CONSULTANCY - TERMS OF REFERENCE


BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking an AWS Front End Developer Engineer who will be responsible for creating responsive web applications and implementing visual elements that users see and interact within a web application.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).


Description of Duties and Responsibilities 

  1. Work on a broad range of software design approaches and common UX patterns. 
  2. Develop front-end software design patterns (e.g., asynchronicity, data binding, modules, MVC, objects, promises) 
  3. Utilize AWS and/or cloud computing in the applications to be developed.
  4. Provide software development with deep knowledge in respect to front end architecture, UX/UI design, and programming 
  5. Advise on and implement AWS best practices


Minimum Qualifications and Experience

  1. Bachelor degree from an accredited educational institution in Computer Science, Computer Engineering, or related field. 
  2. Five years of professional front end development around the user experience. 
  3. Experience with responsive web design.
  4. Proficiency in front end technologies such as Javascript, HTML, CSS, etc.
  5. Experience developing web services using any of the following: Python, Java, Node.js, Ruby, Go, .NET or Scala
  6. Experience in one or more relevant front-end frameworks (React, Angular, Ember, Vue.js, Thymeleaf, etc.) and test frameworks (Jest, Mocha, Jasmine, Selenium, etc) 
  7. Experience with view layout and rendering technologies (e.g., responsiveness, progressive enhancement, browser/device support).

  8. Flexibility and adaptability. 


DESIRABLE QUALIFICATIONS

  1. Familiar with Agile Project Environment. 
  2. Certification in AWS solutions architect
  3. Familiarity with object-oriented and RESTful web services 


CONDITIONS OF SERVICE

  1. The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  2. Remuneration will be around $1,800 and will depend on the qualifications and experience of the consultant.
  3. This is a remote work with UNICC teams in New York and Europe.
  4. The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank)
