Org. Setting and Reporting
The Child Protection Officer reports directly to the Protection and Neutrality Team Leader / Senior Area Support Officer. Additionally, technical guidance is provided by the Chief, Protection Division, HQ-based. The Child Protection Officer is assigned to strengthening Humanitarian Principles (HP) initiative.
Responsibilities
- - Plans for and leads the roll out and implementation of the Child Protection policies and standards in the Field Office, including updating and following up on the implementation of a multi-sector child protection work plan across departments and programmes;
- - Provides expert advice and support to the Field Office on child protection issues to increase the capacity of the Agency with respect to child protection, including the provision of technical assistance to Protection and Neutrality teams in UNRWA’s area offices; and provides support on child safeguarding issues and guidelines for safe identification and referral of child protection cases as well as other guidelines as part of the rollout and implementation of the Child Protection policies and standards;
- - Regularly visit installations to undertake checks and ensure the integration of child protection principles;
- - Identifies child protection capacity building needs among UNRWA staff and frontlines in collaboration with UNRWA departments and provides support to develop training plans to address them;
- - Oversees the collection and documentation of accurate and timely data on child rights violations and, where necessary, oversees the development of analysis on trends and patterns for internal and external reports, presentations, or briefing notes;
- - Drafts other key guidance documents on child protection and provides input into other relevant guidelines, SOPs, procedures and processes as needed, and in particular to ensure the development and maintenance of child protection information management collection in close cooperation with the Field Protection Officer / Senior Area Support Officer;
- - Develops close working relationships and strategic partnership with and represents UNRWA at a range of child protection system actors including national authorities, UN agencies and NGOs;
- - Monitors child protection referrals across programmes in coordination with Information Management staff and programme colleagues, ensuring that such systems are child-friendly;
- - Works closely with Education programme staff on initiatives addressing violence against children, and with the Investigations Office on cases involving children;
- - Leads the project management of child protection projects (proposal writing, reporting, budget management, monitoring and evaluation).

The Humanitarian Principles officer reports to Protection and Neutrality Team Leader. He/she is assigned to strengthening Humanitarian Principles (HP) initiative. Org. Setting and Reporting
The Protection Officer reports directly to Protection and Neutrality Team Leader. He/she is assigned to strengthening Humanitarian Principles (HP) initiative. Responsibilities

- - Oversees and coordinates measures to ensure programmes’ compliance with protection standards;

Responsibilities
- Assumes primary responsibility for Gender / GBV / PSEA programme management and implementation on the field level, and ensures compliance with project donor agreements and project proposals, particularly expected results, outputs and activities in accordance with logframes and timeframes and notifies the supervisor immediately as issues arise;
- Leads project planning and supports the revision and completion of relevant planning documents to ensure GBV prevention / PSEA is effectively mainstreamed in coordination with the Protection (Mainstreaming) Officer, along with refugee communities’ participation and outreach; ensures that safeguarding instruments (including provisions on preventing GBV and SEA) are in place in all programmes;
- Ensures adequate project monitoring systems and assessment procedures are in place through applying appropriate tools in order to collect and update all progress indicators for the project;
- Provides technical support and supervision to the GBV case management team;
- Develops and maintains effective external relations, including with UNRWA partners, other agencies, donors, non-governmental organizations and refugee stakeholders related to GBV / PSEA, humanitarian coordination, and institutional capacity development on GBV / PSEA; coordinates with any relevant task forces;
- Supports fundraising, formulation of and implementation of field GBV / PSEA programme initiatives responding to protection needs; oversees implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs;
- Monitors the protection environment, identifying trends and suggesting interventions; Compiles and prepares quality project reports, as well as annual reports, and feeds in other information as required by donors; documents and reports on the lessons learned from different interventions and on developing best practices and knowledge management capacity.
