IOCC is seeking highly skilled staff to be hired for the following position of an anticipated Gaza Emergency Response and Assistance Project: 

 

 Project Officer, Gaza Emergency Response and Assistance Project: One position, duration 6 months (approximately), renewable upon availability of funding.

 

Summary of the Position:

The Project Officer will work under the direction of the Program Director, IOCC Gaza Field Office in the management, implementation, supervision and monitoring of IOCC-JWBG anticipated Project: Gaza Emergency Response and Assistance. S/he will be supervising the coordination, logistical, administrative and technical components of the work, and will be required to liaise and work closely with IOCC partners, vendors and the IOCC Gaza Field Office Monitoring and Evaluation Consultant.

 

Job Location: 

IOCC Gaza Field Office – Gaza and Northern Gaza Governorates, with very frequent field work at marginalized localities in these two governorates.

 

Key Responsibilities:

These will include, but are not limited, to the following:

  1. Under the direct supervision and close coordination of the Program Director, IOCC Gaza Field Office, lead the implementation of IOCC Gaza emergency response and assistance project in all targeted governorates and communities as scheduled, and in accordance with grants agreements, and with full compliance to IOCC and donor regulations.
  2. Lead the implementation of the project in the field in reaching the project objectives, and in accordance to the project implementation plan and timeline.
  3. Supervise the work of the project’s Emergency Field Coordinators (EFCs), Social Workers (SW) and IOCC local/community partners, including the provision of necessary guidance and support.
  4. Lead the process of needs assessment for the targeted communities at the initial stages of the project implementation.
  5. Supervise and coordinate the work with IOCC partners, vendors, beneficiaries and local communities.
  6. Organize and ensure proper, transparent and efficient beneficiary selection; follow-up and monitoring of the process.
  7. Conduct regular field visits and follow-up and monitoring to project sites and as per the planned schedule and activities, and provide regular reporting on the progress, achievements, constraints, etc. Collect base line and needs assessment data.
  8. Collect and verify the documentation related to beneficiary selection, field site visits, distribution of the assistance, and other project activities.
  9. Coordinate, monitor and follow-up IOCC-JWBG local partners of the project.
  10. Supervise the monitoring and evaluation process for Gaza Emergency Response and Assistance project activities, including beneficiary selection, distribution of assistance, food voucher process, Cash-for-Work interventions, as well as, post distribution beneficiary satisfaction surveys.
  11. Provide the Program Director with daily field reports. 
  12. Commitment to offer more volunteer time dedicated for the work purposes, if needed.

Requirements

  • Knowledge and Skills: Community work technical and social work skills; interpersonal communication skills; advanced verbal communication skills; fluency in Arabic and English; presentation and tutoring skills, computer literate and proficient in Microsoft Windows package; and good reporting skills.

 

  • Competencies:  Ability to build strong personal and community relationships with all project stakeholders and beneficiaries, partner organization, beneficiaries and other contacts; sensitivity to cultural conditions and practices; tenacity in observing procedures, regulations, local laws and other requirements in implementing and maintaining IOCC programs; ability to think strategically, analyze issues, and make appropriate recommendations.

 

  • Education: University Degree in relevant field of study. 

 

  • Experience: A minimum of five-year experience in working on similar projects is preferred, working with international/local development and relief organizations, preferably in the country of assignment; focusing on emergency response and community work and project implementation.

  2. Perform the assigned tasks including; coordination with local partner organizations, beneficiaries identification and assessment of their needs, developing beneficiary lists, supervise and document the delivery of assistance to the project beneficaries.
  3. Supervise the work of the project social workers and partner CBOs staff in conducting home visits to the potential beneficiary households included in the beneficiary lists for conducting social and vulnerability study for each of the families identified, to verify their vulnerability and eligibility to receive the project support.
  4. Supervise the distribution of assistance including the delivery of invitations, with a distribution coupon enclosed, to the families included in the beneficiary list. 
  5.  Supervise the receive of commodities at partner CBOs’ designated transition warehouses, and ensures delivering these commodities to beneficiaries in a very accurate and transparent manner, based on the set time schedules and ensures the documentation of receiving these commodities by the project beneficiaries. 
  6. Conduct field monitoring to beneficiaries and local supermarkets and groceries participating in food voucher assistance, to ensure the accurate and transparent implementation of food voucher processes. 
  7. Supervise and document the attendance and work of the skilled and unskilled labors participating in the project’s Cash-for-Work scheme.
  8. Coordinate, monitor and follow-up of the IOCC-JWBG local partners of the project.
  9. As directed/requested, to take part in the monitoring and evaluation process for Gaza Emergency Response and Assistance Project, including post-distribution beneficiaries’ satisfaction surveys. 
  10. Provide the Project Officer with daily field reports. 
  11. Commitment to offer more volunteer time dedicated for the work purposes, if needed.
  12. As directed/requested, to provide data and information necessary for the preparation and provision of project reports, success stories, tracking all implementation.
  13. Perform other duties as assigned or required.

IOCC is seeking highly skilled consultant to be hired on assignment-basis for the following role of Consultant, Monitoring and Evaluation - Gaza Field Office Projects: 

 

Consultant, Monitoring and Evaluation (M&E) - Gaza Field Office Projects: One position, different assignments over duration of 6 months, renewable upon availability of funding.


