CONSULTANCY - TERMS OF REFERENCE


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant – Information Security Specialist (Local), HQ Gaza

BACKGROUND

UNRWA Information Management and Technology Department (IMTD) is seeking an Information Security Officer to implement, operate and maintain Security hardware, software and solutions Agency-wide. The consultant will be required to work effectively with IT stakeholders to provide technical and process support and expertise across a broad range of information security work efforts, including anti-virus, firewalls, intrusion detection/ prevention systems, VPN, content filtering, reverse proxy solutions and vulnerability management.  The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to Senior Information Security Officer at Headquarter Amman.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES 

  1. Administering UNRWA Security solutions including:
    1. Agency-Wide Firewall gateways, VPNs, Intrusion Detection/Prevention Systems (IDS/IPS);
    2. Security monitoring and management systems;
    3. Internet content filtering services;
    4. Establishing and maintaining an inventory of hardware and software items related to the security services;
    5. Web Application security 
  2. Developing network documentation of security architecture;
  3. Researching new trends in Security platforms in order to recommend suitable direction considering latest developments in the field;
  4. Providing second level technical support for relevant staff on issues related to cybersecurity;
  5. Creating awareness across users and technical teams on security by-design and by-default. 

MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. A university degree from an accredited educational institution in Computer Science, Information Technology or related discipline;
  2. Five years of experience in IT Operations, Network Engineering or Security;
  3. Varied experience working with security applications such as anti-virus, firewalls, IDS, etc.;
  4. Exposure and experience working with security applications such as firewall, anti-virus, patch management; 
  5. Familiarity with Microsoft Windows Servers, Linux OS and Network Equipment (switches and firewalls)
  6. A thorough understanding of how applications communicate over the network using source and destination IP addresses, ports and protocols;
  7. Excellent aptitude for process and methodologies related to cybersecurity protection, detection and response and an understanding of applied security concepts and best practices;
  8. Able to assist in the development of vulnerability management processes and workflows;
  9. Basic knowledge on application security and cloud/mobile security is a plus;
  10. Fluency in spoken and written English.

DESIRABLE QUALIFICATIONS

  1. Information Security related certifications issued by Cisco, ISACA or ISC2;
  2. Previous experience with Web application firewalls.
  3. Previous experience with UNRWA or other UN agency;
  4. Fluency in spoken and written Arabic.

CONDITIONS OF SERVICE

  • The consultant will be based in Gaza; 
  • The duration of the consultancy is 6 months; extendable according to performance and availability of funds;
  • The expected start date of 07 April 2021; 
  • Remuneration for this consultancy is $1,600 monthly, and it will depend on the qualifications and experience of the candidate.
