Consultant - Moodle expert and e-Learning Course Developer, HQ Gaza (Local)

BACKGROUND

The purpose of this consultancy is that the Moodle expert will assist in the development, implementation and customization of Moodle system, the UNRWA official eLearning platform. The expert role is an experienced-level position which should have prior excellent experience of working with Moodle as an administrator and course/content designer, with knowledge of data management and query building using MySQL, web development including HTML5, HTML5 Animation, PHP, Javascript and CSS.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES 

  1. Gathers complex system requirements by meeting with clients and researching existing technology to understand the business requirements and possible solutions for new applications.
  2. Documents code and associated processes by adhering to development methodologies, adding code comments and appropriate documentation to various knowledge-based system(s) to simplify code maintenance and to improve support.
  3. Documents and evaluate the current implementation of Moodle eLearning platform and identify the gaps and windows for improvement.
  4. Optimizes Moodle platform security and performance.
  5. Develops e-courses using e-learning authoring tools and Integrate e-courses with Moodle
  6. Prepares the educational multimedia material, storyboarding, digital development, graphic design, animation, etc.
  7. Investigates and resolve Moodle application and server environment errors.
  8. Assesses and provides solutions for tickets submitted by the users.
  9. Develops the UNRWA Moodle management plan for maintenance, update, upgrade, integration and development of Moodle application and environment.
  10. Provides thought leadership in designing and developing innovative integrated solutions.
  11. Provides guidance in application design and development to more junior staff.


MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. A university degree from an accredited educational institution in Computer Science or related discipline.
  2. Four years of experience in administration, development, and customization of LMS such as Moodle in an enterprise environment.
  3. Expert knowledge of Moodle theming, module configuration, custom module development, security.
  4. Experience in developing LMS solution based on Moodle from requirements to implementation.
  5. Experience in different Moodle hosting solutions and knowledge of relevant security requirements.
  6. Experience in web development including HTML5, HTML5 Animation, PHP/Laravel, Javascript/JQuery and CSS, and MySQL.
  7. Solid knowledge of learning theory and instructional design theory.
  8. Good backgrounds in educational multimedia production, storyboarding, digital development, test development, graphic design, etc.
  9. Demonstrable success on Moodle projects as a technical lead or senior individual contributor.
  10. Good command of spoken and written English.

DESIRABLE QUALIFICATIONS

  1. Experience developing e-courses using e-learning authoring tools (Adobe captivate, Storyline...etc.).
  2. Experience designing interactive e-courses.
  3. Experience designing offline/online assessments.
  4. Knowledge in developing SCORM packages and LMS integration.
  5. Experience participating in Agile projects.
  6. Familiarity with Jira, Bitbucket, Bamboo, Jenkins, AWS Cloud Services.
  7. Experience with UI and UX principles, concepts, and techniques.

CONDITIONS OF SERVICE

  1. The duration of the consultancy is 3 to 11 months extendable according to performance and availability of funds.
  2. Remuneration for this consultancy will depend on the qualifications and experience of the candidate. 
  3. Remuneration for this consultancy will equivalent to grade 14; 1,490.30  USD and will depend on the qualifications and experience of the candidate.
  4. The incumbent will be based in Gaza.