Summary of the Position:

The Consultant, Monitoring and Evaluation will work under the direction of the Program Director, IOCC Gaza Field Office in performing M&E assignments related to IOCC Gaza Field Office projects per the set Terms of Reference (ToR) of each assignment. S/he will be required to liaise and work closely with relevant Project Officers and field teams.

 

Job Location: 

IOCC Gaza Field Office – Gaza, with very frequent field work at projects sites in all Gaza governorates.

Key Responsibilities:

Undertake different M&E assignments related to IOCC Gaza Field Office projects. These will include, but are not limited, to the following:

  1. Primary responsible about effectively and accurately design, establishment and developing the M&E system, data collecting tools and findings analysis tools related to IOCC projects.
  2. Ensure the developed M&E System reflects goal and objectives of the projects, this will include the following: Develop the M&E system design and have it approved by IOCC. Establish the M&E system with all its components, i.e., goal, objectives, indicators, definitions of the indicators, data collection tools and milestones achievement measurements. 
  3. Create database system for IOCC projects and link it to IOCC Gaza File Office Data base. 
  4. Perform all necessary testing of the developed M&E systems and the developed data bases ensuring their full functionality.
  5. Regularly review the monitoring systems including methodology, tools, and indicators to assess the quality of outputs of specific projects activities.
  6. Work closely with IOCC Gaza Field Program Director and relevant Project Officers in manage, introduce required changes, maintain and update the projects data for the impact and output indicators as part of the M&E and PMP.
  7. Ensure that the PMP reflects, among other things, program goal and objectives and is up-to-date.
  8. Develop and implement regular schedules for internal Data Quality Assessment of Program files and indicator source data to ensure they are in compliance with donor regulations.
  9. Report results to IOCC senior management and suggests program improvements based on results.
  10. Provide analysis and best practice and lessons learned of IOCC Programs to IOCC senior management. Ensure regular monitoring of the Program activities by the Program team.
  11. Oversee the data entry and data cleaning of the monitoring forms to match the progress of the project’s inputs, outputs and indicators and update the data base accordingly.
  12. Ensure appropriate filing for all files including M&E forms, documents & beneficiaries’ files.

                        Requirements

                        • Knowledge & Skills: Strong computerized database management skills; good planning and time-management skills; inter-personal communication skills; full computer literacy; advanced verbal and written communications skills – fluency in English and Arabic; valid driving license.


                        • Competencies:  Proven knowledge and abilities in project mentoring and evaluation, including qualitative and quantitative indicators and performance data collection, verification, analysis and reporting; ability to work and to communicate effectively with project(s) staff, partners and beneficiaries to ensure accurate and verified collected M&E information.

                         

                        • Education: University Degree in relevant field of study.

                         

                        • Experience: Significant experience in Monitoring and Evaluation – level project implementation is mandatory; a minimum of five years related experience is preferred; significant work experience with international NGOs is preferred; knowledge of donor(s) regulations is desirable.

                        Social Workers – Gaza Emergency Response and Assistance Projects

                         

                        International Orthodox Christian Charities (IOCC) - JWBG is soliciting Expression of Interest from qualified and experienced Social Workers in Gaza Strip, and interested to engage in short-term consultancy work for potential IOCC Emergency Response and Assistance Interventions in Gaza. IOCC will screen the submitted CVs of potential Social Workers and their expression of interest letters, and will select a group of potential Social Workers for a further recruitment processes including written test and personal interview. Following this process, a final list of Social Workers will be selected according to their relevant academic, practical and interpersonal competencies to be included in IOCC’s pool of Social Workers to engage in short-term assignments relevant to the implementation of potential IOCC Emergency Response and Assistance Interventions project(s).


                        Background:

                        In response to the emergency crisis resulted from the last conflict in Gaza, International Orthodox Charities, Inc. (IOCC) is planning to implement a post-conflict humanitarian assistance in the most affected areas in Gaza. The main objective of the interventions is to provide emergency and recovery assistance by addressing the unmet, evolving and short-term humanitarian needs of most vulnerable populations affected by the escalations of recent conflict in Gaza, in order for them to cope with the increased food insecurity, lack of access to proper water, sanitation and hygiene supplies and services, and to maintain their health and dignity despite the severe humanitarian conditions caused by the last conflict in Gaza.

                         

                        To aid the above-mentioned purpose, IOCC would like to develop a pool of qualified Social Workers to be hired for a short-term period, in order to be deployed in the field and work under the direct supervision and guidance of IOCC’s project field staff for conducting multiple tasks including, but not limited to, needs assessments and home visits to the potential IOCC lists of beneficiary households, and to conduct social and vulnerability study for each of these identified families, in order to verify their vulnerability and eligibility to receive the planned project support. 


                        Interested Individual Social Workers Should Meet the Following Basic Requirements:

                        1. A relevant university degree (BA degree is preferable) in social work, sociology or community development discipline, with a minimum of two years’ experience in social work and community development work and/or relevant field.
                        2. Proven track records of similar assignments and ability to provide references as support.
                        3. High level of community work and communication skills
                        4. Excellent knowledge and understating of the Gaza’s post conflict context. 
                        5. Female Social Worker candidates are encouraged to apply.
