Job Summary:


Act to End Neglected Tropical Diseases (NTDs) | East is a five-year project funded by the U.S. Agency for International Development (USAID) that helps national NTD control programs for the control and elimination of lymphatic filariasis and soil-transmitted helminths. RTI seeks a Program Officer who will provide programmatic support to the MSPP, MENFP, and department and commune health departments, during planning, implementation, and monitoring of Act to End NTDs I East program activities. The Program Officer will work closely under the direction of the Program Manager, and in coordination with the Senior MERLA Specialist, MERLA Officer, Procurement & Logistics Officer, and Sr. Finance and Administration Manager to support effective implementation of Act | East contributions to the national NTD program.


Essential Duties:


Program Planning/Development/Coordination


  1. Under the direction of the NTD Technical Advisor, the Program Officer will supervise and monitor Act | East field activities.
  2. Assist the NTD Technical Advisor in monitoring of Act | East activities by attending meetings as required with Act | East counterparts and visiting project sites for reporting on progress measured against expected results noted in the Haiti Act | East annual work plan.
  3. Contribute to the development of technical activities based on the strategic directions of the program primarily focusing on sub-grantees and district local governments.
  4. Participate in program and activity planning and implementation.
  5. Work with the MERLA Officer to develop the Act | East/Haiti M&E plan and coordinate its implementation among sub-grantees and district local governments.
  6. Coordinate with district health offices in Act | East supported districts to ensure timely implementation of planned activities.

Information Processing


  1. Provide written reports of program field activities at the direction of the NTD Technical Advisor.
  2. Contribute to the annual work plan and semi-annual reports, at the direction of the NTD Technical Advisor.
  3. Prepare presentations and graphic material for Act | East, work plans, and other documents.
  4. Assist in the preparation of Act | East field briefs and other summary materials.
  5. Contribute to the capture and dissemination of information on project activities, outcomes, best practices, and lessons learned including success stories and articles for publication on the Act | East website.

Management and Administrative Tasks


  1. Assist the NTD Technical Advisor and Finance & Operations Manager with budgeting for field programmatic activities.
  2. Maintain project files for technical deliverables especially those from field activities/grantees
  3. Maintain project activities calendar and monitor completion of field activities.
  4. Provide information to NTD Technical Advisor and Finance & Operations Manager on financial forecasts for field activities and recommend request for payment.
  5. Prepare lists of supplies and equipment required for field activities with guidance from NTD Technical Advisor and work closely with the Procurement & Logistics Officer to ensure procurement is effected timely
  6. Work closely with the MSPP to assess stock levels for the MDA and ensure accurate reports of NTD drugs, diagnostics, and materials are available, tracked and reported on a regular basis.
  7. In coordination with MSPP, develop distribution schedules to communes and ensure the necessary logistics are in place to deliver the drugs for MDA. Coordinate with the Communal MSPP and Community Leaders on last mile distribution.
  8. Support MSPP to ensure all un-used drugs and other materials are secured/retired; conduct post MDA implementation inventory reconciliation, ensure stock taking of all drugs and other logistical materials at the districts.

Minimum Required Education & Experience


Master’s Degree in public health, social sciences and at least 3 years of experience or a Bachelor’s degree and at least 6 years of program management experience. Degree in Entomology is an added advantage.


Skills & Abilities


  1. Demonstrated experience in the implementation of community-based programs.
  2. Demonstrated experience in managing M&E activities.
  3. Extensive field experience in targeted districts and solid understanding of the realities and complexities of working in hard-to-reach villages with marginalized and disadvantaged groups.
  4. Program and Administrative experience, preferably for an organization implementing international programs in developing country settings.
  5. Ability to interact with staff at all levels in a fast-paced environment, sometimes under pressure, and be proactive, resourceful and efficient, with a high level of professionalism.
  6. Excellent oral and written communication skills in English.
  7. Excellent organizational skills and attention to detail.
  8. Demonstrated experience in Microsoft Office, including Word, Power Point, and Excel. 
  9. Candidate with working experience with USAID funded program or RTI Projects will be preferred.
  10. Willingness to travel within Haiti up to 50%.
