Accountant - PARC



  • Position Title: Accountant  
  • Period: 6 months with possibility of extension
  • Starting date: 1st, July, 2021

Job purpose summary:


The accountant role is to provide support to the implementation of the (Immediate Support for Small Scale Farmers Affected by May 2021 Escalation of Hostilities in the Gaza Strip) project and activities in Gaza. This project is implemented in partnership with OCHA. The purpose of the position is to ensure the financial viability of the emergency intervention. S/he plays a crucial role in providing high-quality financial management information necessary to support an effective humanitarian operation. Specific responsibilities include; assessment of financial needs and cash flow requirements, financial planning (inc. budget submissions), contract management, financial reporting, and audit. In addition, s/he will need to identify and resolve any financial management problems which may arise, facilitate the involvement of PARC Members in the development and funding of projects, and provide appropriate training in financial policies and procedures for emergency personnel.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

Main Tasks and Duties:

Accounting

  1. Ensure that the accounting system is kept up to date
  2. Process all financial transactions in an accurate and timely fashion;
  3. Encode analytical accountancy
  4. Prepare and process the opening and closing of accounts (i.e. reconcile salaries)
  5. Prepare invoices for payment
  6. Manage the day-to-day functioning of the finance section, including cash disbursements, cash receipts, etc
  7. Establish an effective filing system which can provide easy access to information and proper documentation of all financial requirement
  8. Ensure all typical donor requirements for documentation of expenditures are met to facilitate attribution of expenses to donors when funding is obtained

Budget tracking:

  1. Keep track and regularly update of our budget-tracking tool;
  2. Provide support to budget holders as necessary;

Financial reporting:


  • Responsible for preparing monthly reports for the director, quarterly accounts for the project team and donor.

Audit process:


  • Support during our annual audit

Qualifications, Requirements, and Competences:


  1. Bachelor’s or master degree in in accounting or financial management.
  2. Minimum of 5 years’ of similar work experience in finance management and accounting in non-governmental organisation.
  3. Proven numeracy and financial analysis / planning skills
  4. Ability to use financial system to track accounting activity is required
  5. Extensive experience in budget formulation
  6. Excellent interpersonal and communication both in written and in verbal.
  7. Very good in spoken and written Arabic and English.
  8. Advance knowledge of Microsoft Office.

Media and advocacy assistant  - PARC

The Media and advocacy assistant role is to provide support to the implementation of the (Emergency and Early recovery response to 2021 war in Gaza) project and activities in Gaza. This project is implemented in partnership with PARCIC. The Media and advocacy assistant will be working closely with the Media and Advocacy Officer to ensure that all internal and external communication is effectively implemented and in compliance with PARC communication guidelines. In particular, the post holder will be responsible for updating the office social media, support the development of communication materials, campaign initiatives and translation for the department.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

Main Tasks and Duties:

  1. Working closely with advocacy coordinator for designing and implementing advocacy campaigns plans both digital and offline in West Bank and Gaza on issues related to Gender Justice and Digitalization.
  2. Taking a leading role on developing, designing and implementing a digital campaign and work on producing digital materials to achieve the campaign objectives.
  3. Working closely with farmers in developing advocacy and media productions and publications of community engagement initiatives.
  4. Ensuring documentation and submitting reports to advocacy coordinator covering the media and advocacy aspect of the project
  5. Producing regular communication material and disseminate news and information to ensure media outreach of the project activities
  6. Taking a leading role of producing all publications related to project (reports, brochure, flyers, banners and audio-visual materials)
  7. Planning and implementing the media activities in accordance with the project activity plan, proposal and budget.
  8. Developing terms of reference of the required media project trainings.
  9. Assisting in managing the online and offline platforms that are going to be used in project activities, editing content and following up with project participants in West Bank and Gaza to ensure that they are utilizing the platforms and publishing content related to project activities.
  10. Conducting regular visits to the field and ensure documentation.
  11. Participating in all the project’s activities.
  12. Fulfilled the policies, terms and conditions of the contract.
  13. Coordinate for and lead advocacy visits to raise the awareness of the diplomats, consoles, and advocacy officers from other organizations on the suffering of

REPORTING

  1. Produce and disseminate regular monthly/quarterly reports on the IHL/IHRL violations and other incidents affecting the different livelihood groups
  2. Produce infographics on the humanitarian situation in the agriculture sector including incidents statistics, challenges, and priorities.
  3. Draft articles and case studies suitable for publication on access restrictions, IHL/IHRL violations, and other challenges in the agriculture sector

Qualifications, Requirements, and Competences:


  1. Bachelor’s degree in Digital Communication, Media, journalism, Public Relation or any related field.
  2. Minimum of 3 years’ of similar work experience (Social Media, advocacy, digital work, communication, Youth and human rights).
  3. Proven experience in using social media and digitalization.
  4. Experience in working with farmers in a participatory way
  5. Experience in designing digital campaigns
  6. Excellent interpersonal and communication both in written and in verbal.
  7. Fluency in spoken and written Arabic and English.
  8. Advance knowledge of Microsoft Office.
  9. Effective report writing and analytical skills.

Project Coordinator - PARC

The main responsibility of a project coordinator is to ensure the project is running smoothly, on time and to budget. Duties typically include planning certain parts of the project, monitoring its progress, coordinating meetings and overseeing members of the project team.

    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

    Main Tasks and Duties:

    1. Responsible for accomplishing project goal, objectives & outputs required within the project.
    2. Ensure the proper implementation of the detailed plan for the project.
    3. Responsible for maintaining the project budget and ensuring that spending is according to plan.
    4. Responsible for the proper documentation of the project activities.
    5. Arrange for different meetings with stakeholders and partners.
    6. Prepare and submit monthly reports.
    7. Attract new beneficiaries in the targeted areas through field work.
    8. Carry out marketing tasks by visiting related stakeholders and attending related events.
    9. Meet with beneficiaries to determine their needs and properly align interventions to meet their needs.
    10. Regular follow-up of beneficiaries through phones, field visits and letters.
    11. Review project documents to ensure that they are complete, accurate, and comply with the archiving system within the organization
    12. Handle beneficiaries’ complaints and take appropriate action to resolve them.

                          Qualifications, Requirements, and Competences:


                          1. Bachelor degree in business administration or a relevant field. (or equivalent combination of formal training and experience e.g. in marketing, economics, management, business development etc.). An MBA, community development, gender mainstreaming, with an emphasis on economic empowerment would be added assets.
                          2. Strong communication skills. 
                          3. Organizational skills, including an ability to work independently and take initiative.
