CONSULTANCY - TERMS OF REFERENCE

 

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

 

Consultant – Agile Project Leader, (Local)

 

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in all UNRWA area of operations (Gaza, West Bank, Jordan, Lebanon, and Syria). By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking an Agile Project Leader who will play vital role in planning, analyzing, and implementation of the project. He is the one who sets deadlines for the project and chooses an appropriate method for the development. Therefore, he/she should have extensive knowledge of the development life cycles.

The consultant should excel in Agile Software Development Models. As per the detailed description of duties below.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

 

 

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

  1. Handles various responsibilities such as planning, scheduling, and coordinating all the aspects of the project
  2. Works on multiple projects in a concurrent fashion and manages timelines, scope, budget
  3. Able to use the tools for Agile project management such as: Agile Modeling,,Essential unified Process (EssUP), Dynamic Systems Development Method (DSDM),,Agile Unified Process (AUP) Open Unified Process (OpenUP) , Scrum, Extreme Programming (XP),Velocity tracking , Feature Driven Development (FDD) .
  4. Interacts with the clients and understands their requirements
  5. Acts as a liaison between Business Relationship Managers, technical teams, and the client/partner for managing delivery of the project and communicating accordingly
  6. Maintains status report of the project and keeps a record of the previous reports
  7. Compiles historical data available with the team and presents it for the reference of the senior officials and the team members working on the project
  8. Presents the status report of the project to the senior officials of the organization 

               

              MINIMUM QUALIFICATIONS AND EXPERIENCE

              1. A university degree from an accredited educational institution in Computer Science, Information Technology, or related discipline.
              2. Minimum 5 years of experience in Project management
              3. Solid understanding of software development life cycle models as well as expert knowledge of both Agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment
              4. A proven track record of successfully implementing software or web development projects using Agile methodologies including managing large, complex projects in a high-tech development environment with multi-function teams.
              5. Prior experience with SCRUM/Agile methodologies with enterprise-level application development projects.
              6. Experience overseeing multi-function project teams with at least 10-15 team members including Developers, Business Analysts, and QA Personnel

               

              COMPETENCIES

              5. Excellent planning and organizing skills. 
              6. Ability to learn new concepts and technologies quickly.
              7. Ability to work well in a collaborative team environment.
              8. Flexibility and adaptability. 

              dESIRABLE QUALIFICATIONS

              1.         Certification in Agile project management.

              2.         Certified Scrum Master, DSDM Foundation, DSDM Practitioner and Certified Scrum Practitioner.
              3.         A strong troubleshooting methodology and the ability to work under fast paced timelines with creative solutions.
              4.         PMI-ACP, CSM, or equivalent preferred
              5.         Demonstrated experience presenting work to both technical and non-technical audience.
              6.         PRINCE 2 certification and AGILE SCRUM MASTER certifications 

               

              CONDITIONS OF SERVICE

              1. ·        The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.

              2. ·        Remuneration for this consultancy will depend on the qualifications and relevant experience as follows:

                • o Cluster A $1,600
                • o Cluster B $1,800
