CONSULTANCY - TERMS OF REFERENCE


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost  entirely by voluntary contributions



Consultant - ASP.net Software Developer, HQ Gaza, (Local)


BACKGROUND


The Consultant is responsible to Lead, Software Factory in HQG IT Service Center, or to one of the Senior Functional Experts managing software development projects at UNRWA HQ Amman


DESCRIPTION OF DUTIES AND RESPONSIBILITIES

  1. Performs software development and maintenance tasks on applications to which assigned.
  2. Performs limited analysis tasks as assigned by the supervisor for the design, implementation, customization, and maintenance of Agency software applications.
  3.  Assists in collecting and documenting user requirements and preparation of system and programme specifications.
  4. Assists in preparation of user manuals and other documentation for the systems and applications to which assigned.
  5. Performs other related duties as required.


MINIMUM QUALIFICATIONS AND EXPERIENCE


  1. A diploma degree, or university degree from an accredited educational institution in computer science, Information Technology, business administration with a major in or focus on information technology or other related disciplines, as per the following:
    1. Cluster A: A diploma degree.
    2. Cluster B: university degree.
  2. A minimum of 2 years’ experience in web applications development using ASP.Net and MS SQL Server; of which 1 year in using WCF, Web API’s using .Net framework & VB.Net/C#.
  3.  Experience in Microsoft SQL Server.
  4. Good command of spoken and written English.

  1. Good communications skills.
  2. Training skills and ability to make clear presentations.
  3. Team spirit and ability to establish and maintain effective working relationships.
  4. Ability to coordinate the work with others.
  5. Ability to work under pressure and meet tight deadlines.

DESIRABLE QUALIFICATIONS

  1. Experience in implementing multi-user systems.
  2. Experience or knowledge of HTML, AJAX, JavaScript, object-oriented analysis and design.
  3. Experience in MS TFS or Azure DevOps
  4. Experience in rigorous testing and validation

CONDITIONS OF SERVICE

  • The duration of the consultancy is 11 months, extendable according to performance and availability of funds.
  • Remuneration for this consultancy will depend on the qualifications and relevant experience as follows:
    • Cluster A: on grade 10 (1,050.20 USD).
    • Cluster B: on grade 12 (1,259.40 USD).
  • The incumbent will be based in Gaza.
