cooperation with other partners in the same fields of specialization (Required);
  3. Knowledge of the Middle East environment and culture (Desirable);
  4. Knowledge of relevant institutional mandates, policies and guidelines pertaining to social development (Desirable);
  5. Previous experience with UNRWA or other UN Agency (Desirable);
  6. Experience in case management (Desirable);
  7. Advanced university degree (Master or equivalent) from an accredited educational institution in sociology, social work, psychology, community development and counseling or other related field (Required);

Languages

Excellent command of spoken and written English and Arabic.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Type of Contract: Fixed Term Appointment
Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.
