Job Description

Country Office Background

Since 2009, NRC has been providing humanitarian assistance and promoting respect for international law in one of the longest-running displacement crises in modern history. Through our work across the West Bank, including East Jerusalem, and Gaza, we protect and assist Palestinians affected by, or threatened with, displacement. We provide legal counselling to promote human rights, and work to improve shelter, water and sanitation facilities and essential services. We support the provision of quality education, with a focus on psychosocial support for children and teachers, and help communities prepare for, and respond to, emergencies. We advocate for the rights of displaced Palestinians locally and internationally. We invest in coordination mechanisms to help improve the effectiveness and responsiveness of humanitarian action across Palestine. 

NRC is now looking for a Consortium Manager to head the Gaza Protection Consortium. 

For this key role our ideal candidate is: 


A highly experienced professional, with proven experience from working in complex context, and managing complex multi sectorial humanitarian programmes. They will also have good coordination skills specifically related to cash and protection programming.

We are particularly looking for someone with experience in analyzing the situations and design of projects accordingly and combining program work with advocacy to achieve policy change. Knowledge of the context in the Middle East and Arabic Language skills are an added value.  Donor reporting and proposal writing experience is also highly valued. 

Position Description:


The purpose of the Consortium Manager position is to manage the Gaza Protection Consortium. The Consortium has been established by NRC and Mercy Corps to deliver a range of humanitarian services, including multi-purpose cash assistance, emergency response mechanism and protection services.

The following is a brief description of the role.
 

Specific responsibilities 


  1. Coordinate Consortium teams and lead internal meetings, in particular through consortium management unit (CMU) and steering committee (SC). Execute ad-hoc meetings based on needs;
  2. Oversee high quality and timely implementation of the program. Lead writing of reports and proposals for donors;
  3. Represent the Consortium with the donor community and ECHO in particular, as well as in public fora, including cash working group (CWG) and inter-cluster coordination group (ICCG). Prepare presentations and coordinate the agenda of the advisory board (AB);
  4. Build relationships with key stakeholders, including UNRWA, WFP, OCHA and NGO partners;
  5. Develop Consortium strategy, based on comparative advantage and positioning, in line with key needs in the Gaza Strip, ensuring complementarity with other humanitarian and development partners;
  6. Commission research into and write up of strategically important programmatic analysis advancing Consortium’s footprint;
  7. With support from the advocacy unit, prepare products for external dissemination. Take an active role in preparing GPC’s quarterly situation report;
  8. Liaise with local authorities, including ministry of social development (MoSD), to safeguard complementarity of social safety net assistance with Consortium’s assistance. Liaise with other actors to avoid duplication of assistance;
  9. Undertake budget management to ensure financial accountability and accurate financial reporting by consortium partners and to donors;
  10. Safeguard risk mitigation and further develop Consortium’s risk mitigation strategy;
  11. Remain well-informed about all MPCA (R1), ER (R2) and protection (R3) developments in country and in the region;
