Identity and Access Management Specialist - UNRWA 


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant – Identity and Access Management Specialist, HQ Gaza (Local)

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. 
United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking an Identity and Access Management Specialist to work on UNICC consultancy services for architecting, deploying, and supporting identity services on-prem and in the cloud (AWS, MS Azure and GCP) for ICC and its clients..

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES 

The resource shall have strong experience in architecting identity and access management solution in large operational environments:
  1. Design, build, implementation, and delivery of scalable identity solutions;
  2. Ability to distill complex problems and drive toward creative solutions;
  3. Knowledge of multiple identity solutions (Azure AD, AWS IAM, OKTA or similar);
  4. Solid understanding of implementing information security standards & methodologies on multiple identity solutions uniformly; 
  5. Strong understanding of RBAC, SAML, AD, LDAP, account lifecycle management;
  6. Strong knowledge with user provisioning and self-service; account creation and management; entitlement review and certification; entitlement management; enterprise directory architecture and design; role-based access control; single sign-on; identity federation; privileged user access management; multifactor authentication
  7. Strong knowledge and experience in privileged access management
  8. Ability to interact with customers, ability to assess and gather customer requirements, comparing pros and cons, to propose best suited option and turn them into solution designs.
  9. Knowledge of maintaining and administrating large and complex identity and access management system
  10. Ability to automate complex identity and access management tasks. 
  11. Understand internal and external customer requirements, translate into solution designs and lead related projects; 
  12. Work in close coordination with ICC’s cyber security team to design and architect identity solutions;

MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. A university degree from an accredited educational institution in Computer Science, Information Technology or related discipline;
  2. A minimum of 5 years of experience working in Identity Management, preferably in large environments;
  3. In depth knowledge of cloud identity management services in a multi-cloud environment, including Azure AD and AWS IAM, designed, deployed and maintained in collaboration with information security teams
  4. Hands on experience with different IAM solutions, Windows AD, Azure AD (including B2B and B2C), AWS IAM, OKTA etc.
  5. Fluency in spoken and written English.

  6. Ability to grasp complex concepts, logical and analytical approach to solving problems;
  7. Good interpersonal skills, ability to collaborate with offshore/nearshore teams and share knowledge.

DESIRABLE QUALIFICATIONS

  1. Experience with service management (ITIL, ISO20000) and project management (PMI, Prince2)
  2. IDAM certification(s)
  3. ITIL/ ISO 20000 Service Management
  4. PMI or Prince 2 Project management

CONDITIONS OF SERVICE

  • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
  • Remuneration for this consultancy will be around 1,600 USD and will depend on the qualifications and experience of the consultant.
  • The incumbent will be based in Gaza.
