Expected duration
- The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
- Remuneration for this consultancy will depend on fund availability and qualifications, and relevant experience as follows:
- Cluster A: $1,300.
- Cluster B: $1,500.
- Cluster C: $1,600.
- Cluster D: $1,800.
- The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).
Duties and Responsibilities
ANALYSIS AND REQUIREMENTS GATHERING
- • Gathers complex system requirements by meeting with clients and researching existing technology to understand the business requirements and possible solutions for new applications.
DESIGN AND DEVELOPMENT
- • Develops/changes data input, files/database structures, data transformation, algorithms, and data output using appropriate computer language/tools to provide technical solutions for complex application development tasks.
- • Documents code and associated processes by adhering to development methodologies, adding code comments and appropriate documentation to various knowledge-based system(s) to simplify code maintenance and improve support.
- • Provides thought leadership in designing and developing innovative integrated solutions.
- • Guide application design and development to more junior staff.
TESTING AND DOCUMENTATION
- • Tests all changes using the appropriate complex test scenarios to ensure all delivered solutions work as expected and errors are handled in a meaningful way.
- • Develops and maintains documentation by writing audience-appropriate materials as technical and/or end-user references.
IMPLEMENTATION AND MAINTENANCE
- • Implements changes by adhering to the change management policies and procedures for any given project to communicate to all parties the solution's nature, significance, and risk factors.
- • Monitors changes and resolves complex problems by responding as they occur, reviewing all processing and output of the newly implemented solution, and proactively ensuring the solution works successfully to satisfy the customer requirements and provide a smooth transition to the new solution.
- • Provides support by investigating and resolving complex issues to ensure prompt, effective service.
- • Performs other duties as may be required.
Qualifications/special skills
Academic Qualifications:
- A university degree from an accredited educational institution in information technology, information management, computer science, Computer Engineer, or other related disciplines;
Experience:
- Experience in web applications design and delivery for the public cross-culture audience as per the following:
- Cluster A: A minimum of 1.5 years of experience.
- Cluster B: A minimum of 4 years of experience.
- Cluster C: A minimum of 5 years of experience.
- Cluster D: A minimum of 7 years of experience.
- Expert knowledge of PHP frameworks (Laravel)
- Advanced knowledge of system design
- Expert knowledge in developing and consuming RESTful services
- Working knowledge of JS frameworks (Angular, Ionic).
- Expert knowledge of HTML, CSS, JavaScript
- Working knowledge of Material Design and responsive design
- Working knowledge of Docker containers
- Demonstrate success on PHP-based projects as a technical lead or senior individual contributor.
DESIRABLE EXPERIENCE
- Good knowledge of Python/Django
- Demonstrate experience with UI and UX principles, concepts, and techniques.
- Experience participating in Agile projects.
- Experience with CI/CD pipelines implementation
- Familiarity with Jira, Bitbucket, Bamboo, Jenkins, AWS, and Azure Cloud Services
- Familiarity with Apache server configuration,
