Programs Director - UPA

Type: Full time, exempt (not eligible to receive overtime pay)
Target Start Date: March 25th, 2022
Compensation: Commensurate with experience
Reports to: Sr. Director of Field Operations (HQ)

United Palestinian Appeal (UPA) works to alleviate the suffering of the Palestinians, particularly those in the West Bank, Gaza Strip and refugee camps in Jordan and Lebanon, and to contribute to the long-term socioeconomic and cultural development of Palestinian society.

Position Description


United Palestinian Appeal, www.upaconnect.org, is seeking an experienced non-profit expert to serve as the Programs Director (PD) in the Gaza Strip. The PD will be working to achieve UPA’s goals and objectives by serving as the primary point of contact for UPA in Gaza, overseeing UPA’s internally implemented programs and initiatives in the Gaza Strip, and working with UPA’s local partners to ensure effective implementation of grants and compliance with UPA’s terms of grant. The PD will assume all managerial responsibilities under the general supervision of the Sr. Director of Field Operations and in close coordination with UPA staff.  

RESPONSIBILITIES

Responsibilities will include but may not be limited to the following:

    Program Management/New Business

  1. Represent UPA before local entities, UN agencies and peer organizations.
  2. Lead all UPA programs and operations in the Gaza Strip under the supervision of the Sr. Director of Field Operations and in collaboration with UPA staff at HQ and local office.
  3. Initiate and set goals for programs based on the organization’s strategic objectives.
  4. Oversee the successful implementation of UPA flagship programs and UPA-led initiatives, addressing gaps in program planning, processes, milestones, and deadlines as needed.
  5. During emergencies in the Gaza Strip, design UPA response initiatives from start to finish (i.e., lead rapid needs assessments, create activities and implementation plans, line-item budgets, and short summaries of proposed course of action).
  6. Support New Business efforts to develop new initiatives and to pitch new and ongoing programs to donors. Tasks may include but may not be limited to brainstorming appropriate activities, collecting information, conducting needs assessments, conducting risk assessments, and supporting the development of concept notes, proposals, and program budgets.
  7. Oversee UPA activities with partner organizations and relevant stakeholders on the ground.
  8. to ensure smooth implementation of grant-funded activities and to ensure objectives and deliverables are of high quality.
  9. Ensure the completion of Gifts in Kind controls (i.e., hand-over forms, contracts) and reporting. Monitor and track projects’ progress and handle any issues that may arise; ensure the collection of data and reporting materials, as needed.
  10. Participate in UPA meetings and external meetings (i.e., UN agencies) and report out to supervisor and others, as requested.

Human Resources and Operations

  1. Comply with all UPA rules and regulations and local and national laws in the country where services are performed.
  2. Contribute to the establishment of systems and procedures to ensure effectiveness of programming.
  3. Build a strong team through open communication and by collaborating on decision-making responsibilities. 
  4. Coach staff and provide them with the necessary tools and training, as needed.
  5. Oversee Inventory management including regular checks and proper disposition of items.
  6. Immediately report serious incidents, serious incident allegations, or sensitive situations to supervisors.
  7. Under the general direction of the Finance and Operations Manager, manage human resources tasks for all Gaza staff including hiring new staff and consultants, approving timesheets and PTOs, drafting job descriptions and other tasks. 
  8. Perform miscellaneous tasks as they may be assigned by the supervisor.

Financial Management

  1. Prepare annual budget for the Gaza office, including programs, grants to local partner organizations, and operations budget.
  2. Manage grants’ budgets with local partners to ensure they are on track and in line with the objectives.
  3. Review partners’ financial reports and ensure they have all supporting documentation.
  4. Prepare program financial reports as needed by UPA and donors.
  5. Prepare burn rates (budget vs. actual) for UPA programs and donor-funded grants.

EDUCATION/QUALIFICATIONS

  1. Masters’ Degree or Equivalent in business administration or humanitarian science.
  2. At least 10 years project management/project development experience. Preferably M&E and procurment experience.
  3. Experience working with local or international non-profit or development organizations.
  4. Computer literate with knowledge of Microsoft Office; specifically excel spreadsheets.
  5. Excellent oral and written communications skills in English and Arabic.
  6. Excellent organizational and planning skills.
  7. Ability to effectively interact and communicate with all levels of employees, colleagues, suppliers, peer organizations and donors.
  8. Strong analytical and problem-solving skills.
  9. Ability to work under pressure.
