CONSULTANCY - TERMS OF REFERENCE

Consultant – Infrastructure Administrator (multiple positions), (Local)


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential i  human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance.

UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.


BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking Infrastructure Administrator to support the global operations of Infrastructure services hosted at UNICC Data Centre’s and customers managed environment. The selected candidate will join the T2 Infrastructure Operations team of UNICC.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

  1. • Administrator
    1. o Ensure continuous operation of the Infrastructure in ICC Data Centers and partners organizations.
    2. o Managing and maintaining SAN Storage, Backup and Virtualization Infrastructures’ systems, standard configurations, and enhancements. Installation and upgrade as well as assisting with the resolution of incidents and problems, and fulfils users request as a part of ISO 20000 established processes.
  2. • Deployment Team Member
    1. o Final testing and deployment of Infrastructure and underlying services, and solutions as well as all related technical documentation.
    2. o Participate in vulnerability and remediation and technical review related to ICT security initiatives.
  3. • Operational Support:
    1. o Provide on-going support at the T2 to ICC Infrastructure environment and related services and will participate in the automation projects and tasks for ICC and Partners.
    2. o Manage the backup clients, schedules, and retentions; monitor and evaluate the performance of virtualization, storage, and backup services.
    3. o Coordinate the replacement of failed Backup, Storage & SAN components, and service restoration.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. • A university degree from an accredited educational institution in Computer Science, Information Technology, or related discipline
  2. • Minimum 5 years of experience in SAN storage (DELL EMC, Nrtapp, Cisco, Brocade etc), Virtualization (VMware or Hyper-V, OVM/KVM), and backup solutions (EMC,Veeam, Veritas, etc.)
  3. • Good understanding and knowledge of storage technologies (Fabric switches, VSANs, WWPNs, NPIV, multi-pathing, Fiber channel, iSCSI, etc.)
  4. • Sound technical knowledge of storage replication technologies.
  5. • Hands-on experience administering fiber channel fabrics (Cisco MDS and Brocade)
  6. • Good knowledge of VMware 6.x infrastructure including ESXi, vCenter, and Horizon View.
  7. • Knowledge of Microsoft Hyper-V and SCVMM is a plus
  8. • Knowledge of Linux and MS Windows Operating Systems and Windows Clusters administration including multipath implementation and configuration.
  9. • Extensive knowledge in the installation and administration of Enterprise Backup systems (i.e., EMC Avamar, EMC Data Domain and EMC ECS)
  10. • Knowledge of Automated Tape Libraries and Tape/Disk Backup Management products.
  11. • Good understanding and knowledge of networking technologies (Ethernet, Routing, ARP, TCP/IP, LACP, etc.)
  12. • Experience in shell scripting and automation tools (Python, Perl, Bash, Ansible…)
  13. • Excellent written and verbal communication skills in English with ability to prepare technical documentation.
  14. • Experience working within remote and virtual teams.
  15. • Fluency in spoken and written English.

DESIRABLE QUALIFICATIONS

  1. • EMC Avamar, Data Domain or Networker
  2. • HPE 3PAR, EMC storage specialist / DELL SC series
  3. • CISCO MDS switches
  4. • VMware (VCP or similar) or Microsoft Hyper-V
  5. • or equivalent storage and backup certifications
  6. • Hyper Converged Infrastructure or Software Defined Storage solutions
  7. • Knowledge and experience with Oracle VM/KVM.
  8. • Knowledge in the installation and administration of Backup systems like EMC Networker, Veritas NetBackup, Veeam B&R and Spanning for O365
  9. • Experience supporting, HPE Blade and Rack systems, HPE OneView.

CONDITIONS OF SERVICE

  1. • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  2. • Remuneration for this consultancy will depend on the qualifications and relevant experience, with 1,600 USD monthly salary.
  3. • The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).
  4. • Overtime can be paid based on specific terms and conditions and should be pre-approved by the team leader.
