OVERVIEW OF THE FUNCTIONS OF THE POST

The Intergovernmental Oceanographic Commission of the United Nations Educational, Scientific and Cultural Organization (UNESCO/IOC), is leading the implementation of the project Strengthening the Resilience of Coastal Communities in the North East Atlantic, Mediterranean Region (NEAM) to the Impact of Tsunamis and Other Sea Level-Related Coastal Hazards (the project). The project is funded by a grant from the European Commission (DG-ECHO).  
The main objective of the project will be to strengthen the resilience of vulnerable coastal communities in NEAM Tsunami Early Warning and Mitigation System (TWS) countries to tsunamis and other sea level-related hazards. The overall impact that the project will seek to achieve will be to reduce risk, increase safety and enhance the resilience of vulnerable coastal communities to coastal hazards in Cyprus, Egypt, Greece, Malta, Morocco, Spain, and Turkey. 

Under the overall authority of the Assistant Director-General for the Intergovernmental Oceanographic Commission (ADG/IOC) and supervision of the Head of the Tsunami Unit (IOC/TSU), the incumbent will work under the direct supervision and guidance of the IOC Tsunami Programme Specialist in charge of the Intergovernmental Coordination Group for the Tsunami Early Warning and Mitigation System in the North-easter Atlantic, the Mediterranean and connected seas (ICG/NEAMTWS).  
The Project Coordinator will support the implementation, organization and delivery of project activities. In particular, the incumbent will perform the following tasks: 

  • Support the IOC Tsunami Programme Specialist in charge of the ICG/NEAMTWS in the daily implementation of the project work plan and activities based on the agreements between IOC-UNESCO and the European Commission (DG-ECHO).
  • Manage, coordinate and implement project activities in the concerned countries in close communication and collaboration with Tsunami National Contacts (TNCs) of the participating countries, and relevant ICG/NEAMTWS Working Groups and Task Teams. 
  • Organize a management framework to ensure that results are aligned with the key outcomes of the project, and manage project contracts, preparing project work plans and progress reports and budgets.
  • Organize an external project evaluation and implement its key recommendations.
  • Contribute to the preparation of technical expert meetings, capacity-building workshops, training material and data collection in coordination with UNESCO field offices and in partnership with relevant international scientific partners.
  • Prepare and organize activities related to the implementation of the project Communication and visibility plan.
  • Provide support to the Programme Specialist for the monitoring and reporting on the activities through the internal reporting tool, by providing assistance on the gathering of information, the updating of the project database and for the drafting of support material.

REQUIRED QUALIFICATIONS

Education


  • Advanced university degree (Master's or equivalent) in the field of Earth Sciences or a related field. 

Work Experience


  • At least two (2) years of relevant work experience in coordinating and implementing projects, in an international context.

DESIRABLE QUALIFICATIONS

Education


  • Certificate or training in tsunami early warning systems, data base management, qualitative and quantitative analysis or project management.

Work Experience

  • At least 1 year of experience acquired at the international level in coordinating and implementing projects. 
  • Previous assignments as Project Coordinator for mid-size projects.
  • Proven working experience with GIS software.

Skills and Competencies


  • Proven ability in planning, coordinating and setting up disaster risk tools in countries.
  • Acquaintance with the rules, regulations, administrative procedures and standard practices of an International Organization. 
  • Knowledge of tsunami early warning systems, data base management, qualitative and quantitative analysis.

Languages


Good knowledge of Arabic (written and spoken). 
Good knowledge of another official UNESCO language (Chinese, Russian and Spanish).
