IMPACT Field Officer - ACTED

I-Overview 

IMPACT through its partner ACTED, would like to conduct a final evaluation of the Multi-Purpose Cash Assistance (MPCA) pilot, responsible for assessing through a mixed-methods approach the effectiveness of the pilot program, beneficiary perceptions, and related topics. The assessment will support strategic decision making for the future of MPCA in Gaza with an emphasis on lessons learned and accountability. In support of this goal, IMPACT is seeking to recruit a Field Officer (FO) for the Final Evaluation.   

II-Background on IMPACT

 
IMPACT is a Geneva-based not-for-profit association, created in 2010 in order to promote more effective aid action and practices. The core activity of IMPACT is to undertake holistic information management across humanitarian programme cycles – including but not limited to needs and situation assessments, response monitoring, impact evaluations, and organisational capacity-building. To date, IMPACT’s largest programme has been in the framework of the REACH Initiative, which aims to support effective planning and coordination by aid coordination platforms (such as clusters, mandated UN agencies, etc.), with a strong focus on supporting and informing humanitarian cash and market activities. IMPACT has also established the PANDA programme stream which aims to improve the effectiveness, efficiency and efficacy of aid interventions and inform partners’ entire program cycle, including program design, assessments, monitoring and evaluation. IMPACT benefits from a global partnership with the French INGO ACTED who provides operational support (country registration, office space, accommodation, cars, national HR recruitment, security) in all of IMPACT’s programmes.

III-Background on ACTED 

ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-oriented working environment.

IV-Position Profile

Under the supervision of the ACTED Senior Office Manager in Gaza and the IMPACT Assessment Specialist (AS), the Field Officer is supporting the primary data collection activities for the evaluation, including conducting training for the enumerator teams, developing and implementing fieldwork plans, and supporting data cleaning. The Final Evaluation will consist of household-level surveys and focus group discussions (FGDs) with beneficiaries of the MPCA program, as well as Key Informant Interviews (KIIs) with relevant MPCA stakeholders (e.g. GPC representatives and actors). 

V- Responsibilities

 
The IMPACT Field Officer shall be responsible for:
  • Supporting the Assessment Specialist in research design elements
    • Assist in developing workplan
    • Assist in identifying participants for KIIs and FGDs
  • Conducting training sessions for enumerators, including:
    • Assisting in the design of the Training Manual with the AS
    • Developing the training schedule and activities
    • Coordinating with relevant partners (e.g. GPC members) on elements of the training
    • Conducting the training for all enumerators involved in data collection
  • Leading data collection activities
    • Developing workplans to achieve sampling targets according to the schedule
    • Supporting enumerators in conducting surveys, KIIs, and FGDs
    • Facilitating FGDs and KIIs, if appropriate
    • Supporting data cleaning activities
  • Any other tasks need to ensure the success of the IMPACT mission in the oPt
 

1. Supporting the Assessment Specialist

The FO will support the AS in the latter’s development of the workplan for the assessment. This includes working together on the development of the workplan, including tasks and timeline, for the conducting of the assessment. The FO will also work closely with the AS to identify participants in the KIIs and FGDs.
 

2. Conducting Training Sessions for Enumerators

In coordination with the AS, the IMPACT FO will be responsible for conducting training sessions for the enumerator team. This will include consulting with the AS on the development of the Training Manual, the schedule of activities for the trainees, and other related activities. It is expected the FC will coordinate with GOC members, with the support of the AS, to ensure their review of materials and request their participation in certain training modules, if appropriate. The FO will be responsible for carrying out the training of the enumerators. This will be applicable for all the primary data collection tools (e.g. the household-level survey, the KIIs, and the FGDs), with as many training sessions held as are appropriate given the timeframe developed.  
 

3. Leading Data Collection Activities

The FO will be responsible for leading and overseeing all data collection activities (e.g. household-level surveys, KIIs, FGDs). This will include managing the call center of enumerators and ensuring sampling targets are achieved according to schedule. The FO will be responsible for overseeing a team of 8 enumerators and troubleshooting issues as they arise. The FO will also be responsible for coordinating with the AS to conduct KIIs and FGDs, including selecting enumerators to conduct interviews or facilitate discussions. If necessary, the FO may facilitate FGDs. It is expected that the FO will regularly coordinate with relevant ACTED offices to coordinate operations. These tasks also include supporting with data cleaning activities, including working with the AS and REACH Database Officer to perform daily data checks and follow-up calls, as necessary. 
 

4. Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED and IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED and IMPACT staff member.

VI-Qualifications:

  1. 3 years of relevant working experience in coordinating fieldwork (e.g. managing teams of enumerators, developing workplans, overseeing data collection)
  2. Experience in overseeing and managing the conducting of household-level surveys, KIIs, and FGDs
  3. Experience in conducting training for quantitative and qualitative research assessments. Experience designing training manuals and related materials are desired
  4. Excellent management skills and experience overseeing the operations of data collection teams required
  5. Excellent planning and time management skills and experience are required
  6. Experience with ODK and mobile-based data collection apps (e.g. KoBoCollect)
  7. Experience dealing with logistics and procurement officers or departments desired
  8. Experience conducting interviews or facilitating focus groups are an asset
  9. Must be based in Gaza
  10. Excellent communication skills required
  11. Strong English language skills are an asset
  12. Ability to work independently is required.
