Consultant – Cloud Administrator (Azure), (Local)

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. By this new collaboration, UNRWA becomes a provider of Information Management and Technology services and capacity augmentation to UNICC technical team on a cost recovery basis through Information Management and Technology Department IMTD/IT Service Center (ITSC), HQ-Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking a Cloud Administrator (Azure) to work on UNICC consultancy services. The incumbent will be responsible for delivering Azure cloud & Microsoft technical expertise, including the implementation and on-going support of Azure and other Microsoft services hosted in other clouds (AWS & GCP) for ICC and its clients.
The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

  1. • Support ICC Clients’ Azure solutions, with a focus on IaaS and PaaS;
  2. • Review and manage technical requirements and business functional requirements to establish new cloud platforms and infrastructures;
  3. • Work in close collaboration with the remaining cloud teams in the operational activities, by taking ownership of Microsoft related technologies.
  4. • Execute migration and implementation plans to deploy Azure infrastructures and move workloads to Azure using native Azure migration tools or third-party tools;
  5. • Work in close collaboration with other ICC technical teams including Information Security, Architecture, Service Management, etc.
  6. • Draft technical documentation on the Azure services and related procedures and operations;
  7. • Keep abreast of Azure good practices, new trends and services technologies and evaluate these for possible adoption or incorporation.
  8. • Perform other duties as maybe required.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. • A university degree plus 7 years’ experience or master’s degree plus five years’ experience from an accredited educational institution in Computer Science, Information Technology, Business Administration, or related discipline.
  2. • Meets the minimum experience of the above-mentioned years of relevant IT experience with significant exposure to Azure cloud services.
  3. • Solid understanding of Microsoft Azure service structure (enrolments, departments, accounts, subscriptions) and core features;
  4. • Sound conceptual and hands-on knowledge of key Microsoft Azure IaaS and PaaS services (compute, containers, databases, integration, networking, storage and Web):
  5. • Hands-on experience on Infrastructure as Code and Automation (PowerShell scripting, Azure Blueprints, ARM Templates, Azure Automation, Terraform);
  6. • Sound conceptual and hands-on knowledge of Azure migration tools (Azure Migrate, Azure Site Recovery);
  7. • Knowledge of design and implementation of CI/CD practices and developer tools (Azure DevOps, Boards, Pipelines, Repos, Artifacts, Test Plans Visual Studio, SDKs, CLIs, Azure Pipelines, Azure Lab Services, etc.);
  8. • Hands-on experience in the definition and deployment of Landing Zones.
  9. • Knowledge of Azure Identity (Azure Active Directory, AAD Domain Services, AAD B2C, Azure Information Protection, SSO, MFA, etc.);
  10. • Knowledge of general architecture, deployment and administration methodologies and techniques including systems configurations, clustering, networking, OS administration (Windows/Linux), monitoring, security, etc.;
  11. • Deep understanding on how to Architect in the cloud with a Design for Failure Approach
  12. • Demonstrated hands-on experience in migrating from on premise systems to Microsoft Azure;
  13. • Strong troubleshooting skills;
  14. • Solid knowledge and experience on Microsoft Technology landscape including various server products.

DESIRABLE QUALIFICATIONS

  1. • Conceptual and hands-on experience implementing container-based architectures and deployments in cloud environments (Docker, Kubernetes, etc.);
  2. • Conceptual and hands-on knowledge of other Microsoft Azure Services like AI + Machine Learning, Analytics, Azure Blockchain Services, Logic Apps, Media. Security;
  3. • Conceptual knowledge of Azure Lighthouse;
  4. • Understanding of and ability to migrate to Azure using third-party tools (e.g. Movere, Attunity, Cloudamize, CloudAtlas, Corent, Inspirer, Zerto, etc.);
  5. • Conceptual and hands-on knowledge of Google Cloud Platform and/or AWS Services

COMPETENCIES

  1. • Effective customer-facing and oral/presentation skills;
  2. • Experience analyzing, troubleshooting, and providing creative solutions for technical issues;
  3. • Ability to write documentation & reports;
  4. • Conflict management & cooperation.

REQUIRED CERTIFICATIONS:

  1. • Microsoft Azure Certification(s). Expert level preferred. Desired certifications
  2. • AWS/GCP Certification(s)
  3. • ITIL certification
  4. • PRINCE2 certification

CONDITIONS OF SERVICE

  1. • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  2. • Remuneration for this consultancy will depend on the qualifications and relevant experience, with 1,800 USD monthly salary.
  3. • The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank)
  4. • Overtime can be paid based on specific terms and conditions and should be pre-approved by the team leader.
