1. Purpose of the Consultancy

The main purpose of this consultancy is to perform the documentation for the current road safety status in Palestine- west bank and generate a national road safety strategy with relevant stakeholders.

2. Background

The Palestinian National Institute of Public Health is working closely with all related stakeholders and agree in the consensus of the need of developing a national road safety strategy and documenting current road safety efforts. The current efforts are good but not coordinated well which leads to losing the final objective and the impact on reducing the death and injuries of Road Traffic Accidents. Currently, there are several core players on the road safety agenda in Palestine with no strategic vision and plan. This consultancy will generate a shared vision and a national strategy describing the vision, mission, objective, and action plan including the roles and responsibilities of the stakeholders. 

3. Planned timelines (subject to confirmation)

  • Start date: May 12,2022
  • End date: Oct 12,2022

4. Work to be performed

  • Output 1: Provide a detailed concept note including the methodological approach to undertake the required tasks i.e. in-depth interview and focus group.

  • Output 2: Prepare a draft report of national road safety efforts for feedback from national counterparts and WHO.

  • Output 3: Prepare a final report on national road safety efforts and strategy in Palestine- west bank including main goal, specific objectives, vision, mission, and main focus are with national consensus, based on the received feedback and recommendations.

  • Output 4: Prepare a draft of a national action plan with priorities, responsibilities, estimated costs, and potential financiers, with national consensus.

  • Output 5: Submit a final national strategy and an action plan document for launching and official use

5. Specific requirements

- Qualifications required:        

  • Advanced university degree (Master’s level or above) for mid and high end of the range in transport and cities engineering and spatial design and management is preferable.

- Experience required:

  1. 7 to 10 years of relevant experience in the area for road safety and transportation planning
  2. - Skills / Technical skills and knowledge:
  3. Very knowledge of road safety framework thinking and requirements. ,
  4. Very good experience in Analytical skills
  5. Very good experience in Report writing skills, writing strategy, and national plans.

 - Language requirements:

Fluent English language is a must (Read - Write - Speak)

6. Place of assignment

  • This assignment will be performed in the West bank- opt. The assignment does not require outside travel.

7. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

8. Travel

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil  visa requirements and ask for visa support letter(s) if needed.
