Global Communities is an international development non-profit organization. Our mission is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.
Global Communities is seeking a Tendering and Grants Officer for a USAID-funded Household WASH program in Gaza. The three-year program will improve human health, environmental health and livelihoods in vulnerable communities by increasing access to facilities and services for safe domestic water and improved sanitation. Priorities include: 1) Providing durable solutions to vulnerable communities, such as the establishment, extension or rehabilitation of water distribution networks and sanitation systems at the household and neighborhood levels; and 2) Increasing emergency WASH preparedness interventions to mitigate and reduce rainwater and sewage flooding risks in vulnerable communities.
Responsibilities:
The Tendering and Grants Officer specific responsibilities include, but are not limited to, the following:
- Oversees sub-award administration and monitoring.
- Reviews tendering documents, prepares requests for quotations/proposals/bids and supports evaluation of offers and vendors/contractors selection.
- Maintains complete and accurate versions of all sub-award documents in soft & hard copies.
- Ensure that all costs incurred by sub-awardees are allowable, allocable, and reasonable in coordination with the project’s finance team and the stated results of the grant are achieved on schedule.
- Ensure internal controls are in place to effectively manage, monitor and report on sub-awards, including being responsive to all USAID regulations and requirements
- Oversees sub-awardees reporting and ensure compliance with all Global Communities and USAID rules and regulations.
- Conducts regular in-person monitoring of sub-awardees.
- Performs other duties as required by the supervisor.
Qualifications:
- Bachelor’s degree in Engineering, Business Administration or a relevant field;
- Five years of relevant experience;
- Experience in working with international development organizations;
- Strong interpersonal skills and written and oral communication skills
- Full professional proficiency in spoken and written in both English and Arabic;
