How can you make a difference?
Under the supervision of the Health and Nutrition Project officer from UNICEF Gaza office and in close consultation with the Chief of Health and Nutrition program and partnership with MOH, you will use your technical expertise to scale up the Khan Younis' model of MNCH health care service to strengthen maternal and child health system.
Tasks
The identified consultant is expected to accomplish the following tasks:
Phase I
- To ensure the compliance of executed works with the signed contract for the phase 1 of the Khan Younis Model and to provide comprehensive professional construction management service using the standard drawings and bills of quantities.
- To assist UNICEF in the finalization of the current reconstruction work under the Khan Younis project including preparation of construction documentation, evaluation of the work and submit a monthly report to UNICEF and MOH.
- To provide the substantial completion certificate with the handover of the completed facilities under the Phase 1 Khan Younis project to the local MOH/authorities including the completion of the work at the WASH units and alignment with gender sensitive and disability friendly norms and standards.
Phase II
Phase II of the consultancy assignment consists of provision of comprehensive professional construction management service using the standard drawings and bills of quantities for the preparation the tender documents, performance of technical evaluations of offers and assisting UNICEF in the administration of the contracts, from the moment the supplier signs the contract and until it is successfully completed.
Deliverables:
- Site Survey Report: Review the completed architectural drawings and set of structural drawings submitted by the Engineering and Maintenance General Directorate of the MOH: (scale 1:100) including for each building plans for each floor, sections and detail drawings (1:50 or 1:20) as needed and elevation for each front. Complete set of structural drawings (same scale as for Architectural drawings) as required paying special attention to the WASH units and gender sensitiveness and disability friendliness norms and standards.
- Price list for major construction material; Complete set of bills of quantities with cost estimate; Obtained approval from concerned local authorities as required. Bid Evaluation Report with Recommendation for the award; Bid Tabulation Sheet; Copy of prices of successful bidders
- Construction Documents for each building/project, including layout, architectural drawings, structural drawings, service drawings, construction specifications, bills of quantity and engineering estimates, contractual provisions. All documents should include rehabilitation of WASH units and aligned with gender responsiveness and disability friendliness norms and standards.
- Approval and agreements from the respective MOH/local authorities.
- Tendering: In collaboration with UNICEF Gaza supply Team and as per Supply Rules and regulations, prepare a tendering documents, manage and do technical evaluation of bids with annexes needed for contracts following UNICEF's formats, and clarifying with the bidder any doubt that the SoP Office may have through Supply team.
- Monitoring the execution of works: oversee and report the compliance with contract requirements, cost control; supervising and monitoring of the schedule of work with quality control (technical supervision); management and storage of the materials.
- Provided the Substantial completion certificate with the handover of the completed facilities to the local authorities and beneficiaries including the completion of the work at the WASH units and alignment with gender sensitive and disability friendly norms and standards.
- Site inspection report with guarantees and hand over all related documents to UNICEF within 30 days of Substantial Completion of the works

Qualifications
To qualify as an advocate for every child, you will have:
- B.Sc. degree in civil / construction / structural engineering from an accredited university.
- Minimum of five years of relevant working experience in project design, tendering and supervision, and specific experience with quantity surveys, and quality assurance
- Knowledge in water and sanitation, electromechanical and energy as part of the general experience
- Previous experience in supervising Rehabilitation / Construction activities for health facilities is an asset.
- Excellent communication and interpersonal skills.
- Good English language skills (oral and writing).
- Good knowledge in MS Office applications, AutoCAD and MS Project.
- Organizational and management skills; efficiency in work
- Ability to work in a team and form productive, supportive & professional relationships with all.
