  • Contract Duration:  12 months

This role will support the Supply Chain Officer in the Supply Chain Management field according to Save the Children (SCI) policies and procedures. This position is responsible for effective supply chain support to programme implementation according to the threshold of the Scheme of Delegation (SoD) of the Field Office, in addition to maintaining compliance with record keeping and reporting as per the system requirements.

The position holder will work closely with the programme teams and other functions, leading communications with suppliers, service providers, field staff and other INGOs; in addition to working with partners, providing capacity building and assessments of supply chain systems.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
 
In order to be successful you will bring/have:

KEY AREAS OF ACCOUNTABILITY :

Key Area 1: Procurement:

  1. Support the Supply Chain Officer in the Supply Chain Management.
  2. Support the Supply Chain Officer throughout sourcing processes in the Field Office, for all goods and services needed for the programmes implementation based on the annual sourcing pipeline.
  3. Manage and update the supplier’s database based on Save the Children procurement manual.
  4. Manage and update the supply chain monthly reports (procurement tracker, tender tracker, etc.)
  5. Ensure all procurement is carried out in accordance with appropriate Save the Children global procurement policies and procedures, Country Logistics Manual; and where required, donor guidelines.
  6. Collect and process invoices and payments of suppliers for items delivered. Follow up the payment process with Finance to ensure SCI fulfils its obligations to suppliers.
  7. Ensure proper filing and archiving of all procurement documents.
  8. Ensure procurement plans are in place for each grant.
  9. Support in the deployment of new systems to be implemented in the Field Office.

Key Area 2: Fleet Management

  1. Support the Supply Chain Officer in the fleet management.
  2. Review the monthly fleet trackers for the field office.
  3. Ensuring the fleet utilization and availability.

Key Area 3: Assets Management

  1. Responsible for ensuring that all assets are recorded, managed and disposed of in the Field Office.
  2. Implement and maintain Save the Children Assets Management System (registration, control and tracking).
  3. Update lists of all assets and inventory items in compliance with Save the Children policy, on monthly basis.
  4. Cooperate with relevant departments to ensure proper tracking methods are followed to monitor the movement/changes of any assets and ensure proper control/handling of equipment at all times.
  5. Tagging of all new assets.
  6. Ensuring damaged or broken assets are reported and filing of all Repairs/Return Requests.
  7. Ensure quarterly physical checks are done on assets and inventory items.

QUALIFICATIONS, EXPERIENCE AND SKILLS


  • University degree in Business Administration or any other relevant field to Supply Chain (logistics).

Essential


  1. At least one to two years of experience in Supply Chain in INGOs within a complex/large scale country program, and in emergency response/humanitarian environments.
  2. Substantial experience in all technical areas of Supply Chain operations including procurement, logistics, transport/distribution, fleet management, and asset management.
  3. Experience of developing/implementing a complex international supply chain to support different types of programmes, and coordinating resources to meet the programmes objectives.
  4. Experience in working in remote field bases with limited infrastructure.
  5. Ability to synthesize and analyses complex information, and make clear, informed decisions.
  6. Experience in advising and supporting others at all levels with supply chain aspects of a programme, including strategic thinking, planning & donor relations.
  7. Ability to build positive & productive relationships quickly with a wide range of stakeholders, both internally and externally.
  8. Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex and diverse tasks, and responsibilities.
  9. Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams.
  10. Ability to manage a complex and diverse workload and work with tight deadlines.
  11. The ability to work closely within a team and to improvise and work in an atmosphere that can be stressful.
  12. Able and willing to travel frequently to field sites.
  13. Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer).
  14. Commitment to Save the Children values.
  15. A valid driving license.

Desirable


  1. Ability and willingness to change work practices and hours in the event of major emergencies, including travelling at short notice and for extended periods.
  2. Knowledge of donor financial policies and guidelines.
