Background Information
The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peace Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

The Operations Assistant will be supervised by the Explosive Ordnance Risk Education (EORE) Associate and the Head of Operations and will work closely with the Explosive Ordnance Disposal (EOD) and EORE technical teams. The incumbent be responsible for the following duties:
- Coordinate meetings with national and local authorities, and other stakeholders and provide accurate interpretation of English into Arabic/Arabic into English during the meetings
- Assist in the coordination of UNMAS Palestine operational activities
- Assist EOD team members in the drafting of plans, reports and related documentation to the on Explosive Ordnance, Assessment tasks and deployment coordination
- Support in the drafting of accident response plans for new Deep Buried Bomb (DBB) working sites
- Support in preparing correspondence related to operational matters, the compilation of reports and clearance statistics
- Assist in collating and submitting petty cash invoices for EOD operations, and ensuring all accounts are paid and receipts received for all expenditure
- Ensure all staff are trained in the use of correct radio communications
- Assist in ensuring that driver and medic daily tasks are allocated in line with the Operational plan of the week
- Assist the Explosive Ordnance Risk Education (EORE) team to verify that appropriate community liaison visits are delivered, ensuring that targeted communities are fully aware of where, when, how and why the DBB or EOD tasks will proceed.
- Drive the Explosive Ordnance Assessment Team when required
- Assist the Data Management Assistant for the input of data into IMSMA (if required) and clarify any areas of confusion or doubt
- Support in ensuring all DBB & EOD equipment is maintained in a serviceable condition
- Participate in UNMAS Palestine training courses as appropriate
Education/Experience/Language requirements
Education
- High School Diploma (Secondary School or equivalent) with a minimum of 4 years relevant experience is required. Candidates may be considered according to reduced minimum requirements (50% reduction to the minimum years of experience required).
- University degree or diploma is not required but candidate with relevant qualifications can also apply
Experience:
- Relevant experience is defined as experience working in operations support, project support or related fields.
- Experience using computer softwares and peripherals (scanners, digital cameras, etc) is required
- Willingness to work in remote and often insecure locations is required
- Experience in using road maps or topographic maps is desired
- Previous experience in survey/data gathering techniques is desired
Language:
- Fluency in English (writing, speaking and reading) is required.
- Fluency in Arabic (writing, speaking and reading) is required.
