Job Description

The Norwegian Refugee Council is currently seeking application from eligible applicants for the post of Protection Programme Development Manager. Based in Gaza, the Protection PDM has direct responsibility for the implementation of the Protection and ICLA (Information, Counselling and Legal Assistance) integrated programme in Gaza. The PDM will have oversight of the conceptualization and design of Protection standalone initiatives, and act as the focal point for mainstreaming initiatives for all Core Competencies (CC) of NRC Palestine, including Gaza, West Bank and East Jerusalem. The position is under the direct line management of the Gaza Area Manager, programmatic guidance of the Head of Programmes, and working closely with the ICLA PDM. As such, the PDM will:

  1. Develop CC strategy, technical SOPs / guidelines and Macro LFAs
  2. Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  3. Responsible of development and manage funding proposal, project budgets and donor reports
  4. Overall management of project staff
  5. Coordinate and manage CC’s) project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  6. Ensure capacity building of project staff and transfer key skills
  7. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy
  • They are particularly responsible for:

  1. Design a Protection Strategy, relevant technical SOPs and Macro LFAs that consider the current portfolio of NRC in Palestine and its future ambitions;
  2. Conceptualize protection-related interventions, developing funding proposals, project budgets and donor reports in line with agreed strategies;
  3. Develop and follow up on detailed project work plans, procurement plans, spending plans, M&E plan and recruitment plan for the project in Gaza. Manage project budgets and liaise with support teams as necessary;
  4. Oversee and technically support all Protection components within other CC projects (ICLA, Education, WASH/Shelter, UDOC) in all area offices, ensuring protection mainstreaming becomes an integral part of Project Cycle Management and programme design;
  5. Directly manage the integrated Protection-ICLA project teams in Gaza;
  6. Support teams nation-wide in the identification, documentation, and reporting of protection issues, concerns, and trends; 
  7. Create capacity development strategies on Protection for NRC and partner staff through formal and informal training, mentoring, coaching and workshop facilitation;
  8. Develop partnerships with local NGOs, INGOs and other stakeholders in the humanitarian community including cluster activities and coordinate with authorities at local level.
  9. Map the presence of protection service providers and local authorities operating in the areas of operation for referral and advocacy purposes;
  10. Contribute to Protection Regional/Global tools, guidelines and policy and research studies on relevant thematic topics;
  11. With support from the M&E unit, evaluate, review and perform quality control of ongoing and completed activities in reference to project proposals both under direct responsibility in Gaza and other CCs/area offices that have protection elements.
  12. In close coordination with the Advocacy team, articulate protection concerns and organize relevant evidence to Protection issues in Gaza, and in collaboration with the ICLA PDM in the West Bank, to ensure an integrated approach to NRC's advocacy efforts across Palestine.
  13. Act as NRC Palestine’s main technical focal point for Protection standalone and Protection-mainstreaming (Safe Programming) projects and initiatives;
  14. Have direct responsibility for the implementation of the Protection-ICLA project activities in Gaza, including budget monitoring and ensuring donor and internal compliance;
  15. Technically support design, rollout and quality monitoring of all other nation-wide Protection-related initiatives that are integrated and mainstreamed across all CCs and Area Offices.
  16. Take the lead in engaging with area and national cluster coordination mechanisms and with other humanitarian actors;
  17. Ensure compliance with contractual commitments, monitoring, reporting, and implementation of activities in accordance with humanitarian accountability frameworks, relevant humanitarian standards, and essential environmental mitigation measures.
